Explaining territorial demands : party competition as a driver of self-government claims in decentralised stateless nations

The first wave of stateless nationalist mobilisation triggered decentralisation processes in several Western European states. Political autonomy provided European stateless nations with sub-state institutions with significant competences to manage their own affairs. Multinational federalism scholars have long debated whether political decentralisation to accommodate stateless nations appeases demands for secession or rather exacerbates them. Autonomous institutions created a new sub-state political system which political entrepreneurs, most significantly Stateless Nationalist and Regionalist Parties, are able to exploit to put forward demands for further empowerment of sub-state institutions. In the last decade territorial demands have been progressively raised by political parties in some Western European stateless nations, thus casting doubt on the effectiveness of political decentralisation as a valid mechanism to prevent secession. Scotland voted on independence on September 2014 whereas Catalan nationalist parties have been attempting to hold their own referendum since 2013. By looking specifically at the effects of political party competition at the sub-state level, this research aims at providing an explanation for the dynamics of territorial demands that have led to a high saliency of the territorial question in many Western European multinational states. An in-depth qualitative analysis of party competition in Catalonia aims to provide a successful explanation for the escalation of territorial demands in that country, also taking into account the role played by central institutions and the increasing support that secession shown amongst the population. The Catalan case is compared to Flanders and Scotland to test whether the dynamics of party competition can tell us a bit more about the ongoing territorial demands put forward by political parties in these three countries. The territorial accommodation of multinational states have tended to be analysed from an institutionalist perspective whereas multi-level party competition has kept a blind eye on constitutional change. This research aims at contributing to the growing literature of sub-state party politics and its capacities to explain constitutional change processes.

A road half travelled : a temporal, case study analysis of inter-party co-operation in the British context, 1945-1999

This thesis looks at five case studies of attempted co-operation between British political parties. The objective is two-fold: to provide an explanatory framework to better understand instances of potential cooperation within the institutional context of British politics, and to build analytical narratives that shed light on the inter- and intra-party dynamics when co-operation between parties has been mooted in Westminster. It addresses a lacuna in the study of British Politics by providing a temporal comparison of understudied examples of attempted co-operation. This comparison inductively draws out what lessons can be learnt about why co-operation is attempted, and the factors that inhibit it. This framework suggests that these examples of mooted co-operation constitute disruptions of the majoritarian norms which inform the British Political Tradition. It does so through a historical institutionalist lens: the cultural norms of Westminster provide a strategic context, but elite political agents strategically interact with this institutional environment. This tradition is manifested through intra-party pressure against co-operation, and a belief that co-operation is electorally disadvantageous. Equally, actors' interpretation of what is possible or desirable within the perceived constraints of Westminster party politics really matters. This suggests a role for situated agency and strategic leadership, captured through the concept of a disruption/defence of existing institutional equilibrium derived from heresthetics. This thesis contends that the discourse around co-operation holds a rhetorical and performative purpose beyond the success or failure of formal co-operation. Institutional context and memory create incentives for actors to either accentuate or downplay the effect of co-operation, but do not determine the shape and aims of cooperation. As a result, both culture and calculus are all-important to inter-party co-operation.

Ex-Communist Party Choices and the Electoral Success of the Radical Right in Central and Eastern Europe

What explains the proletarization (the increasing embrace by the blue-collar constituencies) of the radical right vote in the countries of post-Communist Europe? I argue that the centrist shift of the ex-Communist left parties along the economic policy dimension drives the electoral success of radical right parties in the region. I show that the programmatic shift of the ex-Communist left parties (as instrumented by the implementation of austerity reforms) opened up their traditional blue-collar constituencies to the redistributive appeals of the radical right parties. I test my argument using several different approaches. First, I examine the relationship between the support for the radical right parties and the ex-Communist left parties’ policy positions using a quantitative cross-country analysis. Second, I provide an overview of the experiences of the four Visegrád Group countries and trace the blue-collar constituencies’ shift away from the ex-Communist left parties to the populist and radical right parties over time, as the left parties became more economically centrist. I then test my argument using constituency-level and individual-level experimental survey data within Hungary. Both methods help establish that the centrist shift of the ex-Communist left parties along the economic policy dimension boosted support for the radical right party. My argument contributes to our understanding of the dynamics of political systems and the rise of the radical right parties in Europe.

Fighting for the centre : civic political parties in Bosnia and Herzegovina and Northern Ireland in comparative perspective

In deeply divided societies political parties that attempt to reach across that divide, by definition, form the exception. Indeed, in post-settlement contexts where institutions have been designed to accommodate communal identities, non-ethnic parties are broadly cast in the literature as marginal actors. Nevertheless, in a number of segmented societies, civic parties and movements have emerged and seized space in the political system. This thesis probes the puzzle of these actors’ existence and endurance in power-sharing frameworks by comparatively analysing the experiences of civic parties in Bosnia and Herzegovina and Northern Ireland. It explores the constraints and opportunities these parties encounter in such settings and how they navigate those structures. This thesis seeks to advance understanding of this critical topic, contributing comparative findings on which broader theoretical work can build. Standing at the juncture of the theories of consociational democracy and civic mobilisation in divided societies, this research examines this problem comparatively in the selected cases. Taking a qualitative, interpretive approach it draws primarily on evidence from elite interviews, as well as a limited number of focus groups with voters and analysis of party documents. This thesis has found that civic parties in Bosnia and Herzegovina and Northern Ireland, in varying ways, meet with severe barriers in the formal and informal structures of their consociational settings, but that they also find critical openings therein. These opportunities, however, can incentivise non-ethnic actors to assume roles and pursue strategies that conflict with their longer term goals and challenge their legitimacy as civic parties. In fighting for survival on the centre ground in divided polities, civic parties are faced with strategic dilemmas that they must carefully negotiate. These findings demonstrate the centrality of institutions for the type of politics and political actors that ensue following peace settlement and bear potential implications for institutional design and party strategy in such contexts.

