Verifikace expertních odhadů: české malířství v aukcích / Pre-sale estimates verification: Czech painting at auctions

The predictive power of pre-sale estimates in comparison with hedonic model of hammer price is tested within Czech painters' dataset in Czech and foreign auctions. It appears that pre-sale estimates do not account for all available information from public database which influence hammer price. The determinants of differences are examined on Czech and foreign auctions separately (OLS with instrumental variable) and in addition bought-in works are included into examination of foreign dataset by Heckit model. The same author appears to be the most viable difference in both datasets (after bought-in works inclusion in foreign data). Techniques and supports with higher hammer prices tend to have higher rate of difference between hammer and estimate prices. The influence of the oldest auction houses to higher hammer prices than estimates was confirmed. In Czech environment this influence of some auction house was not registered.

The aim of this diploma thesis is focused on comparison of the expert´s activities of assessing total loss of the vehicle. The first theoretical part is a theoretical overview of the problematics which is dedicated to the general things related to my diploma thesis. The next part deals with the procces of the experts during assessing of in-surance events and to determinate the market value of a vehicle based on available software and web systems. The thesis also includes an illustrative modeling of a compensation damaged vehicle by total loss with using an online auction of wrecked vehicle. At the end there is a comparison of the possible cost for repairing the vehicle and there is an evaluation of the economic analysis of indemnity.

Jindřich Matoušek Supervisor: PhDr. Lubomír Cingl Academic Year: 2013/2014 Abstract The multi-unit auction mechanisms are one of the most important instruments used for the allocation of spectrum licenses, airport time slots, delivery routes, networking or furniture allocation. This thesis experimentally examines the attributes of complex multi-unit auction mechanisms (Simultaneous Multi-Round Auction and its combinatorial extension Simultaneous Multi-Round Package Bidding) in the presence of an opportunity to collude among the bidding participants due to a provision of a simple communication channel - a chat window. The results suggest that in our parameter setting, the combinatorial bidding format does not bring higher efficiency. Interestingly, allowing for communication increases efficiency in both examined auction formats. Bidders are able to split the auctioned goods in a collusive agreement, which results in a better allocation compared to the auction formats without the communication channel. Combinatorial bidding on packages probably makes the decision-making problem of bidders hard to process...

Veřejné zakázky na služby mobilních operátorů / Public procurement of mobile network operators services

This thesis deals with public procurement of mobile network operators services and analysis of institutional and procedural characteristics under which public authorities are able to reach lower prices than regular retail customers. The applied model attempts to explain a variation in final price of high consumption mobile services consumer basket. The variation is explained as a function of estimated price of consumer basket, year of tender, length of contract, supplier, governance structure of public authority, number of bidders and use of electronic auction. The results indicate that usage of electronic auction brings lower final price of mobile services by 8.6 %, T-Mobile is more expensive than O2 and Vodafone on average by 8 % and each additional bidder decreases the final price on average by 6.1 %. We found that there exists statistically significant difference in the final price with respect to type of public authority. The final price of mobile services is decreasing in time, on average by 9 % per year. Together with insignificance of the variable measuring length of contract, it follows that long term contracts are not cost-efficient.

Public tenders procedure - a dynamic purchase system and electronic auction The purpose of public tenders is to serve as an instrument of effective and efficient distribution of public funds, in order to acquire specific goods or services in accordance with the public interest. Therefore, the law defines the process of awarding public tenders. The main purpose of this thesis is to explore and analyze the electronization of the public tenders procedure with an emphasis on dynamic purchase systems and electronic auction. The thesis is based on the current provisions of the Act on Public Tenders No. 137/2006 Coll., and is divided into seven chapters. Chapter one focuses on evolution of public tenders, or public procurement, providing a brief historical outline with an emphasis on national legal regulations. Chapter two explores public procurement law regulations in force that are significant in relation to the aim of the thesis. The first part of the chapter highlights the most important legal documents on the international level, and the second part proceeds with an overview of European Union law. Diploma thesis describes the slection of supplier of testing services for Everest project at Raiffeisenbank a. s. with aid of methods of multi-criteria decision and operation research. Thesis compares achieved results with the decision made in real tender realised in year 2010. Solution deals with two approaches via operation research. For the first round of tender were used three methods of multi-criteria evaluation of alternatives, WSA, TOPSIS and ELECTRE III. According to the results of each method were chosen suppliers who advanced to the next round. Second round operates with prices of particular phases of project and discounts offered by suppliers. Solution uses modified model of Reverse Auction. Calculations were supported by program packages SANNA and LINGO. Diploma thesis proved usability of mathematical modelling of multi-criteria decision task as support for management decision in real life business.

The diploma work is focused on situation and function of Czech mobile providers market. The theoretical background is based on Ronald Coase's findings. The functionality of theoretical hypothesis is verified and further discussed on the basis of foreign telecommunication markets. Different real economics provide valuable experience concerning identification of possible assets and problems. The acquired information is consequently used for analysis of Czech mobile market. Next to the evaluation of the current situation the focus is given to the planned auction of frequencies. Conditions of this auction are described and the potential influence to future Czech mobile providers market is monitored.

The present work discuss the continuous double auction mechanisms and the order book models. After a brief introduction to selected models, a general model of the the continuous double auction from the thesis title is described. Further, a structure of british market data is given as well as an approach to them. Based on these data the validity of Smith Farmer's model and Cont Stoikov's model is tested in the context of general model by linear regression. Finally, based on the previous results, the own order book model is suggested and its validity tested.

Firstly, this thesis contains an overview of basic concepts that we can meet on the real estate market. In the theoretical part of the thesis, the issues of auctions and their requirements are dealt with. Secondly, the practical part describes the specific real estate auction made in the area of Liberec Heights-Stary Harcov and there is further prepared by statistics dealing with the difference of the estimated price of the apartments, which were sold at auction, with prices of involuntary, which these flats were actually auctioned for. The work also includes its own estimate of one of these flats with an explanation of why the assessed prices differ from the prices at which the apartments are auctioned

Elektronické aukce ve zdravotnictví / Electronic auction in healthcare

Working with the theoretical part focuses on the regulation of electronic auctions in terms of legislation both Czech and foreign, given that we are members of the European Union. Furthermore, the work explains the possible ways to use electronic auctions, which are mostly used in both the Czech Republic and abroad. At work I also am trying to shed light on the current use of auctions on the auction portal Aukro examples, which is widely used by people for personal use. Finally, the theoretical part I try to outline the future development of electronic auctions. The practical part is focused primarily on its activities in the hospital Pardubice Region, Inc. where I introduced the auction. In several examples, visible results, which not only brings centralization entire purchase, but also the use of electronic auctions as a tool for communication and bidding suppliers with the lowest purchase price for a group of hospitals. The work also draws from the Ministry for Regional Development, which is responsible for the preparation of the most important regulations for electronic auctions in healthcare, namely the Public Procurement Act. Electronic auctions are a tool very interesting, because it is the most transparent way of evaluating procurement by parameters rates. Whether if electronic auction in health care and efficient purchase option will be discussed in this work.
