第一章緒論。第二章分為二節，各就清代內蒙移墾政策之歷史背景及地理環境加以探 討。 第三章清代內蒙移墾政策沿革，分為二節，第一節對清代對內蒙古土地政策轉變的過 程加以縱的敘述，試圖從轉變的過程中找出其政策轉變的線索，第二節則對政策轉變 之因素加以探討。 第四章分為四節，分別檢討清季漢人涌入東四盟之原因，漢人移墾東四盟之路線及發 展過程、清廷在蒙地的設治，以及清季東四盟之情勢，透過這些線索研究其間的相關 及變化。 第五章探討清季漢人移墾東四盟之實際狀況，共分三節，分別探討漢人移墾東四盟的 活動，包括荒地放墾之過程，東四盟之農業景觀及其他建設，並對漢人移墾東四盟所 產生之影響做一探討，包括文化變遷及移墾之衝突。 第六章結論，對清季對內蒙移墾政策做一檢討，並試著提出將來解決蒙地問題之途徑 。