Czechoslovakia during the Second World War - Influence of the Second World War on the political development of Czechoslovakia The years 1938-1945 determined the development that culminated in the communist coup d'état in February of 1948. At the same time, Czech society was undergoing a deep crisis that has been caused by bitter disappointment of the end of the First Republic and its internal political problems. The Great Depression, mass unemployment and the inability of government officials to deal with this situation satisfactorily led to dissatisfaction with the economic arrangement of the First Republic and became the subject of radical change. According to many, the First Republic political party system also had failed. Too many political parties, the need for coalition governments, selfish adherence to party interests instead of national interests, intrigues, were all given as reasons why democracy had not been able to confirm its primacy in the moments when it was most needed. Betrayal by the Western Allies, especially France (under the strong influence of Great Britain) and the relatively friendly behavior of the Soviet Union during the Munich crisis undermined foreign policy concepts, held in the interwar period. Political Parties and Direct Democracy: An Analysis of the 2015 Greek Referendum

On July 5, 2015, Greek voters were asked to vote on whether the country should accept the terms of austerity offered by the European Union for bailout from the country’s financial crisis. With a turnout rate of 62.5% overall, 61.3% of Greeks voted “no.” While a majority of voters in every district opposed the bailout’s terms, the margin against the proposed austerity measures ranged from 51.2% in Lakonias to 73.8% in Chanion. This paper explores whether political parties influenced Greek voters’ decisions to accept or reject the EU's budgetary reforms. We first review the literature relevant to that question, focusing on whether party platforms are merely “cheap talk” or instead are salient in determining electoral outcomes. We then test our hypotheses empirically at the voting district level. In this model, our key independent variable is party influence, which is measured by party vote shares in the nationwide election held in January of 2015. The dependent variable is the percentage that voted “no” to austerity in July 2015 in each of Greece’s 56 electoral districts. We also control for average age and the unemployment rate across regions, as well as the fraction of first-time voters in each electoral district. After conducting simple regression analysis, we report evidence that a pro-austerity party (New Democracy) was a significant factor impacting the results of the referendum. This research finding bolsters the claim that parties can shape electoral outcomes on questions decided by an institution of direct democracy.

Outsiders and the Impact of Party Affiliation in Ecuadorian Presidential Elections

How has the party affiliation of presidential candidates impacted presidential elections in Ecuador? Historically, how have political party candidates and outsiders performed in elections and how has this changed over the last 20 years of democratic history? This case study attempts to answer fundamental questions about the connections between parties and electablility of presidential candidates. In a country with an inchoate party system and a history of populism, personalist candidates have always had relatively high levels of electoral success. Yet, it would seem that preference for unaligned candidates is increasing. After years of domination by political party candidates, the Ecuadorian people elected two political neophytes to compete in the final round of the 2002 elections. Both campaigned as outsiders, with strong opposition to the party system, and both created personal political parties that served as electoral vehicles. The dependent variable, the success of outsider candidates in the 2002 elections, appears to come from three main independent variables: a history of weak and highly ineffective parties, voter alienation from institutions due to continuing political and economic crises, and a political culture that revolves around personalist and populist presidents. Because of these evident trends, outsiders in Ecuador have found favorable situations for messages of opposition to the political system. In addition, appeals to alienated citizens, based on a personal campaign, have proven successful in Ecuadorian elections. Parties appear to become increasingly irrelevant in the executive sphere. After a brief historical orientation, this thesis discusses the impact of the presidencies of Abdala Bucaram (elected 1996, impeached 1997) and Jamil Mahuad (elected 1998, overthrown 2000) as important background for the 2002 election. The hypothesis is that in 2002, alignment with traditional political parties damaged candidates in the presidential elections. This thesis analyzes the presidential candidates that participated in the 2002 campaign, and concludes that affiliating with a traditional political party was a liability for a presidential candidate in the 2002 elections.

The Italian political crisis of 1992-94, often referred to as Tangentopoli, emerged after the revelation of endemic corruption throughout the political system. First and foremost the crisis saw the collapse of the main political parties, the Christian Democracy and the Socialist Party. In a different manner and only one year prior to this crisis, the former Communist Party, also underwent major changes and evolved into a social democratic party, the Democratic Party of the Left. Though this crisis was sparked by a corruption revelation, it became a catalyst for a change in the deformities of a political system, of the partitocracy, which was itself the product of Cold War conditions faced by Italy in the post-war period. The focus of this study has been to re-evaluate the causes of this crisis with particular attention to the role of the Cold War as the over-arching influence which directly and indirectly influenced many of the internal dynamics of the Italian political process. The hypothesis of this research was that the end of the Cold War in 1991 as a factor which provoked this political crisis, was far more important as a cause than has hitherto been acknowledged. The study examines the other indicated possible causes including the impact of the corruption revelations, the role of the magistrates in uncovering corruption, the economic crisis, the role of the new protest movement of the Lega Nord and finally the especially brutal equilibrium with Italian political forces re-established by the Mafia after 1992.
