Выпускная квалификационная работа (магистерская диссертация) посвящена исследованию контрольной работы налоговых органов. Предметом исследования выступают экономические отношения, возникающие между налогоплательщиками и налоговыми органами в процессе осуществления контрольных мероприятий последними. Основной целью магистерской диссертации является проведение анализа деятельности налогового органа на предмет выявления проблем и разработка мероприятий по повышению эффективности проводимых контрольных мероприятий. В заключении обозначены рекомендации по совершенствованию контрольной работы налоговых органов. / The final qualification work (master's thesis) is devoted to the study of the control work of tax authorities. The subject of the study is the economic relations that arise between taxpayers and tax authorities in the process of implementation of control measures by the latter. The main goal of the master's thesis is to analysis the activities of the tax authority with a view to identifying problems and developing measures to improve the effectiveness of control measures. In conclusion, recommendations for improving the audit work of tax authorities are outlined.

The need for research lies in determining ways of improving the control of tax bodies and the development of practical recommendations for improving the quality of tax control and administration. The relevance of the work due to the fact that the creation of a solid financial system of the state is impossible without creation of effective system of fiscal control designed to ensure the financial interests of the States with the simultaneous observance of the rights of taxpayers.

Graduation qualification work (master's thesis) is devoted to the study of the effectiveness of the control activities of tax authorities through the organization of cameral tax audits. The subject of the research is the economic relations arising in the process of evaluating the effectiveness of cameral tax audits on the example of the inter-district tax inspection of Russia No. 24 in the Sverdlovsk region. The purpose of the research is to study the theoretical positions and develop practical recommendations for improving the effectiveness of tax control. During the writing of the thesis: the basic concepts characterizing tax administration as part of the tax policy of the state are given, the mechanism for improving the control activities of tax authorities is reviewed, the problems of organizing control activities are identified, ways to solve them are proposed, and the economic efficiency of the measures proposed by the author is calculated. / Выпускная квалификационная работа (магистерская диссертация) посвящена исследованию вопросов эффективности контрольной деятельности налоговых органов через организацию камеральных налоговых проверок. Предметом исследования выступают экономические отношения, возникающие в процессе оценки результативности камеральных налоговых проверок на примере межрайонной ИФНС России №24 по Свердловской области. Целью исследовательской работы является изучение теоретических положений и разработка практических рекомендаций по повышению результативности налогового контроля. В ходе написания диссертационной работы: даны основные понятия, характеризующие налоговое администрирование как часть налоговой политики государства, рассмотрен механизм совершенствования контрольной деятельности налоговых органов, выявлены проблемы организации контрольной деятельности, предложены пути их решения и рассчитана экономическая эффективность предложенных автором мероприятий.

Целью данной магистерской диссертации является проектирование системы для автоматизации проведения аудита технических мер безопасности по результатам работы ПО DATAPK. Научная новизна заключается в проектировании новой системы, подходящей под цели государственного заказчика. Практическая значимость данного исследования состоит в применении результатов магистерской диссертации для разработки системы, с помощью которой будут проверяться все существующие объекты защиты на выполнение техническим мерам, обнаружение уязвимостей и беспроводных точек в сети, процесс оценки станет всеобъемлющим и эффективным. Работа включает в себя разработку критериев оценки соблюдения технических мер, разработку требований к системе и основных принципов ее работы. Результатом работы является техническое задание на разработку автоматизированной системы для проведения аудита, сопроводительная документация и шаблон технического отчета. / The purpose of this master's thesis is to design a system for automating the audit of technical security measures based on the results of the DATAPK software. Scientific novelty lies in the design of a new system suitable for the goals of the state customer. The practical significance of this study is to apply the results of the master's thesis to develop a system that will check all existing objects of protection for the implementation of technical measures, the detection of vulnerabilities and wireless points in the network, the assessment process will become comprehensive and effective. The work includes the development of criteria for assessing compliance with technical measures, the development of requirements for the system and the basic principles of its operation. The result of the work is the terms of reference for the development of an automated system for conducting an audit, accompanying documentation and a technical report template.

Целью данного исследования является повышение качества проектной документации за счет разработки требований к цифровым информационным моделям конструктивных решений, входящим в состав информационных моделей объектов капитального строительства, для проведения автоматизированной экспертизы проектной документации в программном комплексе Solibri Model Checker. В рамках исследования был проведен обзор существующих программ проверки ЦИМ и комплексных решений по верификации информационных моделей. Для проведения автоматизированных проверок было выбрано ПО Solibri Model Checker, в котором были разработаны правила проверок ЦИМ на соответствие требованиям СП. На основе создания правил проверок и анализа этого процесса были разработаны требования к ЦИМ конструктивных решений, входящим в состав информационных моделей объектов капитального строительства. Данные требования разработаны для проектных организаций с целью подготовки ЦИМ, представляемой в ГАУ СО «Управление государственной экспертизы» для успешного прохождения государственной экспертизы проектных решений. / The purpose of this study is to improve the quality of project documentation by developing requirements for digital information models of design solutions, which are part of information models of capital construction objects, for conducting automated examination of project documentation in the Solibri Model Checker software package. As part of the study, a review of existing CIM verification programs and integrated solutions for verifying information models was carried out. Solibri Model Checker software was chosen to carry out automated checks, in which the rules for checking CIM for compliance with the requirements of the SP were developed. Based on the creation of inspection rules and the analysis of this process, requirements were developed for the CIM of design solutions that are part of the information models of capital construction objects. These requirements have been developed for design organizations in order to prepare the CIM, which is submitted to the GAU SO "State Expertise Department" for the successful passing of the state examination of design solutions.

