本論文共一冊，約五、六萬字，分成五章完成，主論部分是二、三、四章。 選言中由人性談起，討論權利的基礎，乃在於人的個體性與社會性，發而為個人權利 與國家權，利因為兩者都源於人性，因此，都合理存在。 第二章 討論個人權利問題，在國家中，個人有那些權利，並性質、類別、限度。 第三章 專門討論國家權利問題，其目的、重要性、權限等。 第四章 最主要部份，因為整個政治倫理問題，都集中在個人與國家的權利關係中， 如何協調，如何解決衝突，衝突到什麼程度下，會發生什麼政治問題。 第五章 乃為結論部份，大體上是把理論上的討論放在目前的國家狀態中，解釋國家 與個人衝突時，應如何行為比較合理。 本文中所引用的意見，乃採較客觀的三分法，因為倫理問題是在兩端之間的聯結中發 生的。
