Life Cycle Assessment of current and prospective waste management systems in Brazil / Avaliação do Ciclo de Vida de sistemas de gerenciamento de Resíduos Sólidos atuais e futuros no Brasil

The increase of Municipal Solid Waste (MSW) generation along with the current inadequate waste management and the issue of the Solid Waste National Policy (PNRS) in 2010, have brought a bigger concern in regards to the matter to Brazilian municipalities. Besides all the demands of the Policy, improper waste disposal sites still represent 40% of the destination of the waste collected in Brazil. In addition, only about 3.6% of recyclables are currently recovered. Campo Grande is the state capital of Mato Grosso do Sul and has a sanitary landfill with two more years of lifespan. The city has recently published its new tool to aid waste management – the Selective Collection Plan (PCS), which is comprised of planning and goals for the next 20 years. Facing this situation, the aim of this research was to analyze and compare different waste management systems for Brazil (Chapter 2) and Campo Grande (Chapter 3). A consequential Life Cycle Assessment (LCA) was employed, with the software EASETECH for modelling. The general results showed that the improper disposal sites (i.e. dumps) have the highest environmental impacts due to the untreated landfill gas and leachate. The combination of high recycling rates and low amounts of waste disposed in landfills presented overall good performance in both cases. From all the scenarios assessed, the best performance was achieved by anaerobic digestion of the biowaste, with biogas utilization as fuel substitute, combined with a material recovery facility and a mixed waste mechanical biological treatment, with residue derived fuel directed to cement kilns avoiding coke combustion. In conclusion, the environmental awareness must be raised towards the population and the decision-makers are entitled to the changes that need to happen in order to decrease the environmental impacts of the systems and comply with the Brazilian waste legislation. / O aumento da geração de Resíduos Sólidos Urbanos (RSU) juntamente com a atual gestão inadequada de resíduos e a promulgação da Política Nacional de Resíduos Sólidos (PNRS) em 2010, trouxeram uma maior preocupação em relação ao assunto nos municípios brasileiros. Apesar de todas as exigências da Política, os locais de disposição inadequados ainda representam 40% do destino dos resíduos coletados no Brasil. Além disso, apenas cerca de 3,6% dos recicláveis são atualmente recuperados. Campo Grande é a capital do estado de Mato Grosso do Sul e possui aterro sanitário com apenas dois anos de vida útil. O município publicou recentemente sua nova ferramenta para auxiliar a gestão de resíduos sólidos – o Plano de Coleta Seletiva (PCS), que é composto por planejamento e metas para os próximos 20 anos. Diante desta situação, o objetivo desta pesquisa foi analisar e comparar diferentes sistemas de manejo de resíduos para o Brasil (Capítulo 2) e Campo Grande (Capítulo 3). Foi utilizada a Avaliação do Ciclo de Vida (ACV) consequencial, com o software EASETECH para modelagem. Os resultados gerais mostraram que os locais de disposição inadequados (ou seja, lixões) possuem os maiores impactos ambientais devido à falta de tratamento do gás de aterro e do lixiviado. A combinação de altas taxas de reciclagem e baixa quantidade de resíduos dispostos em aterros apresentou bom desempenho global em ambos os casos. De todos os cenários avaliados, o melhor desempenho alcançado foi através da digestão anaeróbia dos resíduos orgânicos, com a utilização de biogás como substituto de combustível, combinada com uma unidade de triagem e um tratamento mecânico biológico de resíduos misturados, e combustível derivado de resíduos destinado a fornos de cimenteiras evitando a combustão de coque. Em conclusão, a conscientização ambiental deve ser direcionada à população e a responsabilidade conferida aos tomadores de decisão para as mudanças que precisam ocorrer visando a redução dos impactos ambientais dos sistemas e o cumprimento da PNRS.

