ENTREPRENEURIAL ACTIVITIES IN THE BRAZILIAN FEDERAL UNIVERSITIES: A CASE STUDY OF THE FEDERAL UNIVERSITY OF CEARA

One of the most debated topics within public universities in Brazil is the development of alternative resources generated from entrepreneurial activities in order to supplement the lack of government funding for higher education. This study analyzes this issue, addresses questions about the creation of private institutions that provide fiscal support to federal universities, and discusses the relationship between federal universities and these private organizations. In particular, the research for this project is based on a case study of the Federal University of Ceara (UFC) and the eight private foundations that function within its structure and are sources of additional revenue for the institution. This study draws on resource dependency theory, academic capitalism theory, and globalization theory as its theoretical framework. Resource dependency theory is used to clarify why federal universities in Brazil have turned to private institutions within their structures in order to generate external revenue. Academic capitalism theory provides an understanding as to why universities are shifting their focus and functions towards a new market orientation. Globalization theory is used to explain how emerging international markets and concepts are affecting the new environment in public institutions in Brazil. The present research is based on UFC's experience with the eight private organizations which exist to provide support to their respective departments and to the university as a whole. The data collected is based on institutional documents such as statutes, contracts, and financial statements. Interviews were the other source of data gathering. The results indicate that private institutions (foundations and faculty associations) contribute significantly to the activities of their federal universities by generating additional, external revenue. At the same time, this national phenomenon is the subject of a heated debate centering on the question of whether public higher education in Brazil is essentially becoming privatized. The research also confirms that foundations are contributing to a shift in public higher education toward the new market orientation.

Taxes, user charges and the public finance of college education

This paper presents a theoretical analysis of the relative use of general state subsidies (tax finance) and tuition (user charge finance) in the state financing of higher education. State universities across U.S. states are very different among themselves especially in terms of user charges, public finances, and qualities. In this study, we consider only the State Regime in which the state government decides the user charge, head tax, and expenditure, taking the minimum ability of students as given and the state university simply is treated as a part of government. The households who have a child decide to enroll their children at the university, taking head tax, tuition, and quality of university as given. The two first-order conditions of the state government’s optimization show the redistribution condition and provision condition. For a given marginal household, we show that under certain conditions, we have an interior solution of both head tax and expenditure. In the household equilibrium, the marginal household is determined at the point where their perceived quality of university is equal to the actual quality of university. We solve the overall equilibrium, in which the given ability of a marginal household for the state government is the same as the ability of the marginal household from the households’ equilibrium. Since it is impossible to derive explicit derivation of comparative statics, we compute the effects of income, wage differential between college graduates and high school graduates, distribution of student ability on head tax, expenditure, tuition, tuition/subsidy ratio, and quality of university.

Conceptions of outdoor education that underlie outdoor education courses at English speaking Canadian universities

This study characterizes the content and internal structure of a set of conceptions of outdoor education. Fifty-four English speaking Canadian university programs or courses which were labelled, or contained as essential parts of their descriptions. The term outdoor education or any of a series of related terms provide the basis for analysis. A conception is defined as a coordinated set of central concepts, values and procedures which are explicit or implicit in course documents. The study employed a methodological triangulation. Content analysis of course documents provided the description of the values, central concepts and procedures associated with each course. Q methodology was performed by course conductors to review the 'values' and 'central concepts' components found in the content analysis and to express their views of the significance of those values and central concepts. A focused interview was conducted with fourteen course developers to confirm, refute or extend previously obtained data. Q methodology produced a typology of outdoor education comprising five primary conceptions¹ and one secondary conception: The Outdoor Recreationist, The Adventurer, The Education, The Life Skills Entrepreneur, The Environmentalist, Distinguishing features of each conception and features common among the primary conceptions are discussed. Focused interviews produced information about course conductor attitudes and training , the program's relationship with other fields of study, the concept's need for clarification, the need for a common knowledge base in outdoor education, and its relationship with the natural environment, teaching, recreation and education. Suggestions for further investigation are briefly discussed. "Environmentalist", "The Educator", "The Life Skills Entrepreneur", and "The Administrator" are heuristic devices which refer to an ideal type of individual who embodies a co-ordinated set of central concepts, values, and procedures which are explicit or implicit a conception of outdoor education.

It also presents acomplished potential students – unemployed people and pupils – opinion research about Lithuanian universities image in Panevėžys district. The research confirms hypothesis of an author that active formation of positive university, image adjustement and support strongly effects the popularity of university and potential students choice.

The purpose of this study was to find out if the performance appraisal system (the PMP) of non-academic nonunionized personal of a Quebec university was developed, implemented, administered and maintained adequately. / The literature emphasizes certain elements essential to the successful or adequate development, implementation and administration of a performance appraisal system, and it is in reference to this body of literature that the PMP was examined. To find out how the PMP was developed, implemented and administered in practical terms, the researcher interviewed four Human Resources staff members directly responsible for these processes. / The findings of this descriptive study showed that in order for a performance appraisal system to be successful, an organization must be thorough in addressing certain essential elements within each step of its development implementation and administration. Learning orientation in an educational organization : a contextually-based model of employee motivation to learn

This exploratory study examined the predictive ability of perceived work environment characteristics on employees' level of motivation to learn and growth need strength. It looked at motivation to learn within the context of two types of training: formal training and on-the-job training. It also examined the existence of group differences in motivation and in perceptions of the work environment. The sample was 117 middle management staff at a Canadian research university, varying in age, level of education, job classification, work unit, and job and institutional tenure. Data was collected using a questionnaire consisting of scales from the management and educational literature. Using multiple regression analysis and MANOVAs, workplace environmental characteristics were found to be predictors of employee motivation. The best predictor of motivation to learn was a composite measure of incentives, while the best predictor of growth need strength was a composite measure of lack of independence and freedom of choice. No group differences in motivational characteristics were found, however, there were differences in perceptions of the work environment.
