The roles of regional organisations in international peace and security in the post-modern era : the case of the Organization for Security and Co-Operation in Europe with the former Soviet Union Republic States

The thesis analyses the systems, dynamics and conditions of international cooperation/non-cooperation in the international community that is embodied through international/regional institutions and organisations. As Robert Cooper describes, the international community consists of the three worlds in which the differences between them may be confrontational in international cooperation. While the post-modern civilisation and values are introduced into the institutions and organisations for international peace and security, the state actors from the pre-modern and modern civilisations and values are vigorously defending the traditional version of state sovereignty. Then, all these are equally the member of the international community and, as Robert Axelrod's Prisoner Dilemma game sets, neither state actors nor structural actors of international relations can escape from it. Therefore, it is hoped that, as Axelrod's theory suggests, the closed community, in the end, produces cooperation and a positive peace for a better future for all. In the case studies, the OSCE faces a number of non-cooperative state actors, like Russia. An anti-OSCE civilisation exists and is resisting the organisational values, while it is staying in the framework. Thus, the organisation is suffering from defectors and free-riders. Knowing the limitation of the organisation, it still has a space for improvement and a useful function which is to provide a long term process to make a non-cooperate actor cooperative.

Exploring violence through the narratives of youth in Kenyan secondary schools : implications for reconceptualising peacebuilding

Based on the narratives of young people this research explores the rise in youth violence in Kenya's secondary school system and wider society and the potential for peacebuilding to address youth violence. Of particular concern is the gradual change in the profiles, patterns and intensity of the conflict, as evidenced by the increase in the number of youth militias. This increase is often attributed to unemployment and poverty - yet, to date, no systematic research has been produced on the extent to which the youth participation in violence occurs through choice or coercion, or indeed both. Worryingly, a significant number of young people involved in this violence are secondary school students. The findings of this research indicate that despite responses to youth violence in the school and wider Kenyan society, the violence is unabated. Notably, approaches continue to be top-down, generic, superficial and ineffectual. By marginalising the narratives of the youth who participate in and/or observe the violence, current institutional policies and approaches are decontextualised - from both the particular and the wider Kenyan context. This leaves intact the root causes of the violence. This research raises important questions concerning generic, top-down, quick-fix, outmoded cultural paradigms, hierarchical and questionable homogeneous pedagogical approaches to peacebuilding in both the schools and wider Kenyan context. In attempt to address these deficiencies the research seeks to find out approaches to peacebuilding and the Kenyan education systems that can respond to youth violence. This research proffers three key dimensions that can be incorporated in order to ensure effective and sustainable peace: experiences, worldviews and attitudes of the actors. The research, which utilises a constructivist grounded theory approach (Charmaz, 2006), was conducted in fourteen secondary schools in Nairobi and the Rift Valley provinces - two provinces that have been at the centre of youth violence and militia activities. These provinces were also selected in order to reflect the multi-cultural and multi-ethnic character, and the different types of schools in Kenya.

Barriers to the consolidation of peace : the political economy of post-conflict violence in Indonesia

What causes post-conflict violence to occur in some places emerging from extended violent conflict and not in others? Why does episodic post-conflict violence take different forms? And what causes episodic violence to escalate into larger renewed extended violence? This thesis contributes towards answers to these questions by examining the experience of Indonesia. Six provinces saw civil war or large-scale inter-communal unrest around the turn of the century. In each, war ended. Yet levels and forms of post-conflict violence vary significantly between areas. The Indonesian cases are used to build a theory of the sources of spatial and temporal variance in post-conflict violence. Multiple methods are employed. A new dataset, containing over 158,000 coded incidents, maps patterns of extended and post-conflict violence. Six districts in three provinces are then studied in depth. Comparative analysis of districts and provinces—drawing on over 300 field interviews—identifies the determinants of variations in post-conflict violence levels and forms. Adopting a political economy approach, the thesis develops a novel actor-based theory of post-conflict violence. Violence is not the result of failed elite bargains, dysfunctional inter-group relations, enduring grievances, or weak states. Instead, it flows from the incentives that three sets of actors—local elites, local violence specialists, and national elites—have to use violence for accumulation. Violence is used when it is beneficial, non-costly, and when other opportunities for getting ahead do not exist. How post-conflict resources are deployed, the degree to which those who use violence face sanctions, and the availability of peaceful means to achieve goals shape incentives and hence patterns of violence. Where only violence specialists support violence, post-conflict violence will take small-scale forms. Where local elites also support violence, escalation to frequent large episodic violence occurs. Extended violence only occurs where national elites also have reason to use violence for purposes of accumulation.