A aprovação da Lei Federal nº 12.305, de 02 de agosto de 2010 Política Nacional de Resíduos Sólidos (PNRS) tem como uma das diretrizes fundamentais a gestão integrada, que inclui a ordem de prioridade ou hierárquica na gestão dos resíduos sólidos e a inclusão dos catadores de materiais recicláveis. Considerando que a consolidação dessas diretrizes demanda colocar a PNRS na agenda governamental e, ainda, da capacidade estatal para a implementação de políticas públicas, o objetivo deste trabalho foi analisar a inter-relação dos arranjos institucionais municipais das políticas de resíduos sólidos urbanos (RSU) e a implementação da PNRS. A estratégia metodológica adotada incluiu a pesquisa bibliográfica e documental sobre o contexto histórico nacional e local das políticas de resíduos sólidos e saneamento básico. Também foram analisadas as transferências voluntárias de recursos fiscais do governo federal para ações sobre resíduos sólidos, por meio da consulta de fontes como Portal da Transparência e dos Planos Plurianuais da União. Para a análise da implementação da PNRS no nível local, utilizou-se estudo de casos múltiplos em Salesópolis, Mogi das Cruzes e São Paulo. A coleta de dados secundários incluiu os Planos de Gestão Integrada de Resíduos Sólidos (PGIRS), leis, documentos e dados oficiais. Para a obtenção de dados primários, foram utilizados questionário, realização de entrevistas e registros fotográficos, posteriormente analisados por meio de indicadores sobre os resultados e desempenho das políticas públicas de limpeza urbana e gestão de resíduos sólidos, à luz das diretrizes da PNRS. Os principais limites à capacidade estatal na implementação da PNRS revelaram-se em Salesópolis pela restrição orçamentária e baixa densidade populacional, enquanto que em Mogi das Cruzes e São Paulo esses limites estão diretamente associados com a transferência do manejo de RSU para o setor privado. Ao mesmo tempo, esses arranjos municipais apontam, em maior ou menor escala, para a consolidação do aterro sanitário como destinação prioritária dos RSU, uma tendência nacional. Entretanto, justamente a dependência tecnológica da solução pelos aterros sanitários tem se mostrado como a principal barreira no cumprimento da ordem hierárquica da gestão de resíduos sólidos postulada pela PNRS / The enactment of Federal Law No. 12,305, August 2, 2010 Nacional Solid Waste Policy (NSWP) has the fundamental principle of integrated management, which includes the order of priority or hierarchy for solid waste management and inclusion of collectors of recyclable materials in partnership with the government. The methodological strategy adopted included bibliographical and documentary research on the national and local historical context of solid waste and basic sanitation policies. Voluntary transfers of fiscal resources from the federal government to actions on solid waste were also analyzed, through the consultation of sources such as the Transparency Portal and the Pluriannual Plans of the Union. Strength and Deformation Behavior of Municipal Solid Waste (MSW) Based on Constitutive Modeling Approach

The geotechnical properties of municipal solid waste (MSW) such as compressibility, shear strength and stiffness are of prime importance in design and construction of landfills. However, it is not well clear how the stress-strain and strength characteristics vary with time as the biodegradation of waste continues in the landfill. There is also a need to address the variability of MSW properties and their role in landfill design. The present thesis proposes models for the analyses of stress-strain response of MSW in undrained and drained conditions. The proposed models are based on critical state soil mechanics concept and the modified cam clay model is extended to consider the effects of creep and biodegradation. The models are examined with reference to experimental data and published results of MSW in the form of stress strain response. In addition, the experimental results and the data from published literature are also compared with predictions from hyperbolic model. The proposed models are able to capture the stress strain response of MSW in undrained and drained condition adequately. The applicability of proposed model is presented in terms of shear strength ratio, stiffness ratio and settlement for typical landfill cases. In order to examine the influence of model parameters on shear strength, stiffness ratio and settlement, multilinear regression equations are developed based on response surface method (RSM) for different coefficients of variation (COVs). The effect of variability associated with model parameters is examined using reliability analysis. For better understanding, the present thesis is divided into following seven chapters. Chapter 1 is an introductory chapter, in which the need for use of the constitutive models and its use in engineering response analysis of MSW is presented. Further, the organization of thesis is also presented. Chapter 2 presents various studies with regard to the engineering properties of MSW available in the literature. Different models and approaches proposed by various researchers for the prediction of stress-strain response, time dependent behavior and settlement analysis of the MSW are presented. The uncertainty associated with engineering properties and available methods for reliability analysis and the use of response surface method are presented. Finally, based on the literature review, the scope of the thesis and summary of chapter are presented at the end. Chapter 3 presents composition of MSW, detailed description of the sample preparation, methods