[pt] O objetivo central desta tese é investigar a aglomeração industrial de petróleo e gás da região produtora da Bacia de Campos (BC) e a possibilidade desta concentração geográfica de firmas, independente de suas diversas nomenclaturas (cluster, milieu, redes, distritos industriais, arranjos, sistemas locais, entre outras), consistir em fator que contribui para as atividades inovadoras das empresas ali situadas. Os fundamentos desta pesquisa baseiam-se em duas vertentes distintas: uma vertente teórica e uma vertente empírica. A vertente teórica consiste em um modelo analítico híbrido que combina elementos das abordagens de clusters e de sistemas de inovação. A vertente empírica está baseada em dez estudos de caso em firmas localizadas na aglomeração, cujos bens e serviços são de alta complexidade tecnológica e que atuam em áreas de intenso dinamismo tecnológico. Duas dimensões-chave, originadas do modelo híbrido, formam a base do modelo de análise empírico: as conexões de conhecimento entre os atores (proveniente da abordagem de cluster) e a postura das firmas em relação à tecnologia (proveniente da abordagem de sistema de inovação). As contribuições deste trabalho estão centradas na caracterização da aglomeração industrial, sob o prisma da complexidade e do dinamismo tecnológico, e nos resultados do estudo empírico que apontam para a existência de grupos de firmas nos quais a aglomeração industrial exerce papel fundamental para as atividades inovadoras das firmas. / [en] The main objective of this thesis is to investigate the oil and gas industrial agglomeration in the Campos Basin (BC) production region verifying the possibility of this geographical cluster of firms, independent of its nomenclatures (cluster, milieus, network, industrial district, arrangements, local systems, and others), to consist in a feature that contributes to the innovative activities of the firms localized there. The fundaments of this research are based on two different paths: a theoretical and an empirical one. The theoretical path consists in a hybrid analytical model combining elements from the cluster and innovation systems approach. The empirical path is based on ten case studies with firms localized in the agglomeration, supplying goods and services which are technologically complex, and acting in areas with intense technological dynamism. Two keydimensions, originated from the hybrid model, are the base of the empirical analytical model: the knowledge linkages between actors (from the cluster approach) and the posture of the firms in relation to technology (from the innovation systems approach). The main contributions of this work are centred on the industrial agglomeration characterization, under the technological complexity and dynamism features, and on the results of the empirical study showing evidences for the existence of some groups of firms where the industrial agglomeration plays a fundamental role for their innovative activities.

[pt] Apesar de representar referencial analítico relevante para o desenvolvimento de políticas industriais e tecnológicas, a Abordagem de Sistemas de Inovação é carente de procedimentos metodológicos consolidados e de referência para a estruturação de investigações empíricas dedicadas à compreensão dos determinantes à inovação, em fronteira previamente definida. A presente pesquisa tem o objetivo de contribuir para o estreitamento dessa lacuna teórica, dedicando-se a desenvolver uma metodologia para a estruturação de investigações empíricas voltadas à compreensão dos determinantes à inovação em um segmento industrial específico. A referida metodologia fora denominada de IDIVIAR e foi construída a partir de fundamentação teórica que incorpora as contribuições dos principais autores da área. Para fins de validação, a metodologia IDIVIAR foi aplicada na indústria brasileira de construção naval, setor que atravessa período de revitalização, impulsionado pelo PROMEF – Programa de Modernização e Expansão da Frota da Transpetro, que prevê investimentos superiores a US$50bilhões no país, até 2012. Em termos de resultados, dentre outros, observou-se: a adequação da metodologia IDIVIAR proposta para análise de sistemas setoriais de inovação, indicando a possibilidade de replicação do método para outros segmentos industriais; que a indústria naval brasileira, apesar dos vultosos investimentos, revela-se pouco articulada, sem perspectivas de desenvolvimento de acordos ou cooperações orientadas à inovação, e; finalmente, que ao contrário do que se cria, a busca pela inovação ainda é um desafio a ser superado pelo Brasil para alavancar seus setores industriais. / [en] Despite representing an analytical framework relevant to the development of industrial and technological policies, the Systems of Innovation approach is lacking in methodological procedures and consolidated reference for structuring empirical research devoted to understanding the determinants of innovation, in previously defined boundary. This research aims to contribute to the narrowing of this theoretical gap through to develop a specific methodology entitled IDIVIAR for structuring empirical research driven to understand the determinants of innovation in specific industry. For verification the purpose, the IDIVIAR methodology was applied in Brazilian shipbuilding industry, a sector that’s experiencing a high growth period, driven by PROMEF – Expansion and Modernization Program of the Transpetro’s Fleet, which provides for investments over US$50billions in Brazil, until 2012. In terms of results, among others, observed: the adequacy of the IDIVIAR methodological proposal for analysis of sectoral systems of innovation, indicating the possibility of replication of this method for other industrial sectors; that the Brazilian shipbuilding industry, despite huge investments, reveals not very articulate, without prospect of agreements development or cooperation between actors to innovation; and finally, contrary to what was thought, the search for innovation is still a challenge to be overcome by Brazil to boost their industrial sectors.

[pt] A partir de meados do século XX, os avanços científicos e tecnológicos desencadearam uma onda de transformações que vem atingindo as sociedades em seus aspectos: cultural, social, político, comportamental e econômico. Neste contexto, empresas intensivas em conhecimento ou de base tecnológica, como as do setor de software, vêm ganhando espaço no cenário econômico e galgando importantes posições nos mercados. Há um resgate da dimensão local na atividade produtiva e a discussão sobre temas como desenvolvimento regional sustentável, Arranjos Produtivos Locais - APLs e PLOLHX de inovação tem sido cada vez mais constante. O presente trabalho buscou analisar, sob o ponto de vista dos atores locais, os fatores de atração e fixação de empresas de software na região do município de Juiz de Fora, Zona da Mata de Minas Gerais. Para tanto, foram levantados alguns dados e realizadas entrevistas com diferentes atores, cuja análise permitiu entender melhor as possibilidades e dificuldades da região em relação ao processo de atração e manutenção das empresas deste setor e sugerir caminhos, que possam levar a forma mais adequada para realização dos dois processos supracitados. Este estudo pretende fornecer subsídios para futuras políticas de atração de investimentos para a região e para a busca de alternativas de desenvolvimento regional sustentado. / [en] From the late 20th century on all the scientific and technological advances occurred have brought a wave of changing`s on several aspects of our society such as cultural, political, behaviorism and economical which have made intensive knowledge enterprises or those based in technologies like software production ones to win more space in the economic scenario and reach important positions in the markets. There has been a rescue of the local dimension in the productive activities and the discussions around subjects as sustainable developing in particular regions, Local Productive Arrangements - APL, new ways of innovation, among others, have been getting more importance each day. This work has the intention of analyzing the factors of attraction and establishment of software enterprises in the Juiz de Fora, Minas Gerais surroundings, under the local actors` point of view. Therefore some data were obtained from interviews with different actors and their analysis is going to make it better to understand both the possibilities and difficulties in the processes of attracting and maintaining these kind of enterprises in the considered region and it`s going to suggest actions to bring the most suitable ways to make sure the two of the processes already mentioned happen. This study is also going to present sources for future investment policies to the region and alternatives for sustainable developing.
