台北市地方財政之研究

國家之富強，建築在國家雄厚財力與健全財政基礎上，先總統曾謂：「財政為庶政之 母」，可知市政建設端賴財政之有效支援及健全之財政組織體系，從市政結構中可以 顯示市政建設的方向，也可估測市政發展的限度。台北市為工商型都市，具有地方財 政之特性，本文擬研究台北市財政組織體系及收支情形，並對公有財產管理加以探討 。 第一章：說明研究本文動機目的及探討的範圍。 第二章：簡述地方財政基本觀念與認識。 第三章：說明台北市改制院轄市前後財政組織之差異及現行國地稅務機構組織體系之 概況，並與德黑蘭市、洛山磯市及擅香山市之稅務組織體系加以比較，針對其缺失提 出建議。 第四章：敘述台北市財政收支結構情形，面對市財政漸入困境，提出因應措施藉供參 考。 第五章：敘述台北市公有財產運用及處分情形，並提出必進之看法。 第六章：匯總與結論。
