Forming Partners in Mission: Sharing the Jesuit Tradition in Education

Thesis advisor: Thomas H. Groome / The research question of the dissertation is: How to form partners in education to share in the common mission of Jesuit educational institutions? I craft the answer to this question by studying the Spiritual Exercises of Saint Ignatius of Loyola. I claim an analogy between the central dynamic of the thirty-day retreat, whose guidelines are in the book of the Spiritual Exercises, and four operative principles that ought to constitute the structure of formation programs for Jesuit schools' faculty and staff in the educational tradition, identity and mission of the Society of Jesus. The four operative principles are discernment, desire, diakonia and decision. Formation that aims at training partners in education to share in the common mission of Jesuit schools happens best when these four operative principles inform the curriculum design and when they interplay during the actual process of forming the educators who work in Jesuit schools. Discernment is the under-girding principle because the Society of Jesus is engaged in education to form women and men who can discern, that is to say, who can decide from their in-depth values, convictions and aspirations. Desire is the operative principle of the first movement of the Spiritual Exercises, which corresponds to the first week of the retreat. Diakonia--the Greek word for service--draws upon the second movement of the Exercises, which expands beyond the second week of the retreat into the third and fourth ones. This second movement is unified by the idea of being inspired by Jesus Christ or from "outside" of the retreatants. Lastly, decision is the third movement of the Spiritual Exercises. Ignatius invites the exercitants to make a personal choice of a state of life at the core of the second week of the retreat. But decision as operative principle accompanies the retreatants until the end of their thirty-day experience. The doctoral program of the Boston College Institute of Religious Education and Pastoral Ministry is in theology and education. The dissertation is an academic exercise in the field of pastoral or practical theology at the intersection of education, theology and the means of church education inspired by the Spiritual Exercises. Therefore, besides the analogical reading of Ignatius's work, my method consists of putting the aforementioned operative principles in conversation with a select review of literature in the fields of transformative and reflective adult education, developmental psychology, responsible and collaborative leadership, pastoral ministry and educational change. / Thesis (PhD) — Boston College, 2009. / Submitted to: Boston College. Stakeholder perceptions on the role and effectiveness of networking forums in promoting partnerships' and integrated service delivery between government and non-profit sector organisations : the case of Nelmapius Forum in the North Rand Region Pretoria.

This study sought to explore the perceptions of stakeholders on the role and effectiveness of networking forums in promoting partnerships and integrated service delivery between government and non-profit sector organisations using the Nelmapius forum as a case study. The research adopted a qualitative research method and a case study research approach was utilized. The research population consisted of social workers and social work supervisors in both government and NGOs who participated in the Nelmapius forum. Purposive sampling which is a type of non-probability sampling was utilized to draw participants for the study. The sample consisted of 11 social workers and 4 social work supervisors who participated in the Nelmapius forum. Data was collected using semi-structured interviews. Thematic content analysis was used to analyze the data. The findings reveal that participants understood the primary reason behind the establishment of the Nelmapius forum as to strengthen the relationship between the government and the NGOs in Nelmapius. It was also revealed that the Nelmapius forum was a platform for NGOs and the DHSD to share service delivery information. Findings of the study show that the forum is an effective platform for enhancing partnerships’ among organisations which enhanced integrated service delivery. The forum created a platform which enabled organisations to work cooperatively. This led to capacity building among participant members and their organisations. The forum also enabled organisations to work together to share service delivery channels and processes as well as demarcation areas of service which benefitted the community members. The forum did experience few challenges in its later stages of functioning such as poor attendance, lack of new member integration, and failure to honour commitments by some organisations which led to low of morale amongst forum members. As a way of invigorating the forum participants suggested that: All stakeholders should participate actively in the forum, facilitation of the forum should rotate among members, the forum must be open to all stakeholders, the forum must be attended by senior officials, meeting venues should rotate in different organisations and that there should be monitoring and evaluation systems in place. It is hoped the study will have impact positively on the functioning of networking forums.