adopted in the experimental program and test results of one dimensional compression and consolidated undrained tests. Based on the experimental observations, a constitutive model for municipal solid waste for undrained condition in the framework of modified cam clay model considering mechanical creep and biodegradation mechanisms is proposed. It also provides detailed description of the selection of the input parameters required for the proposed model. Further, the detailed derivation of proposed model and the discussion on evaluation of the input model parameters from triaxial and consolidation tests are presented. The model is examined with reference to the experimental data and published results. The stress strain behavior of MSW is compared with the prediction of stress strain response from hyperbolic model. The comparison of stress strain response is well captured using proposed model for all levels of strain. The major conclusions from the study are presented at the end. Chapter 4 presents experimental results of consolidated drained tests. A constitutive model for MSW for drained condition in the framework of modified cam clay model considering mechanical creep and biodegradation mechanisms is proposed. The model is examined with reference to the experimental data and data from published literature. In addition, stress strain behavior of MSW is compared with the predictions from hyperbolic model. The comparison of stress strain response is well captured using proposed model for all levels of strain. The major conclusions from the study are presented at the end. Chapter 5 presents the applicability of proposed models in terms of shear strength ratio and stiffness ratio for a typical landfill condition. Based on response surface method (RSM), multilinear response surface equations are developed for different variables ( M, λ.b.c.d.Edg ) for different percentages of strain for 10 and 20% COVs of the model parameters. The effect of variability of model parameters is presented in terms of results of reliability analysis for specified performance functions. The major conclusions from the study are presented at the end. Chapter 6 presents an approach for the settlement evaluation of MSW for a typical landfill case of 30 m high. Based on RSM, multilinear response surface equations are developed for the calculation of MSW settlement for 30 years for 10 and 20% COVs. The effect of variability of model parameters is evaluated in term of reliability index for performance function specified in terms of landfill capacity. The major conclusions from the study are presented at the end. Chapter 7 presents a brief summary and conclusions from the various studies reported in the present thesis.

Establishing the interactions between the Sustainable Development Goals and biowaste valorization: Insights from the Swedish context / Samspel mellan hållbarhetsmålen och valorisering av bioavfall: Insikter från den svenska kontexten

Biowaste Valorization (BV) includes practices that capture the value of biowaste through its conversion to high-value products. BV practices can influence the progress of various Sustainable Development Goals (SDGs) differently. BV can have several potential interactions with the SDGs (BV-SDGs interactions) that may take the form of either synergies or trade-offs. Therefore, the identification of BV-SDGs interactions is key to the successful achievement of SDGs. Sweden is a country at an advanced stage of BV implementation and can thus offer valuable insights. Through semi-structured interviews, relevant stakeholders evaluated the impact of BV on 15 selected SDGs targets in Sweden thus far. Both positive and negative effects were found, but synergies outnumbered the trade-offs with BV positively contributing to all 15 targets. However, this study also shows some potential trade-offs that require further investigation. The findings highlight the need for multidisciplinary collaboration to address BV-SDGs interactions comprehensively. The evidence provided in this study can inform the scientific community as well as other types of stakeholders towards better BV planning. The insights from the Swedish case can be valuable to Sweden and other countries in different stages in the transition to BV and a wider Circular Economy (CE). / Biowaste Valorization (BV) inkluderar metoder som fångar värdet av bioavfall genom dess omvandling till högvärdiga produkter. BV-praxis kan påverka utvecklingen av olika hållbara utvecklingsmål (SDG) på olika sätt. BV kan ha flera potentiella interaktioner med SDG (BV-SDG-interaktioner) som kan ta formen av antingen synergier eller avvägningar. Därför är identifieringen av BV-SDG-interaktioner nyckeln till ett framgångsrikt uppnående av SDG. Sverige är ett land i ett långt framskridet stadium av BV-implementering och kan därmed erbjuda värdefulla insikter. Genom semistrukturerade intervjuer utvärderade relevanta intressenter effekten av BV på 15 utvalda SDG-mål i Sverige hittills. Både positiva och negativa effekter hittades, men synergierna överträffade avvägningarna med BV som positivt bidrog till alla 15 målen. Men den här studien visar också på några potentiella avvägningar som kräver ytterligare utredning. Resultaten belyser behovet av tvärvetenskapligt samarbete för att ta itu med BV-SDG-interaktioner på ett heltäckande sätt. Bevisen som tillhandahålls i denna studie kan informera vetenskapssamhället såväl som andra typer av intressenter mot bättre BV-planering. Insikterna från det svenska fallet kan vara värdefulla för Sverige och andra länder i olika skeden av övergången till BV och en bredare cirkulär ekonomi (CE).

