清乾嘉道三朝治理回疆西四城之研究

主旨在透過「治理決策與治動」兩種層次為主的研究，以發掘回疆西四城的治理過程 及其特色，兼以瞭解該時期（乾嘉道三朝）治理西四城的績效。 本文前言部分，敘述研究之、方法和經過。第一章「緒論」，係扼要說明西四城的歷 史背景，和治理的自然、社會。第二章「經略西四城始末」，是按時間及事務性質之 先後，分別敘明邊防之情形，同時藉以發現其間的因果關係。第三章「屯墾、牧廠的 決策」，依事件的先後關係分四節敘述，詳陳該地屯墾的計劃、執行及人力規劃問題 ，和牧廠政策與功能。第四章「政治指導與士氣」，政治指導係指清朝皇帝，對回疆 政治活動的指揮與監督，並分析其政治技術（策略運用）。士氣則代表該處行政階層 成員的活動效率。文分四節，內容盡可能以因果關係來貫串分析。第五章「統制與律 例」，分七節陳述通行於西四城的法規禁令及其作用，以顯示其治道之精神和社會狀 況。第六章「結論」，以治理西四城之意義為中心的研討，以為治理回疆的參考。
