近年來，南海議題再度興起，越南與中美兩方的互動關係越來越密切。 本文透過研究越南在軍事、安全、法律及政治四個面向的發展情形，探究越南在南海議題上的對外策略。從越中與越美的互動進程中，發現越南在南海議題上的策略作為仍受到體系結構的制約，唯有透過結構制約下的避險策略運用， 越南才能在爭端中取得立足點，追求國家安全的最大化。
