我國行政現代化----形式主義問題探討

第一章：結論。分別說明研究旨趣，研究方法、架構及限制，並闡釋行政現代化及形 式主義相關概念。 第二章：造成形式主義的環境因素探討。分別從歷史文化、國民性格及社會變遷三方 面來探討造成形式主義的原因。 第三章：造成形式主義的輸入因素探討。分別從民眾的政治參與感、利益表達功能、 利益集結功能、行政地位及政治社會化過程等方面來探討造成形式主義的原因。 第四章：造成形式主義的轉化因素探討。分別從人員素質的限制、組織功能的限制、 決策理性的限制及內部監督的限制，四方面來說明形式主義的成因。 第五章：結論。首先把造成形式主義的所有因素作一回顧，再提出減免形式主義的努 力方向。
