山地保留地利用管理研究--以南投縣仁愛鄉為個案分析

第一章為緒論。指出研究動機、目的、範圍與方法。 第二章為仁愛鄉現況簡介。分成自然、人文、生活、及生產環境四大部份，以明瞭本 鄉的發展現況。 第三章則深入探討保留地利用上現存的幾個主要問題，包括土地的超限使用，作物售 賣青苗的情形，農業教育的推廣，及經營貸款等四者，最後並試擬改善措施。 第四章則論及保留地管理執行上現存的幾個主要問題，如法令的體系內容、平地企業 的引進成效、土地轉租轉讓及入山管制的執行等四者，然後再提出改善辦法。 第五章為結論與建議。包括本省三十個山地鄉平地化程度的分析，作為主管機關釐訂 放寬保留地政策的參考。