Explaining the outcomes of negotiations of Economic Partnership Agreements between the European Union and the African, Caribbean and Pacific Regional Economic Communities : comparing EU-CARIFORUM and EU-ECOWAS EPAs

The European Commission has been negotiating Economic Partnership Agreements (EPAs) with Regional Economic Communities of African, Caribbean and Pacific Group of States since 2002. The outcomes have been mixed. The negotiations with the Caribbean Forum (CARIFORUM) concluded rather more quickly than was initially envisaged, whereas negotiations with West African Economic Community (ECOWAS) and the remaining ACP regions have been dragging on for several years. This research consequently addresses the key question of what accounts for the variations in the EPA negotiation outcomes, making use of a comparative research approach. It evaluates the explanatory power of three research variables in accounting for the variation in the EPA negotiations outcomes – namely, Best Alternative to the Negotiated Agreement (BATNA); negotiation strategies; and the issues linkage approach – which are deduced from negotiation theory. Principally, the study finds that, the outcomes of the EPA negotiations predominantly depended on the presence or otherwise of a “Best Alternative” to the proposed EPA; that is then complemented by the negotiation strategies pursued by the parties, and the joint application of issues linkage mechanism which facilitated a sense of mutual benefit from the agreements.

Nesta dissertação, Plataformas Logísticas são apresentadas como infraestruturas para integração de transportes e geração de negócios. O interesse de diversos atores (operadores logísticos, indústrias, autoridades locais e regionais) requer um complexo planejamento de atividades associadas a aspectos geográficos, operacionais, gerenciais, administrativos e econômicos. Baseando-se em experiências internacionais, destacadamente a experiência alemã com as Güterverkehrszentren, este trabalho busca sistematizar as etapas necessárias para se avaliar a viabilidade de projetos que, muitas vezes, requerem participação pública e privada. Tal interação entre entes públicos e privados deixa o processo ainda mais complexo, dados os intrínsecos conflitos de interesse ao se planejar e projetar uma Plataforma Logística. Ao se buscar o estado da arte sobre o assunto, um procedimento de análise de projetos é sugerido e sua aplicação é feita associada ao caso da Plataforma Logística de Goiás, para a qual se identificaram possíveis fatores que levaram a não conclusão do empreendimento, apesar das medidas de governança adotadas pelo Estado. / In this dissertation, logistics platforms are presented as infrastructures for the transport integration and business generation. The interest of several stakeholders (third-party logistics, industries, local and regional authorities) requires a complex plan of activities associated with geographic, operational, managerial, administrative and economic features. Based on international experiences, especially the German experience with Güterverkehrszentren, this dissertation seeks to systematize the steps needed to assess the feasibility of projects that often require public and private participation. Such interaction between public and private entities makes the process even more complex, given the inherent conflicts of interest when planning and designing a logistics platform. Considering the state of the art on the subject, a design analysis procedure is proposed and its application is in the form of case study of the Logistics Platform of Goiás, for which have been identified possible factors leading to non-completion of the project despite measures taken by the State for governance.

Avaliação da alternativa do fomento no contexto da expansão da base florestal da indústria de celulose - estudo de caso / Analysis of the partnership program as an alternative to the expansion of the pulp company forest base