В исследовательской работе проанализированы существующие программные комплексы и системы по верификации информационных моделей, разработаны алгоритмы создания автоматизированных проверок, рассмотрены инструменты работы программного комплекса Solibri Model Checker и созданы автоматизированные проверки в нем. На основе создания и использования правил проверок в данном комплексе и анализа этого процесса разработаны требования к ЦИМ архитектурных решений. / In the research work, the existing software systems and systems for verifying information models are analyzed, algorithms for creating automated checks are developed, the tools for the Solibri Model Checker software package are considered and automated checks are created in it. Based on the creation and use of check rules in this complex and the analysis of this process, requirements for the CIM of architectural solutions have been developed.

Объектом исследования является тревожность. Предметом исследования стала связь изменений показателей уровня тревожности в результате предтестовой беседы со стратегией прохождения СПФИ. Магистерская диссертация состоит из введения, трех глав, заключения, списка литературы (61 источник) и приложения. Объем магистерской диссертации 99 страница, на которых размещены 16 рисунков и 16 таблиц. Во введении раскрывается актуальность проблемы исследования, разработанность проблематики, ставятся цель и задачи исследования, определяются объект и предмет исследования, формулируются основная и дополнительные гипотезы, указываются методы и эмпирическая база, а также этапы проведения исследования, научная новизна, теоретическая и практическая значимость работы. Первая глава включает в себя обзор иностранной и отечественной литературы по методу специального психофизиологического исследования с применением полиграфа. Представленные разделы посвящены описанию метода СПФИ и роли предтестовой беседы в СПФИ. Выводы по первой главе представляют собой обобщение по изучению теоретического материала. Во второй главе описаны представления о тревожности в психологии и обозначены методы диагностики тревожности в психологии. В выводах по второй главе обобщён материал по данной тематике. Третья глава посвящена эмпирической части исследования. В ней представлено описание организации и методов проведенного исследования и результатов, полученных по всем использованным методикам и методам: специальное психофизиологическое исследование с использованием полиграфа (СПФИ); метафорические ассоциативные карты (МАК); шкала ситуативной тревожности Спилбергера-Ханина; 10-и бальная шкала самооценки тревожности; измерение вегетативных показателей на основе данных тонометра. Также в главе представлен сравнительный анализ Манна Уитни и корреляционный анализ результатов исследования. Выводы по главе 3 включают в себя основные результаты эмпирического исследования. В заключении в обобщенном виде изложены результаты теоретической и эмпирической частей работы, а также выводы по выдвинутым гипотезам и обоснована практическая значимость исследования. / The object of the study is anxiety. The subject of the study was the relationship of changes in anxiety level indicators as a result of a pre-test conversation with the strategy of passing the SPFI. The master's thesis consists of an introduction, three chapters, a conclusion, a list of references (61 sources) and an appendix. The volume of the master's thesis is 99 pages, which contain 16 figures and 16 tables. The introduction reveals the relevance of the research problem, the elaboration of the problem, sets the purpose and objectives of the study, defines the object and subject of the study, formulates the main and additional hypotheses, specifies the methods and empirical base, as well as the stages of research, scientific novelty, theoretical and practical significance of the work. The first chapter includes a review of foreign and domestic literature on the method of special psychophysiological research using a polygraph. The presented sections are devoted to the description of the SPFI method and the role of the pre-test conversation in the SPFI. The conclusions of the first chapter are a generalization of the study of theoretical material. The second chapter describes the concepts of anxiety in psychology and identifies methods for diagnosing anxiety in psychology. The conclusions of the second chapter summarize the material on this topic. The third chapter is devoted to the empirical part of the study. It describes the organization and methods of the study and the results obtained by all the methods and methods used: a special psychophysiological study using a polygraph (SPFI); metaphorical associative maps (MAC); the Spielberger-Khanin situational anxiety scale; a 10-point scale of self-assessment of anxiety; measurement of vegetative indicators based on tonometer data. The chapter also presents a comparative analysis of Mann Whitney and a correlation analysis of the results of the study. The conclusions of Chapter 3 include the main results of an empirical study. In conclusion, the results of the theoretical and empirical parts of the work are summarized, as well as conclusions on the hypotheses put forward and the practical significance of the study is substantiated.
