The membership and participation within Indianapolis Challenge (I-Challenge) has increased significantly over the past year through diversification of both members and organizations. We have developed into a well balanced countywide-represented coalition. This local action plan for the Indianapolis Challenge represented a culmination of efforts and support of the group by major institutions within Marion County. Groups offering support include the following: the Mayor's Office, the State Prosecutor's Office, the Community Service council, the united Way of Central Indiana, Marion County Justice Agency, the Greater Indianapolis Council on Alcoholism and Fairbanks Hospital.</p> <p> Through their research, the Funding Committee, in conjunction with the Planning and Development Committee, were able to make known the needs of the community.</p> <p> One major finding is that there is a moderate effort of coordination taking place in Marion County. Many of the major institutions have acquiesced in the I-Challenge mission by necessity; I-Challenge reviews grants to ensure consistency with the local comprehensive plan for the Department of Mental Health and the Department of Justice substance abuse funds.</p> <p> The data from Marion County is insufficient and agencies have trouble addressing the needs of the community. This is particularly true of those agencies depending on public monies and whose primary mission is to serve the poor. I-Challenge is developing a county-wide strategic plan which will determine the actions necessary to meet the needs of the city.</p> / Master of Science in Education

Improving the software development process and software performance through the application of systems engineering principles including concurrency

The ABC Company has been developing human resource administration software for over 10 years. Although this software is not overly technical and ABC has sufficient resources and tools for software development, one significant problem continues to be encountered. The primary problem faced by ABC software is properly defining and fulfilling user expectations and requirements. This problem can be measured primarily through the growing number of change and maintenance requests from clients upon installation. Numerous hours are spent in these maintenance activities which result in budget overruns and lower profits (or losses). The purpose of this project was to develop recommendations for alleviating the problem as described above. A study of the problem and possible approaches resulted in the hypothesis that a re-engineering of ABC's software development process to more rigorously follow a systems engineering process, including concurrent engineering (CE) techniques, would help alleviate the problem. The project methodology was implemented on two software development efforts -- one using ABC's current development approach and the other utilizing a systems engineering approach with CE principles. A systems engineering evaluation tool, the objectives matrix, was used to measure each projects' performance in order to test the hypothesis. / Master of Science

The goal of this work to quantify the benefits integrating a shipboard radar system with the ship's electronic warfare (EW) system terms of increased effectiveness of chaff decoys against sea skimmimg missiles. Present shipboard EW and radar systems have been developed independently because of the functions or tasks they serve. By interfacing the two systems, chaff could now be launched based on radar data as well as based on Electronic Support Measures (ESM) data, resulting in increased ship survivability. <p>This project and report first addresses a need (section II) for a more adequate defense system against sea skimming missiles. Interfacing the EW and radar systems is suggested as a way to increase ship survivability. A dynamic, closed loop software model which includes the ship, missile, chaff, radar, and ESM sensors was developed to test this hypothesis. A description of this model is presented in section III. Results of the analysis is presented in section IV and concluding remarks are in section V. / Master of Science

<p>Technological advances in computer processing, information systems, and communication links have allowed individual investors market access. This has resulted in an injection of capital into the U.S. financial markets which fuels various segments of the economy and creates new capital requirements. A near real time ability to both access information and execute trades is traditionally limited to professional investors. As the volume of trading increases, however, investors desire a corresponding increase in the markets accessibility.</p> <p> This paper analyzes methods that brokerage houses can employ new technologies to provide individual investors near real time access to financial markets. This includes obtaining market, news and personal portfolio information as well as submitting securities trades. Feasibility study results indicate that a handheld, two-way wireless device is the optimum solution. A life cycle cost and technical analysis trade-off is performed using the implementation of Cellular Digital Packet Data and Radio Packet Data. Based on the results, a Radio Packet Data system is proposed.</p> / Master of Science

<p>This paper will examine the initial system analysis and system level design for a wideband crosslink between two geostationary satellites. The vehicles will be similar to the Hughes Aircraft Company built IntelSat VI-A in basic configuration for the purposes of this study. The wideband crosslink will carry channelized digital cormnunications to include television signals and duplex voice signals.</p> <p>The paper itself will follow the rigorous format for systems engineering and analysis laid out by Blanchard and Fabrycky [Blanchard].
