Este trabalho apresenta o macrozoneamento como instrumento de gestão ambiental que visa compatibilizar, em bases permanentes, o desenvolvimento econômico de uma região à manutenção da qualidade ambiental. Neste contexto, o Sistema de Informações Geográficas se apresenta como ferramenta necessária à síntese da dinâmica econômica-ecológica, a fim de que as rápidas mudanças, inerentes ao modelo de desenvolvimento global, não inviabilizem um processo que deve contemplar a visão sistêmica do meio ambiente. No desenvolvimento desta pesquisa foi utilizado o software Idrisi para o processamento dos mapas da área de estudo, que constitui a base do banco de dados. Fundamentando-a, foram abordados os conceitos de gestão e planejamento ambiental e de sistema de informações geográficas, relacionando-os ao macrozoneamento e aos aspectos jurídicos observados no país e, particularmente, no Estado de São Paulo. Como resultado final, o banco de dados digitais e a abordagem do macrozoneamento da região de Ribeirão Preto, através da apresentação e análise de cenários de potenciais usos e conflitos, entre outros, deverão subsidiar a implementação de atividades e diagnósticos regionais. Além disto, o trabalho poderá contribuir para a consolidação e para o direcionamento da inserção do macrozoneamento no sistema de gestão ambiental. / This work presents macro-zonning as an instrument of environmental management which intends to permanently put together economical development and environmental quality maintainance in a determined region. In such a way, the Geographic Information System (GIS) is a necessary tool for the economical/ecological dynamic synthesis, so that the quick changes - which are inherent to the global development model- do not make impossible the process that should have as an aim systemic environmental care. The Idrisi software was used in the development of the research to process the maps of the considered area. In order to supporting data, the concepts of environmental management and planning and GIS were used and they were related to the macro-zonning and the legal aspects which are currently in use in the country and, particularly, in the State of São Paulo. As a result, digital data and the evaluation of the Ribeirão Preto region zonning shall be of great value to help in regional activity and problem identification. Moreover, this work may be important to consolidate and to guide the use of macro-zonning as an instrument in the environmental management system.

A Critical Study of Communications in Land Use Hearings

This study addresses a major theoretical issue posed in the literature: can alienation in modern urban society be conceptualized in terms of the communicative competence of speakers taking part in social interaction. Specifically, this study explores the relationship between communicative competence and two observable indications of success in land use hearings: 1) ability to influence the final decision of the Variance Committee and 2) expression of feelings of dissatisfaction with the hearings process, as expressed by the participants. On a broader scale, the study tests Jurgen Habermas's classification of speech acts and the notion that public hearings are a free and open process for integrating public opinion into land use decisions. Twenty-five hearings before the Variance Committee of the City of Portland were observed in order to record the types of speech acts used by four different groups in the hearings - the protestors, the applicants, the planning staff and the committee members. Following the hearings the applicant and a protestor were interviewed to ask information about their perceptions of the hearings process. In addition, all the Variance Committee members (15) and twenty-five professional planning staff were interviewed. Altogether 98 interviews were conducted. Analysis of Variance demonstrates that there is a significant difference in the use of the four types of speech acts by the four groups. Tabular analysis shows that the applicants are more comfortable with the hearings process than the protestors. However, both groups are relatively well satisfied with the hearings process, even after controlling for the final decision. Multiple linear regression demonstrates that the decision of the hearing is strongly associated with the speech acts received by the applicants and protestors. Furthermore, a large portion of those acts and their direction can be attributed to the committee Chairman. Based on these two findings (direction of the committee's attention and the Chairman's influence), a case analysis of 14 (out of twenty-five) crucial cases were examined to determine the interactive process used in reaching the final decision. Crucial case analysis revealed that the committee follows an identical ritual review process, led by the Chairman, in all those cases where the final decision corresponds to the staff recommendation. In those cases where the staff recommendation is reversed, the ritual review process is interrupted by one of three types of unexpected errors, committed by the testifiers, which shift the communicative attention of the committee to the opposing testifiers. These findings suggest the hearing process does not provide free and open access to opportunities to influence the decision in Variance hearings. Although some feelings of placation occur on the part of applicants and protestors, the final decisions are heavily predisposed by the professional staff recommendation. This predisposition is not overcome by compelling rational discourse, but only if a "fatal error" is committee by one group of testifiers.

The evaluation of the imact of form-based code and conventional zoning on Fort McPherson redevelopment

As an emerging urban design tool, form-base codes have been increasingly used by urban planners and designers since the 1980s. Focusing on the actual built environment, form-based codes can provide more predictable results of future development and help planners to more easily communicate with people through detailed diagrams to develop consensual visions. Despite all of these advantages, however, there is no study identifying the advantages of form-based codes over conventional codes in both quantitative and qualitative ways. This thesis proposes what aspects of form-based codes have a positive impact on community revitalization compared with conventional zoning and the differences between the regulation systems by establishing evaluation criteria - sustainability, connectivity, diversity, and design optimization and compactness. For clearer analysis, physical standards in both regulation systems will be considered, and those standards will be directly applied to the actual community development project, the Fort McPherson Redevelopment Plan.

The zoning change process in Austin, Texas

The purpose of this report is to analyze the zoning change process in Austin, Texas. The report examines Austin's type of city government followed by an overview of zoning in the United States and Austin. The report chronicles the evolution of the Austin Tomorrow Comprehensive Plan and the Neighborhood Planning Area during the time period 1979-1997. Since 1997, zoning change protocol has become intertwined with neighborhood planning such that both must be discussed in detail. The extreme real estate cycles from 1982 to the present are also discussed. Economic conditions played a key role in the slow enactment of neighborhood planning in Austin. The report examines the jurisdictional boundaries of Austin and the governmental bodies charged with hearing zoning cases. After discussing the motivations of the market participants seeking zoning changes, the report analyzes four case studies to illustrate the basic types of zoning cases today. Finally, the report draws conclusions and offers suggestions for improving the efficiency and fairness of the zoning change process in Austin, Texas. / text
