Professions, legitimacy and change : the impact of political and economic forces on a large city library system in BritainChiarenza, Antonio January 2000 (has links)
The aim of this research is to investigate developments in public librarianship in a period of fundamental change which took place in the first half of the nineties. Within the framework of the sociological approach to the study of occupations, an attempt is made to understand how the profession responded to changed circumstances due to external political and economic pressures. The general hypothesis is that the librarian's process of adaptation to new cultural and technological conditions has, in the last decade, undergone rapid acceleration because of political reforms and economic constraints which seemed to have the potential to undermine the distinctive identity of the profession. Financial pressure, government reforms, emphasis on accountability, competition, cost-effectiveness and consumer choice reshaped the internal organisations of library work and questioned the principle governing quality of library service. The conflict between the economic criteria for the established of the aims and objectives of the library service and the statutory duty to provide a "comprehensive and effective" service to the public created a feeling of uncertainty and lack of confidence in those who had to carry out those tasks. The librarians' traditional orientation to service, their qualifications and competence seemed no longer sufficient to ensure either user satisfaction or public benefit. The purpose of this research is to draw a picture, from the testimonies of professional librarians, manager librarians, politicians and administrators, of how public librarianship has changed its internal organisation, its relationship with the public and its professional practice and culture. The focus of analysis can be grouped into the following areas of investigation: the organisational context, the working context and finally the institutional context where the legitimacy of the librarian's status and competence is brought into question.

An exploration of the essential elements of community engagement in public librariesSung, Hui-Yun January 2012 (has links)
This research aims to explore and identify essential elements of community engagement in the public sector, including library services. Previous research has highlighted public libraries objectives in undertaking community engagement, in terms of tackling social exclusion, promoting democracy and contributing to social/cultural/human capital. However, it is also apparent that there is a lack of shared vision and strategy for community engagement in public libraries. Furthermore, little systematic research has examined the community engagement process in practice. Hence there is a need for a systematic, comparative and empirical investigation into essential elements of community engagement in public libraries. The study was qualitative, involving three case studies in England. Research methods employed to gather data included semi-structured interviews, direct observation and document analysis. Both the viewpoints of service providers and service users were captured. Essential elements of community engagement were initially identified in case specific contexts. The discussion of the relationships between elements then identified two key underlying variable drivers (i.e. influence of authority and willingness to learn ) that had a fundamental impact on community engagement. Influence of authority was defined as the extent that the initiative was led by the service or the community. Willingness to learn was defined as the extent that the service was willing to embrace a community-driven approach or a library-based approach for implementing community engagement. The empirical investigative results identified the essential elements of community engagement as comprising of: accountability , belonging , commitment , communication , a flexible approach , genuineness , relevance and sustainability . The significance of this research is the identification, based on empirical data, of arguably the essential elements of community engagement in the public library context. However, it is likely that these elements are key to forms of community engagement both within and outside the public sector. Recommendations are made in conclusion for the promotion of genuine community engagement, where the community-driven approach and the organic nature of the community engagement process are seen as being paramount to engagement.

The public service ethos and union mobilisation : a case study of the public library serviceDavies, Steve January 2012 (has links)
After thirty years of neoliberal public sector reforms involving the increased use of the private sector and the import of private sector methods, in many respects, the public sector is barely recognisable from when Mrs Thatcher was elected. This study is about one specific part of the public services – the public library service – and is analysed in the context of the wider picture of change in the public services. In particular, the focus of the thesis is the attitude of library service workers to the public service ethos (PSE), whether and how it informs their attitude to their work and its potential for use by their union in mobilisation. The thesis addresses three research questions: • Has the public service ethos survived? And if it has, what does it mean for workers? • Is there a relationship between commitment to the public service ethos and union membership and activism? • Could the union utilise the ethos in its campaigning? And, if so, how? Starting from a theoretical discussion of the origins and meaning of the PSE and a discussion of the relevance of mobilisation theory, the study highlights three key areas. First, there is an examination of whether workers in the public library service believe that a PSE exists and, if so, what it means to them. It is demonstrated through qualitative and quantitative data, including a survey of union members in the library service that it is both alive and well and a significant influence on how they view their working life. Secondly, there is an analysis of whether there is a relationship between union activism and commitment and a belief in the PSE. Connected with that is a debate about the utility of the PSE as an aid to mobilisation at the workplace. Thirdly, there is a discussion of the relevance of the PSE to unions’ wider campaigning, given their expressed aim of drawing on external power resources through alliances with service user groups. The study shows that public service workers continue to believe in a PSE, offering their union the opportunity to associate itself with it, thereby distinguishing itself from the employer and strengthening the union both within and outside the workplace.

