Entretanto, poucos foram os benefícios à qualidade urbana das cidades brasileiras, principalmente nas áreas destinadas às habitações populares. Um dos principais instrumentos de estímulo à inovação e à evolução qualitativa no campo da arquitetura e do urbanismo são os concursos de projeto. O concurso é uma oportunidade para os profissionais realizarem seus trabalhos sem restrições ou interferências do setor público ou do mercado, o que deveria possibilitar avanços significativos à disciplina, tanto em seus procedimentos práticos quanto teóricos. Destarte, o objetivo desta tese de doutorado é verificar, em exemplos nacionais recentes, a relação entre concursos de arquitetura e a evolução das habitações de interesse social construídas. Para tanto, o Concurso "Prêmio Caixa IAB", dos anos de 2004, 2006 e 2008/2009, foi investigado como estudo de caso. A hipótese levantada é que os resultados dos projetos vencedores dos concursos apresentam soluções inovadoras em relação à produção do campo habitacional brasileiro, entretanto, sem lugar no atual sistema nacional de produção. As discussões provenientes das análises realizadas e o confronto com a hipótese central enunciada fundamentam as conclusões finais deste trabalho e devem constituir, à prática projetiva ou à teoria, fundamentos que contribuam com a qualidade da produção contemporânea / Abstract: The first decade of the 21st century witnessed great developments in urban reform in Brazil, such as the formulation of a wide range of programs focused on social housing; the creation of new legal and institutional tools to support cities; the expansion of public policies to minimize social and territorial disparities; the incentives to society's participation together with the interlocutors of urban policies, and unheard of investments destined to popular housing and infrastructure. However, there were few benefits to the urban quality of Brazilian cities, mainly to the areas assigned to popular housing. One of the main tools to foster innovation and qualitative development in the field of architecture and urbanism is the project contest. The contest is an opportunity for professionals to develop their work with no restriction or interference from the public sector or market, which would enable significant advances to the discipline, in its practical procedures as well as theoretical. Thus, the objective of this doctorate thesis is to verify, with recent domestic examples, the relation between architecture contests and the development of already built social housing. For that, the contests "Caixa IAB Award" from 2004, 2006, and 2008/2009, were investigated as case studies. The hypothesis arisen is that the results of winning projects show innovative solutions to the production of the Brazilian housing field despite having no place in the present domestic production system. A tale of two cities: public housing and municipal revenue policymaking in San Jose, Costa Rica and San Salvador, El Salvador

The scholarly tradition in urban policy analysis holds that a variety of economic, social and political background factors influence the nature and amount of output by the policymaking system. Here a number of these factors such as elections and parties, structure of the national economy and age and sex composition of the population are examined to determine their effect on public housing and local government revenue policy in two Central American urban centers. San Jose, Costa Rica and San Salvador, El Salvador were chosen for the study because they are in the same size range, both are capital (and primate) cities and both have been growing rapidly in recent years. Moreover, the cities exist in radically different sociopolitical milieux. With such characteristics as size and primacy held constant, it was felt that variations in policy output could be linked to and at least partially explained by the political, social and economic differences. For a variety of systemic and historical reasons, urban public housing is provided in both countries by autonomous agencies of the national governments. Their operational policies and programs are compared. Two major activities in the field of municipal revenue are traced through the policymaking process from their genesis: a successful effort to install parking meters in San Jose, and an unsuccessful attempt at overall tax reform in San Salvador. In neither policy area, public housing nor municipal revenue, was the original hypothesis sustained. No important differences in policy output between San Jose and San Salvador could be identified. Consequently, there were no variations to be explained by the diversity in social, economic and political background factors. Nonetheless, these factors are considered in detail, along with the nature of the policymaking process in the two cities. Finally, some suggestions are offered as to why San Jose and San Salvador exhibit these similarities in policy product in spite of their many social, political and economic dissimilarities.

The premise of the research study is that in the presence of a growing shortage of houses characterised by unplanned squatter settlements, activities for identifying housing beneficiaries should be planned and executed in ways that do not adversely influence the implementation schedules for housing projects. Project management as a discipline provides skills and techniques that are utilised in housing project management. The tendency for housing project implementers to view efficiency in quantitative terms is challenged by pressures from the institutional environment that demand attention to qualitative aspects of housing projects. The research study addresses beneficiary listing as an influential process in the implementation of housing projects. The study is presented in related topics. They are, project management, the institutional environment of the beneficiary listing process, a case study of the Snake Valley Housing Project near Stellenbosch, measurement, observations, and findings. The study concludes with recommendations for the adoption of structure related mechanisms that influence planning, managing and control of housing project activities. / AFRIKAANSE OPSOMMING: Kommer bestaan oor die vlakke van lae-koste behuisingslewering in Suid-Afrika. Die premise van hierdie studie is dat in die groeiende tekort aan huise en ook onbeplande informele nedersettings, aktiwiteite vir die identifisering van behuising begunstigdes, beplan en uitgevoer behoort te word op so 'n wyse dat dit nie die implementering skedules van behuisingsprojekte negatief beinvloed nie. 'n Tendens by behuisingsprojek implementeerders om effektiwiteit in kwantitatiewe terme te bejeën word hiermee uitgedaag vanuit die institusionele omgewing wat toenemend vereis dat aandag ook gewy moet word aan die kwalitatiewe aspekte van behuisingsprojekte. Hierdie studie fokus op die proses van behuisingswaglysting en hoe dit die implementering van behuisingsprojekte beinvloed. Die studie word aangebied deur die volgende verbandhoudende aspekte naamlik projekbestuur, die institusionele omgewing van die behuising waglystingsproses, 'n gevalstudie van die Snake Valley Behuisingsprojek naby Stellenbosch, waarnemings en bevindinge. Die studie eindig met aanbevelings vir die aanvaarding van bepaalde meganismes wat die beplanning, bestuur en beheer van behuising projekaktiwiteite kan beinvloed.
