Among these experiments, the Participatory Budget - PB, which has been gaining attention, including internationally, presents itself as a successful experience of comanagement, more democratic relationships between government and society. Its object is to discuss the budget of the city in which people act on the major issues and priorities, allowing for dialogue and discussion in the spaces created by the PB. Studies agree that the PB allows its participants to exercise an active citizenship, contributing to the development of spaces for popular participation. This research aimed to study the management tool called democratic participatory budgeting implemented by the management of the Municipal City hall of Fortaleza in the period 2005-2008, working with the hypothesis that this mechanism for public participation contributes to the practice of active citizenship of their participants. What we perceive in this research is that participation actually contributes to civic education of householders, as the results showed different perceptions and views on the process, and the exercise of social control. The research made use of qualitative and quantitative methodology, using among other instruments, semi-structured interviews and questionnaires of the survey type. This study enables us to state that the experience of PB in Fortaleza, although a very recent experience with a short analysis period, is bringing favorable conditions for the exercise of active citizenship. / A Democracia Participativa vem logrando centralidade no âmbito das administrações públicas. Dentre essas experiências, o Orçamento Participativo - OP, que vem ganhando destaque, inclusive internacionalmente, apresenta-se como uma experiência exitosa de cogestão, que democratiza as relações entre governo e sociedade. O seu objeto é a discussão do orçamento da cidade, no qual a população delibera sobre as principais demandas e prioridades, permitindo a interlocução e a discussão nos espaços criados pelo OP. Estudos admitem que o OP possibilita aos seus participantes o exercício de uma cidadania ativa, contribuindo para o desenvolvimento de espaços de participação popular. Essa pesquisa teve por objetivo estudar o instrumento de gestão democrática denominado Orçamento Participativo implementado pela gestão Municipal da Prefeitura de Fortaleza, no período de 2005-2008, trabalhando com a hipótese de que esse mecanismo de participação popular contribui para o exercício da cidadania ativa dos seus participantes. O que percebi nessa pesquisa é que a participação de fato colabora para a formação cidadã desses munícipes, pois os resultados mostraram diferentes percepções e visões sobre o processo, além do exercício do controle social. A pesquisa fez uso da metodologia quali-quanti, utliizando, dentre outros instrumentos, das entrevistas semiestruturadas e questionários do tipo survey. Este estudo possibilita afirmar que a experiência do OP em Fortaleza, embora seja uma experiência muito recente, com um breve período analisado, está trazendo condições favoráveis para o exercício de uma cidadania ativa.

Durante la década de los noventa en el Perú no se contaba con un sistema de contrataciones del Estado, solo había una serie de disposiciones aisladas que regulaban la contratación pública. La disparidad de las normas (muchas de ellas emitidas atendiendo a situaciones específicas) no permitía que existiera un procedimiento claro para la ejecución y control adecuado del gasto público en lo que a bienes, servicios y obras públicas se refiere, lo cual facilitó los actos de corrupción en el sector público. En el año 1998 entró en vigencia la Ley 26850, Ley de Contrataciones y Adquisiciones del Estado, con lo que se dio inicio al proceso de unificación de la normativa y de los regímenes coexistentes hasta entonces, creándose el Consejo Superior de Contrataciones y Adquisiciones del Estado - CONSUCODE (hoy OSCE).

The military and domestic disaster response lead role revealed through the eye of Hurricane Katrina?

The traditional role of the active-duty military force at home is one of support to a civilian Lead Federal Agency (LFA) that primarily falls under the Department of Homeland Security (DHS). During emergencies, military domestic assistance is historically provided when local, state, and federal resources have been overwhelmed. During and in the aftermath of Hurricane Katrina, however, the slow and perceived inept response to the massive disaster prompted a national debate on the appropriate role of the military in response to major domestic disasters. Many concerned with the federal response to Katrina believed that America's homeland security system could not aptly respond to a large-scale natural or man-made catastrophe without the military in a lead role. Defining the roles and understanding the responsibilities outlined for the Department of Defense (DOD) within the National Response Plan (NRP) is an important first step towards an effectively coordinated incident response. The purpose of this research is to explore the role of the active-duty military in domestic disaster response, using Hurricane Katrina, to determine if DOD and DHS response to the disaster was implemented according to the NRP. This research will help explain the role that the military plays in supporting the civilian LFA in disaster response.

John Fowles: a Critical Study

This critical introduction to the works of John Fowles focuses upon his three novels, with secondary attention to his poetry, essays, and The Aristos, his non-fiction book of personal philosophy. Giving some biographical detail, the first chapter treats the influence of other writers upon Fowles's work and discusses his thought--especially as it appears in The Aristos, the poems, and the essays. The second chapter is a study of The Magus, Fowles's first novel, although published second. The Aristos is especially important to an understanding of this consolidation of personal philosophy into a fictional structure; the two key influences upon The Magus are Alain-Fournier's Le Grand Meaulnes and Jungian psychology. The third chapter deals with The Collector, revealing much of Fowles's feeling about the artist in society and the imbalance of social justice that spawns ignorance and cruelty. The study is divided into two parts: the history and the present. The first part is based on works of historians and analyses the colonial history of France and the process of decolonization. The second part focuses on legacy of the colonial adventure on the present, it follows the discussions in the French press, works on French immigration and integration and analyses of researchers studying repercussions of colonial past on the present. The second part also includes history and specificities of immigration and integration in France, the Law of February 23 2005 on the positive role of French presence abroad, the suburban unrest of 2005 and the Great Debate on National Identity.