Investigating information needs of library users : a case of Bushbuckridge Community LibrarySambo, Precious Kholomile January 2018 (has links)
Thesis (M.Inf.) --University of Limpopo, 2018 / The purpose of this research is to investigate the information needs of rural communities in Bushbuckridge. Investing information of communities is vital because information plays an important role in enabling communities to meet their development needs, such as employment, education, health, safety, food security, and leisure. Libraries are therefore instrumental in helping library users to meet these needs. The study utilised triangulated (quantitative) and (qualitative) research methods. Participants in this study included 100 library users, four librarians and one library manager drawn from four local libraries through a combination of random (probability) and purposive (non-probability) sampling. The quantitative part of the study i.e. survey measured the perceptions of users on library services through questionnaires, while unstructured interviews elicited the experiences of librarians in addressing the information needs of library users in the four libraries of Bushbuckridge. Findings from the survey revealed, inter alia, that: most (65%) users had access to library services, although high travelling costs were a major barrier for those living in remote villages; a large number of users (60%) still depended on librarians to help them find information, while a growing number of users (33% had begun using computers and the internet to meet their information needs; the most important reasons for using the library were: assignments, study and careers, and, the majority of users in all four libraries were generally satisfied with the quality of the services rendered, although significant improvements were required in the supply of materials and water. Findings from interviews with librarians demonstrated that significant steps had been taken to address information needs of users across the four libraries. Common examples include: books and materials; computers and internet services; study groups; user training, and outreach programmes – although these were hampered by shortage of staff and vehicles. Cross-cutting problems included delays in purchasing of library materials; shortage of water and low perceptions about the benefits of library services in the community. In light of these results, it was concluded that information needs of library users had been partially met, with greater room for improvement in areas like human resources, information technology, transport and procurement systems and processes. The research findings have demonstrated that if provided well, library information services may help reduce the challenges of illiteracy, poverty and unemployment in this area. In light of these findings, the study recommended, inter alia, that the skills of library staff along with procurement systems and processes be upgraded in order to satisfy the information needs of library users in the study area. The study further recommended that outreach programmes be scaled up to increase awareness in the community about the role and benefits of library services in facilitating community development, particularly in Bushbuckridge where challenges of illiteracy, poverty and unemployment continue unabated.

A delicate balancing act : an investigation of volunteer use and stakeholder perspectives in public librariesCasselden, Biddy January 2016 (has links)
This research aims to investigate current volunteer use in public libraries in England. Volunteer use is not a new phenomenon, and has been an integral part of public library provision for many years. However recent Government policies, together with greater financial austerity, have resulted in a change in public service delivery. There has been a dramatic increase in the number of volunteers involved within the public library service, and the growth of community run libraries, resulting in much public and professional concern. An interpretivist research approach was used to investigate stakeholder opinions regarding volunteer use, and involved a two phase process. Initially a Delphi survey explored attitudes of 15 English public library service managers, followed by in-depth investigation of two case study library authorities, located in the North-East of England. Surveys, interviews and focus groups, helped to build a rich picture of volunteer use amongst the groups of stakeholders. Findings clearly indicated that volunteer use has moved from additionality to replacement of staff, and is increasingly being used by local authorities as a solution to budget reductions required as a result of economic austerity. A hybrid approach to library service provision has developed, using a combination of paid staff and volunteers, which indicates a fundamental culture shift within public libraries. Research results identified concerns relating to the long term viability of a hybrid approach, and how this impacted on the wider community in terms of service provision. Key concerns were raised concerning advocacy, sensitivity, the fragility of relationships, and the provision of an accountable and high quality service. Formal and informal control mechanisms need to be employed by library service managers to ensure that they reap the benefits of volunteer use, thereby avoiding social exclusion, clarifying stakeholder boundaries, and delivering a high quality accountable service. Training library managers in new volunteer management skills, and adopting a volunteer relationship management approach may help to ensure that this new arrangement is mutually beneficial for all concerned.

The role of public libraries in enhancing information literacy skills (ILS) of senior secondary school students in the Cntral District in BotswanaDube, Sibongakonke 01 1900 (has links)
Modern day society is characterised by the availability of technology and the abundance of information in all formats that require all individuals using it to poses information literacy skills (ILS).ILS enable people the ability to locate, analyse, evaluate access and retrieve the desired information to satisfy a need. Research on IL in academic and school libraries has gained momentum in the field of Information Science where as little has been documented concerning public libraries and IL. This therefore calls for more research on IL in public libraries. Public libraries serve a wide and diverse community of which students are a part. In instances where school libraries are either non-existent or not developed, students seek assistance from the public library within their community. This study sought to investigate the role of public libraries in enhancing the ILS of senior secondary school students in the Central District in Botswana. The fact that school libraries in Botswana are underdeveloped to produce competent and confident students equipped with ILS that could be used in the work environment and continuous lifelong learning, motivated the study. A concern that there exists a gap in research concerning public libraries and IL
within the Botswana context necessitated this study.
The study used a survey research design where both quantitative and qualitative research approaches were adopted. This involved the collection and analysis of quantitative and qualitative data. The purpose of a mixed methods approach was based on the idea that qualitative results could assist in explaining and interpreting the findings of a quantitative study. Data collection involved three sets of closed ended questionnaires and observations in all schools and public libraries. The population of the study consisted of public librarians, teacher librarians and students. Quantitative data were analysed using the Statistical Packages for Social Sciences (SPSS) to generate statistics.
The findings of the study revealed that the public libraries in the Central District in Botswana are above average in terms of materials and use. It brought to light that senior secondary schoolstudents use the public libraries for school purposes and get assistance when they seek for it. Public librarians do not have special classes aimed at enhancing the ILS of students. The public libraries offer IL in the form of computer training, they do this as, and when students register, just like the other members of the community. The library’s contribution to enhancement of the students’ ILS, (study skills, reading skills and use of reference works) is somewhat limited. Limited resources, lack of reading culture, low budgets, and lack of support from government negatively challenge the full potential impact of IL enhancement. / Information Science / M.A. Information Science
