The identification of relationships between the way people from middle and upper classes inhabit Brazilian cities, generally in vertical condominiums without contact with the outside, and the dark side of individualism (Taylor, 2011) that explains the need to live among the supposedly equal, led this thesis to build a theoretical alignment between urbanism and philosophy. The indifference to the Other, that is, the unknown inhabitant of the public space, derives from it is being understood, as a priority, as hostile (DERRIDA, 1974 and LEITÃO, 2009) since it, reduced to the world of the subject (inhabitant) thus it is identified. Such positioning in relation to the Other reflects an ethics that is born from the subject (I) and that has Ontology as its substrate (factors such as socio-cultural and economic factors are consequent of this condition). This thesis presents another foundation, that was developed by the Lithuanian philosopher Emmanuel Lévinas (1906-1995), who proposes an inversion and brings the ethics to the first condition of philosophy, when it postulates the ethics of alterity. The notion is that one must coexist and respond to the interpellation of the Other regardless of who he is, since he is not subject to apprehension of the subject. It follows from the questioning that propelled the development of this thesis: are there urban architectural properties based on the ethics of alterity The hypothesis is that they exist, but they have not yet been identified. Its aim is to identify the principles of the ethics of alterity that can be related to the urban architectural properties to propose spatial predicates of otherness. The selected objects of analysis were two streams of urbanism thinking: (i) the functionalist, through the Document elaborated at the Fourth Congress of Architecture and Urbanism (CIAM): the Athens Charter, and (ii) the humanist, through the Documents prepared by the group of urbanistic architects Team 10 in the last two Architecture and Urbanism Congresses - IX and X CIAMs: the Habitat Charter and the Doorn Document. The critical contribution of Jane Jacobs contained in her book Death and Life in the Great American Cities (1961) was also the subject of humanism. We used the content analysis method (BARDIN, 1977) on the urban architectural properties of the spatial clipping referring to the relationship between the buildings (the space of the subject), the threshold spaces (ethics) and public spaces from the other). The results were related to the philosophical bases of the ethics of alterity. Finally, it is shown that its foundations integrate the two distinct currents of urbanism expressed in different spatial predicates of otherness. The welcoming shade of the buildings that are suspended for the different people and the solidarity approach of those buildings that bend for all, among others, face the reception of the Other, in order to favor ethical coexistence.

This study assesses the context of fading of the state institutions of representative democracy and civil society itself or the context of the crisis of Western civilization. Such fading has proceeded over the past centuries, especially from the sixteenth century with the emergence of the earliest forms of capitalism. The relationship with the state law is also presented, noting that the reason for the creation of that was the need to perform the same kind of metabolic control over their own expansive capacity of capital. In a context of crisis of Western civilization, analyzes the global financial crisis of 2008, which gave the collapse of the U.S. economy and whose rescue, carried out with the people's money, was the only way to save his own American society American calapso caused by the wave of inflation that would occur randomly Wall Street could not be stronger. The American crisis, therefore, represented the so-called subprime mortgage crisis, spurred by the U.S. government to reduce the negative effects caused by the economy "bubble. With," the technological crisis that struck the United States and the world at the beginning of twenty-first century. It was found that during the global financial crisis of 2008 humanity was stunned by the events, failing to demonstrate any expression of outrage at the greed shown by capitalism on Wall Street, marked by so-called Frankensteinian laboratory, where all sorts of toxic derivatives (high risk) were created for the purpose of obtaining short-term profits, without the slightest concern about the real financial situation of the lenders, victims of consumerism dictated by the hegemonic ideology of capitalism. The first symptoms of the reconstruction of the subject and observing the true meaning of human being could be observed with the manifestations of global character self-initiated movement Occupy government called Wall Street, whose ideology is proving counter-hegemonic and often liberating. From this paradigm shift, went to examine the socio-political order which would be able to solve the major contradictions of modernity, when it was found that only the initiation of a process released the Human Being and the Other, it is your responsibility, taking into account a review of the principle of human dignity from the perspective of the ethics of alterity and responsibility.
