設定地價控制點可行性之研究

我國平均地權辦法，係以規定地價為首要。然檢討目前市地規定地價及公告現值制 度，二者地價均較真實市價偏低，造成漲價歸公執行效果偏差，及征收土地補償失 平，亟待革新，此即本論文研究主題。爰於第二章中首對現行辦法予以檢討；而於 第三章中提出突破性之解決辦法－設定地價控制點，並選擇板橋市為試驗地區；第 四章則說明新方法在行政實務之運用，期使新法能落實於行政系統及早日實現地價 一元化；第五章則評估方法之可行性，將該法與現行制度加以比較，強調無論在土 地政策之執行效果、估價成果之公信力、估價成本之節省等各方面，皆較現行辦法 為優；最後於第六章結論中，綜合前述各章，說明新方法為改進現行辦法之唯一途 徑，應早日付諸實施。