African Union peacekeeping and civilian protection : an evaluation of the EU strategy for Africa and the G8/Africa Joint Plan

Global demand for peacekeeping is growing, especially in Africa. The United Nations has traditionally been at the forefront of developing peacekeeping theory and practice, and remains the primary operational agency for peacekeeping in Africa. But increasing emphasis is being placed on the African Union to assume greater responsibility for peacekeeping on the continent. The AU is still comparatively new and is in the process of developing its peace and security architecture. Over the past decade, the international community has been supporting African peacekeeping, both to build AU capacity and to provide direct operational support. In 2005 the international community agreed a collective 'responsibility to protect' vulnerable civilians threatened by gross violations of their human rights. And civilian protection is increasingly included in the mandates of peacekeeping missions. Within the context of contemporary complex, multidimensional peacekeeping ('peace support'), civilian protection is not an exclusive operational objective, but is rather one of a number of mandated tasks aimed at establishing more sustainable security as part of a broader peacebuilding goal. The AU has embraced the responsibility to protect principle, adopting a constitutional commitment to protect the rights of vulnerable civilians, including through peacekeeping interventions if necessary. But how capable is the AU in practice to deliver effective peacekeeping to protect civilians? And how appropriate is international support to help realise this ambition?

Defining the role of the African Union Peace and Architecture (APSA) : a reconceptualisation of the roles of institutions

At its core, this research project is a revision of how we conceptualise the role of international organisations. The concept of role is often invoked International Relations when discussing the function of institutions like the African Peace and Security Architecture (APSA), but its full meaning in this context has never been problematised, leading to varying perceptions of its meaning and a lack of common understanding in the discourse. In the case of the APSA, this lack of common understanding has led to a wide variance in how the role of the APSA is categorised, and a corresponding discrepancy in assessments of the institution’s success and utility, which has had a knock-on effect on policy recommendations, which also differ wildly from author to author. This thesis devises technical definitions for the various ways in which the word role is utilised in International Relations and related fields, and in so doing, aims to standardise our understanding of the role of institutions, using the APSA as a case study. After developing a new technical definition of role based on Role Theory, the thesis develops a research programme which sets out to investigate the true role of the APSA, based on an examination of how the APSA’s role has been shaped by key limiting and enabling factors, and how this role is shaped and influenced, and directed; all the while highlighting how it differs from the organisation’s stated role, and scholarly perceptions of that role.

The transnationalisation of economic relations and the emergence of supranational sites of policy-making and governance have been of concern both to 'affected publics' subject to the remote decisionmaking that such developments entail (and who have mobilised extensively to demonstrate their opposition to these bodies), and scholars keen to locate the possibilities for a democratic politics in the context of the state's subsequent diminishment (O'Brien et al., 2000; Scholte, 2001; Patomäki and Teivainen, 2004; Rittberger et al., 2008). One such group of scholars are public sphere theorists, who, taking up an ongoing concern with the conditions for, and criteria of, effective democratic participation in politically authoritative policy debates, and responding to these new dynamics, have begun to define a new research agenda in search of 'transnational public spheres' (Habermas, 1989; Fraser, 1991; Fraser 2007). That is, they have begun to look to the transnational for sites in which those affected by the exercise (or, indeed, absence) of political authority at this level strive to engage that authority in policy debate. In this thesis, I argue for the existence of one such transnational public sphere, which, being both provoked and constituted by the transnational peasant and small farmers social movement La Via Campesina, promises to be institutionally realised by the recently reformed United Nations Committee on World Food Security (CFS). Identifying and exploring key dynamics relevant to the CFS's aspirations for political centrality, inclusivity, and policy debate, moreover, I lay bare the challenges that confront the attainment of this promise.