O presente trabalho buscou o desenvolvimento da discussão acerca do tema da expansão das florestas plantadas para produção de celulose no país e a inserção do fomento florestal neste contexto. Para tanto, enfocou os seguintes objetivos: avaliar o crescimento da indústria de celulose brasileira e a questão dos conflitos sociais relacionados à expansão florestal; analisar os modelos de propriedade e posse de terras na formação da base florestal no Brasil e em outras regiões do mundo; estudar, os conceitos e iniciativas que possam fortalecer o fomento florestal como um modelo de produção capaz de atender às necessidades de expansão e interesses das empresas, dos produtores, e da sociedade. A pesquisa permitiu verificar que as empresas de celulose no país, ao mesmo tempo em que desenvolveram sua capacidade produtiva e competitividade comercial em escala mundial, tem procurado também desenvolver sua administração com notada preocupação quanto ao nível de adequação de seus mecanismos de governança corporativa. Contudo, os conflitos que se verificam em várias situações indicam que o modelo de desenvolvimento adotado ainda carece de aperfeiçoamentos em aspectos específicos tal qual o das questões sociais. Notou-se no trabalho, que há no Brasil um nível de concentração das florestas plantadas, para fins de produção de celulose, maior que o verificado em outros importantes países produtores. Neste cenário, a análise do fomento florestal permitiu a conclusão de que este pode se apresentar como um mecanismo alternativo de crescimento da base florestal útil para as empresas de celulose e para a sociedade como um todo se baseado em princípios que levam em conta a participação social como elemento essencial. Nesta perspectiva, os plantios florestais são ainda, para o fomento florestal, um vasto campo necessitando de pesquisas, estudos e desenvolvimento de modelos de manejo que sejam apropriados para esta situação. A utilização das noções da multifuncionalidade da agricultura e a função socioambiental da propriedade apresentam-se como referência a ser explorada para tais trabalhos. Outra questão importante foi o reconhecimento da necessidade da apropriação do contexto ambiental e social em que se desenvolvem os projetos florestais indicando que tais programas de fomento devem se firmar como instrumentos para busca das soluções destes grandes problemas tal qual a do necessário esforço para recuperação do bioma da Mata Atlântica e ao mesmo tempo participando da organização social para busca do desenvolvimento rural das comunidades. As experiências da Votorantim Celulose e Papel com o programa de Poupança Florestal, outros trabalhos de fomento, estudos e relatos de profissionais ligados à realidade do fomento florestal e extensão rural indicam que o envolvimento das universidades e instituições públicas e privadas no desenvolvimento de pesquisas e trabalhos científicos que sustentem o desenvolvimento de práticas e políticas sobre o tema do fomento florestal mostra toda sua pertinência para proporcionar um debate fecundo e inovador. / The present work tried to establish a discussion about the expansion of the planted forests for pulp production in the country and the insertion of the forest partnership programs in this context. To achieve this goal, the work focus in the following objectives: Analyze the social conflicts related to the expansion of the planted forests; Analyze the types of land ownership and land tenure that constitute the planted forest areas in Brazil and in the world, with emphasis in the pulp companies; Study some sustainability concepts and initiatives used to enhance the role of the forest partnership programs as an alternative wood supply model that attend the demands for forest base expansion by the companies and also the needs of farmers and society. This work established that the pulp companies in the country work at the same time developing their productive capacity, competitive commerce in global scale and management, with noted concern in adapting their corporative governance mechanisms. Although, the many existing conflict situations shows that the development model used still lacks improvements in some specific themes, like social aspects. In Brazil most of the planted forests are established to supply pulp companies, more than verified in some important forest productions countries. The analysis shown that the forest partnership programs can be seen as an alternative and useful tool by the pulp companies to expand their forest areas with benefits to society, if based in a participative process. In this perspective, the planted forests areas, that in the companies owned areas shown a high technology level and very developed process, in partnership areas still lacks studies and researches in the development of models that are appropriated to that situation. Multifunctional character of agriculture and the environmental and social function of the properties are the key lines to be followed in these researches. Another important question is that the forest partnership programs must incorporate in their development the environmental and social contexts, establishing themselves as a tool to asses some important problems, like the efforts to restore the Atlantic Rainforest and its environmental services and at the same time working together with communities in the search for the rural development. The experience in the Votorantim cellulose e Papel with the Poupança Florestal partnership program, other programs experiences, researches and descriptions made by professionals involved in partnership programs and extension activities shown that the involvement of the universities and government and private institutions in the research and development of practices and policies about the forest partnership programs shows the importance of the theme as a requisite to a profound and innovative debate.

An investigation into partnership working to widen participation in higher education in the south-west of England, with particular reference to Lifelong Learning Networks (LLNs)

Partnerships between Higher Education Institutions (HEIs) and Further Education Colleges (FECs) were a specific recommendation of the 1997 Dearing Review and a major component of New Labour's 'Third Way'. Between 1997 - 2010 one of the key policy drivers was to widen participation in higher education with a target of 50% participation of 18 - 30 year olds by 2010. Funded partnerships were seen as the mechanism to achieve this target. Arguably partnerships between higher education (HE) and further education (FE) were not new. Many of the so-called 'post-92' universities which had previously been polytechnics had achieved growth through partnerships with FECs and considered themselves, perhaps, to be leading the way in widening participation. Among a plethora of policy initiatives, the Higher Education Funding Council for England (HEFCE) embarked on its own innovative partnership scheme, Lifelong Learning Networks. Drawing heavily from examples in North America, these were conceived as a way of achieving planned progression into higher education for students with vocational qualifications at level three. The response from the higher education sector to the initiative was equivocal at best and the results uneven. This study draws from Bourdieu's early anthropological studies and combines aspects of these with his study of the fields of the arts and higher education to propose a new reading of the policy response and practice of widening participation in higher education through partnerships.