[pt] O aumento da produção mundial de resíduos e a falta de programas de gestão adequados a estes resultam no descarte e disposição inadequadas, causando inúmeros impactos ambientais e afetando, inclusive, à saúde humana. Tais resíduos, por apresentarem alto poder calorífico, versatilidade e resistência, devem ser tratados como matéria prima pós-consumo e não como lixo, podendo ser utilizados de inúmeras formas. Uma delas é a reciclagem, um processo que apresenta nova utilização aos resíduos antes designados como lixo, gerando possibilidades de rentabilidade e emprego. A reciclagem tem grande importância na gestão social de um município, pois está ligada diretamente às classes de baixa renda. Tais processos têm crescido no Brasil, principalmente após a publicação da Política Nacional de Resíduos Sólidos (PNRS) - Lei n 12.305, que exige um plano de resíduos para cada município, incentivando a reciclagem e compostagem de lixo. Ainda assim, o problema persiste, devido à falta de programas de coleta seletiva, falta de incentivo aos recicladores e catadores, bem como descaso dos governos e da população. A probabilidade de melhoria é grande, porém demandará muito tempo e investimento. O tratamento mecânico e biológico é apresentado então como uma solução para o cumprimento dos objetivos no tratamento de resíduos em curto prazo. Este trabalho tem o objetivo de analisar tal tecnologia e sua aplicação no município do Rio de Janeiro, avaliando suas vantagens, desvantagens e restrições para este processo. / [en] The progress of humanity and the encouragement of increased consumerism have generated the supply and mass consumption products. A greater extent, so does the production of waste in the world, together with the scarcity of non-renewable resources in the long term, climate change, have diverted attention to environmentally sustainable practices involving waste management. In this context, the Management of Municipal Solid Waste (MSW), translates into a complex process that requires multidisciplinary views, working from the logistics in the process of collection, storage and disposal of waste to the Biology, Chemistry and Thermodynamics, given the diversity of techniques and technologies available for your treatment and recovery in the market. Social development is also an important point, since in countries like Brazil recycling is an activity that generates resources for social classes with lower purchasing power. In addition to operating in the production of consumer goods from waste, much of the recyclable materials back to the market due to the work of sorters, people with very low income, who are in this profession a form of survival. These factors are relevant to the implementation of any management system, which requires significant investment and participation of the public authorities, both legislative and executive. Developed countries, such as members of the European Union (EU), are far ahead in MSW Management, seeking ways of dealing with their waste less and less impactful to the environment. Brazil still is a more technical phase and less practical than the EU, but has important advances. In 2010, entered into force on National Solid Waste Policy (NSWP), established by Law 12.305. This Policy establishes strategies and deadlines for the Brazilian sustainable development, reviews the hierarchy of priorities in waste treatment and imposes the reverse logistics system, and treat life-cycle of products and encourage the reuse, recycling of materials and composting waste, eliminating the dumps and leaving foster landfilling, lagging only this waste without a more favorable allocation to the environment and saving resources.