The journey from intergroup emnity to peaceful conflict handling : peacebuilding experiences of local NGOs in the former Yugoslavia : multiple approaches for undermining intergroup animosities and dealing with differences

Classical approaches to conflict resolution assume that inducing conflict parties to analyse conflict constellations precipitates that the disputants recognise mutually shared needs or interests. Partially in critical reaction towards this assumption, a more recently emerging approach envisages setting up a communicative framework within which the conflict parties are supposed to harmonise their conceptualisations of the conflict. This dissertation, in contrast, argues that work within the frameworks of these classes of approaches is impolitic as long as war-related hostilities stay intact, since conflict parties which see the existence of the adversary as the core of the problem are unlikely to engage in a process of open communication or open analysis, so that trustbuilding is a sine qua non. Practice experiences of local NGOs in the former Yugoslavia suggest that the following activities can be conducive to trustbuilding: 1) supporting exchanges on personalising information, so that the internal heterogeneity of the opponent's group is rendered visible; 2) bringing intergroup iii commonalities to the foreground, either through cooperation on shared aspirations, or by unearthing interpersonal overlaps e.g. common feelings, values, and war-related experiences; 3) undermining the imagination of the own side's moral superiority by fostering the recognition of crimes and suffering inflicted by the own side. For those cultural and religious differences which persist after basic trustbuilding, a contingency approach is proposed: 1) Fostering the exploration of commonalities and differences; 2) If disagreements remain despite a better basic understanding, tolerance of these difference can be based on a better understanding of the values' background, and on an acceptance of differing beliefs as equal in valence; 3) Supporting the discovery of joint values to raise awareness for options of cohabitation with differences; disagreements which cannot be solved might be continued within an accepted communicative framework based on these shared values.

United States use of force against terrorism and the threat of terrorism : an analysis of the past four U.S. Presidents' use of force to combat international terrorism

The thesis analyzes how the administrations of Ronald Reagan, George H.W. Bush, Bill Clinton, and George W. Bush used force in response to incidents of international terrorism. Key players in each administration and whether they advocated a law enforcement approach or a war paradigm approach to counterterrorism are examined. In addition, Koh's pattern of executive initiative, congressional acquiescence, and judicial tolerance forms a theoretical lens through which to compare and contrast administrations. An assessment of the role of Congress in making the administrations' counterterrorism policies confirms the vitality of this pattern, and suggests future administrations will adhere to it. During the George W. Bush administration, Koh's pattern of executive initiative (led by personalities like Vice President Cheney), congressional acquiescence, and judicial tolerance combined with the 9/11 tragedy and pervasive fears of another attack to create a 'perfect storm' known as the 'war on terror'. The research also analyzes to what extent the four administrations were constrained by international legal norms on the use of force, i.e. articles 2(4) and 51 of the UN Charter. On the domestic side, the thesis analyzes the extent to which American legal norms on the use of force constrained the administrations. Although the lack of compelling constraints on the use of force is present in all four administrations, the thesis indicates that the George W. Bush administration embodied an extreme example of this trend.

Large-scale land acquisitions and minorities/indigenous peoples' rights under ethnic federalism in Ethiopia : a case study of Gambella Regional State

The contemporary phenomenon of the global rush for farmland has generated intense debate from different actors. While the proponents embrace it as a 'development opportunity', the critics dub it 'land grabbing'. Others use a neutral term: 'large-scale land acquisitions'. Whatever terminology is used, one fact remains indisputable - since 2007 vast swathes of farmlands in developing countries have been sold or leased out to large-scale commercial farmers. Ethiopia is one of the leading countries in Africa in this regard and, as a matter of state policy, it promotes these investments in peripheral regions that are predominantly inhabited by pastoralists and other indigenous communities. So far, the focus of most of the studies on this phenomenon has been on its economic, food security and environmental aspects. The questions of land rights and political implications have been to a great extent overlooked. The purpose of this thesis is to contribute to this knowledge gap by drawing upon the experience of the Gambella regional state - the epicentre of large-scale land acquisition in Ethiopia. To this end, this thesis argues that large-scale land acquisitions in Ethiopia is indeed redefining indigenous communities' right to land, territories and natural resources in fundamental ways. By doing so, it also threatens the post-1991 social contract - i.e. ethnic federalism - between the envisaged new Ethiopian state and its diverse communities, particularly the peripheral minorities and indigenous ethnic groups.