Desde a perspectiva da participação popular, tendo em vista a transformação social, analisamos a parceria entre o MST e o Estado na promoção da Educação do Campo, realizada no âmbito do PRONERA. O objetivo central consiste em identificar seu significado no contexto amplo das parcerias que marcam, na atualidade, a relação entre Estado e sociedade na promoção das políticas sociais, buscando, ao mesmo tempo, perceber suas repercussões no MST, em vista de sua importância estratégica nas lutas sociais anticapitalistas. Partimos da compreensão de que a parceria na Educação do Campo tem uma potência diferenciada, formada no processo histórico que a constitui e na práxis dos seus sujeitos. Tal potência lhe favorece inscrever, no espaço institucional do Estado, o conflito que determina a Educação do Campo, o MST e o PRONERA. Por isso, entendemos que se trata de um espaço pedagógico potencialmente promotor de sujeitos e de práxis social subversiva à ordem dominante, cuja realização se relaciona diretamente ao posicionamento contra-hegemônico de tais sujeitos nas relações sociais. A obtenção dos dados foi guiada pelos princípios da pesquisa participante, considerando, especialmente, os aportes de Orlando Fals Borda, Carlos Brandão e Danilo Streck. A observação participante, análise documental e entrevistas foram as principais estratégias utilizadas. A epistemologia dialética fundamentou a construção analítica, cuja dinâmica implicou a articulação entre processo histórico, realidade atual e experiência, tendo em vista a apreensão do ser social a partir do processo de totalização das relações sociais. Nesse sentido, tomamos como ângulo de análise duas experiências de parceria em cursos formais de Educação do Campo, realizadas no Piauí, envolvendo o MST e a Secretaria de Educação do Estado. Na mediação teórica, destacamos a teoria do Estado ampliado em Gramsci, mediante os aportes de Ilse, Scherer-Warren, Glória Gohn e Alfonso Torres, que, situados no contexto latinoamericano, ajudam a dialogar com as teorias clássicas, especialmente a norteamericana e a européia. No campo da educação, Paulo Freire, Carlos Brandão, Marco Raúl Mejía, Conceição Paludo e Afonso Scocuglia são alguns dos autores que auxiliam na análise desde o movimento da educação popular. No que tange especificamente à Educação do Campo e seu movimento, tomamos como referências principais a produção da articulação nacional “Por uma Educação do Campo” e autores como Roseli Caldart, Mônica Molina e Bernardo Mançano. Ao final, concluímos que a potência da parceria na Educação do Campo, promovida pelo PRONERA, tem assegurado conquistas políticas e intelectuais importantes à luta do MST e a promoção de campo como lugar de possibilidades. No entanto, continuar avançando nessa direção exige sua superação, tendo em vista o objetivo da realização da Educação do Campo como política pública, sob a responsabilidade do Estado, e o horizonte estratégico da luta do MST pela transformação social. Tal superação implica a conservação dessas conquistas como patrimônio das lutas populares e, especialmente, dos povos do campo. / The focus of this dissertation is the partnership between the Movement of the Landless Rural Workers (MST) and the state in the promotion of education in rural areas. From the perspective of popular participation and aimingat social transformation, the author analyzes the partnership between the MST and the state in the promotion of education in rural areas within the framework of PRONERA. Hermain goal is to identify its significance in the broad context of the present partnerships between the state and society in the promotion of social policies and, atthe same time, to discuss the repercussion of the partnership in the MST given the latter’s strategic importance in the anti-capitalist social struggles. Her starting point is the understanding that the partnership in education in rural areas has a unique power forged in the historical process that constitutes it and in the praxis of its subjects. This power enables it to inscribe in the institutional space of the state the conflict that determines education in rural areas, the MST and PRONERA. For this reason the author sees it as a pedagogical space that potentially promotes subjects and a social praxis that subverts the dominant order and is directly related to the counter-hegemonic position of those subjects in social relations. The data were gathered under the guidance of the principles of participatory research, particularly the contributions made by Orlando Fals Borda, Carlos Brandão and Danilo Streck. The main research strategies consisted of participatory observation, analysis of documents and interviews. The dialectical epistemology served as the foundation for the analytical construction, whose dynamics implied an articulation between the historical process, present reality and experience, with a view to apprehend the social being on the basis of the totalizing of social relations. In this sense the author analyzes two experiences of partnership in formal education courses in rural areas held in the state of Piauí involving the MST and the state’s Department of Education. In the theoretical mediation she highlights Gramsci’s theory of the extended state through the contributions made by Ilse Schrer-Warren, Glória Gohn and Alfonso Torres, which, situated in the Latin American context, help her to dialogue with the classical theories, particularly the North American and the European theories. In the field of education, Paulo Freire, Carlos Brandão, Marco Raúl Mejía, Conceição Paludo and Afonso Scocuglia are some of the authors used for the analysis from the point of view of popular education. As far as the education in rural areas and its movement are concerned, the author focuses on the production of the national networking called “For an Education in Rural Areas” and on authors such as Roseli Caldart, Mônica Molina and Bernardo Mançano. She concludes that the power of the partnership in education in rural areas promoted by PRONERA has guaranteed political and intellectual achievements that are important for the struggle of the MST and the promotion of rural areas as places of possibilities. However, the further advance in this direction demands its overcoming, since thegoal is to implement education in rural areas as a public policy, under the responsibility of the state and the strategic horizon of the MST’s struggle for social transformation. Such overcoming implies the preservation of those achievements as an inheritance of the popular struggles, particularly of the rural population.

