Louisiana Educational Assessment Program (LEAP): A Historical Analysis of Louisiana's High Stakes Testing Policy

Abstract High stakes testing is popularly examined in educational research, but contemporary analyses tend to reflect a qualitative or quantitative research design (e.g., Au, 2007; Cochran-Smith & Lytle, 2006; Gamble, 2010). Exhaustive debate over the relative success or failure of high stakes testing is often framed between competing visions of epistemological constructs, and the historical foundations of high stakes testing policies are rarely explored. The origins of high stakes testing can be traced to local school reform efforts in states like Louisiana, and investigating the roots of high stakes testing at the state level contextualizes the national debate on student assessment in research and scholarship. Using historical research methods, this project details the local campaign to implement the Louisiana Educational Assessment Program (LEAP) as Louisiana’s comprehensive high stakes testing program. Enacted under state law in 1986, the LEAP is a series of K-12 student assessments aligned to prescriptive state standards. The LEAP is among the nation’s longest comprehensive high stakes testing programs and is the centerpiece to Louisiana’s school accountability system. The narrative of its development offers critical insight into the overarching rationales for high stakes testing that continue to drive accountability policies throughout the country. This study interweaves sociological and political history into a singular chronological record of the LEAP. Historical research methodology informs this study by establishing the basis for data collection and analysis. Historical research method is the systematic collection and evaluation of primary source data in order to determine trends, causes, or effects of past events (Gay, 1996; Lucey, 1984). Methods used in this research investigation include document analysis and oral history interviews. Multiple data sources are used to gain a thorough understanding of the historical context surrounding the implementation of the LEAP. The LEAP functions as both a student assessment program and policy of school accountability, and the story of its development is an important narrative within the field of high stakes testing research and scholarship.

"Making Race: The Role of Free Blacks in the Development of New Orleans' Three-Caste Society, 1791-1812" excavates the ways that free people of African descent in New Orleans built an autonomous identity as a third "race" in what would become a unique racial caste system in the United States. I argue that in the time period I study, which encompasses not only the Louisiana Purchase of 1803, but also the rise of plantation slavery and the arrival of over twelve thousand refugees from the revolution-torn French West Indies, New Orleans's free blacks took advantage of political, cultural and legal uncertainty to protect and gain privileges denied to free blacks elsewhere in the South. The dissertation is organized around three sites in which free blacks forged and articulated a distinct collective identity: the courtroom, the ballroom, and the militia. This focus on specific spaces of racial contestation allows me to trace the multivalent development of racial identity. "Making Race" brings together the special dynamism of the Atlantic world in the Age of Revolution with the ability of individuals to act within structures of power to shape their surroundings. I show that changing political regimes (in the time period I study New Orleans was ruled by the Spanish, the French and the Americans) together with the socio-economic, ideological and demographic impact of the Haitian Revolution created opportunities for new social and legal understandings of race in the Crescent City. More importantly, however, I show how members of New Orleans's free black community, strengthened numerically and heavily influenced by thousands of gens de couleur refugees of the Haitian Revolution, shaped the racialization process by asserting a collective identity as a distinct middle caste, contributing to the creation of a tri-racial system. / text

Creole Angel: The Self-Identity of the Free People of Color of Antebellum New Orleans

This thesis is about the self-identity of antebellum New Orleans's free people of color. The emphasis of this work is that French culture, mixed Gallic and African ancestry, and freedom from slavery served as the three keys to the identity of this class of people. Taken together, these three factors separated the free people of color from the other major groups residing in New Orleans - Anglo-Americans, white Creoles and black slaves. The introduction provides an overview of the topic and states the need for this study. Chapter 1 provides a look at New Orleans from the perspective of the free people of color. Chapter 2 investigates the slaveownership of these people. Chapter 3 examines the published literature of the free people of color. The conclusion summarizes the significance found in the preceding three chapters and puts their findings into a broader interpretive framework.

Phases of a Man Called 'Moon': Mayor Landrieu and Race Relations in New Orleans, 1960-1974

This study examines the political career of Maurice Edwin "Moon" Landrieu from his election to the Louisiana legislature in 1960 to the end of his first term as mayor of New Orleans in 1974. Landrieu was a white southern liberal who vigorously supported the agenda of the civil rights movement. He succeeded in building an unprecedented coalition between liberal, middle-class whites and a large segment of the black community. As the 1970s unfolded, however, he found his coalition increasingly threatened not just by disgruntled white conservatives, which might be expected, but also by angry black radicals of the Black Panther Party. This study argues that Landrieu's firm commitment to opening up political and economic opportunity to all citizens enabled him to keep his progressive, biracial coalition together and to help pave the way for the 1978 election of Ernest "Dutch" Morial, the first black mayor of New Orleans.

I began my 480-hour internship with KID smART in February 2015 to work on getting AGCNO off the ground. The following report combines on-site observational research, expertise I developed from my educational training, and independent research to provide an analysis of KID smART and AGCNO’s current position, strengths, weaknesses, opportunities, and threats. Additionally, this report provides recommendations on how to address specific issues with operational management in order for AGCNO to establish independence and sustainability.

The following report is the analysis of a three-month internship within this organization, and will discuss topics as they relate to the cuniculum of the Arts Administration degree. The for-profit nature of this internship and its completion within a small-scale structure presented me with several not-so-clearly delineated tasks. In order to properly introduce the topics associated with the responsibilities of the assignment at Arthur Roger Gallery, the reader must first become familiar with the nature of the business, and its management structure. Chapter II is exclusively devoted to the purpose of the internship. By considering the role of the intern, who acted in the role of an assistant to the staff, this section will outline the importance of compiling an inventory, and the necessity of maintaining the gallery's website in the most accurate manner. The third chapter of the present report is an attempt to identify the reasons that separate the Arthur Roger Gallery from its competitors. This section will address several elements discussed through our cuniculum, particularly during the Visual Art and Marketing classes. Broadly speaking, it will show that Arthur Roger has fully understood the "who, what, where, why, when and how" of selling fine art in his market area. The final section of the discussion will involve several points dealing principally with management and technical concerns, for the most part related to the growing activity of the business and its recent evolutions.
