本論文一冊，約七萬字，分五章二十三節，係對我國行政組織中基層人員執行機關決 策目標的行為問題之研究，其內容可分為兩部份： 其一：是從有關文獻中探討學者對組織與管理之各種研究途徑，以尋求本研究的理論 架構，及介紹理性的意義，與其在組織與管理研究上地位。 其二：是以警察基層人員行為為研究對象，以理性化為指標，採調查與數量統計方法 為資料蒐集與分析的主要工具，進行對組織影響力，環境因素，及個人屬性等，與行 為理性化的關係之陳述與解釋，並獲致結論。