Uncovering the process of inter-firm cooperation: an interaction dynamics approach. / CUHK electronic theses & dissertations collection / ProQuest dissertations and theses

An interaction dynamics perspective conceives the cooperation process as an action chain consisting of the actions and reactions between cooperating partners when they respond to disruptive events. The action chain is characterized by three constructs: action acquiescence, action simplicity, and action reciprocity. I further develop an action pattern model that clarifies the relationships among partner relation, governance structure, action pattern, and cooperation performance in a partnership. / Extant literature in strategic alliance has inconsistent conclusions on why some cases of cooperation succeed but some fail. I argue that the interaction process in cooperation may be the missing piece in the puzzle. Drawing on an interaction dynamics perspective, this dissertation examines what factors affect the interaction process and how variations of the interaction process affect cooperation performance. / In the second study, a questionnaire survey was conducted and a sample of 263 construction projects was obtained. The regression analysis indicated that partner relation affected action pattern, and this effect was moderated by governance structure. Contrary to conventional belief that action pattern mediates the effect of partner relation on cooperation performance, I found that action pattern and partner relation affected cooperation performance independently. / The action pattern model was empirically tested in the dyadic partnership between architects and contractors in two related studies. In the first study, qualitative data from 12 construction partnerships were collected through semi-structured interviews, questionnaires, and documents between architects and contractors. Overall, the case studies provided some "thick descriptions" of the action repertoire in cooperation. Results showed that cooperating partners adopted particular actions as deliberate strategic signaling to each other and as a means of reward/punishment. Moreover, actions tended to stabilize after repeated interaction cycles as cooperating partners categorized each other into specific portraits. / The interaction dynamics approach provides a new and promising perspective to study inter-firm cooperation. Collaborative Governance in Public-Private Partnerships

The multitude of public-private partnership (PPP) designs and interpretations reflects the lack of an authoritative definition of PPP. What each definition of PPP has in common is an emphasis on collaboration and shared decision-making towards a common goal. To explore what partnership means to PPPs that are focused on health system strengthening, the researcher conducted a literature review and two case studies: one on Labs for Life, and another on a partnership between the Japanese International Cooperation Agency (JICA), Sysmex, and the Namibian Ministry of Health. The emphasis on collaboration led the researcher to use collaborative governance as a conceptual framework, drawing from a paper by Chris Ansell and Alison Gash (2007). The two PPPs varied greatly in how external factors (e.g. power and prehistory) impacted the partnership, and to what extent the PPPs embraced the collaborative process. The PPPs were similar in many ways, too – both acknowledged the importance of building trust through cultural understanding and expectation management. Third parties were key in both partnerships, enabling the collaborative process. The results of this study underscore the heavy burden that the word, partnership, carries; if public-private partnership implies the purposeful application of collaborative governance, then this study supports an alternative term: public-private interaction (PPI). This new term removes the assumption that all partners are fully equal and that decision-making processes are collaborative and consensus-oriented. Indeed, PPPs (or PPIs) come in all shapes and sizes and degrees to which they are true to collaborative governance. These findings contribute to an evidence base of lessons-learned that will enable PPPs/PPIs to focus on health system priorities while honestly assessing the relevance and application of collaborative governance.
