The representation of the workhouse in nineteenth-century culture

Drawing together a range of visual and textual materials, this thesis explores the multiple social, political and cultural meanings of the workhouse in the period 1834-1900. Chapter one discusses the ideas of cleanliness and dirt that were so intrinsically associated with the institution and analyses them in relation to the representation of the workhouse poor. In chapter two, I focus upon the representation of the workhouse master, a figure associated with cruelty and abuse. I suggest that satirical attacks on this Poor-Law official neutralised his threat by constructing an aura of ridicule that was impossible to shake off. Chapter three analyses the accounts of middle-class visitors who traversed the workhouse space and argues that these texts fed into the construction of a bourgeois sense of self. Finally, chapter four examines visual representations of the workhouse, exploring the ideologies embedded within these images and tracing how they shifted across the century. In its focus upon the multiple and contradictory depictions of the workhouse that circulated throughout the period, the thesis demonstrates the culturally-constructed nature of the institution and argues that analysis of these various representations sheds light upon their cultural moments of production. Overall, the thesis makes the case that workhouse representations provide an insight into the issues and anxieties of nineteenth-century society.

A study of political humour in British literature in the 1790s

British responses to the French Revolution are characterised by humorous expression in the literature of the 1790s. Yet political humour is often not readily harnessed to an immediate political agenda. ‘Political humour’ as an idea appears to be a contradiction and elicits a contradictory set of epithets, which falls into two distinct categories: ideological commitment and disinterested amusement. This thesis argues that it is this tension that contributes to the redrawing of the ambit of politics. This thesis continues the recent scholarly approach to the British response to the Revolution less as a formal ‘debate’ than as a ‘controversy’, which involves a diversity of cultural practices and experimentation of expression and social organisation. I argue that the employment of humour in the political literature of the 1790s provides extended or alternative means of political engagement. The political humour goes beyond topical political agendas and alludes to the eighteenth-century comic theory, which instructs ethical questions about social relation or ways of life. I demonstrate that the claim to autotelic innocence of humour in the comic discourse of the eighteenth century was predicated on contradictory social tendencies: laughing either reinforces individual boundary or facilitates transmissive and collective conviviality. ‘Common life’, which denotes a social relation in settlement, is the existential horizon that enacts this contradiction. With ‘common life’ in crisis or contestation in the 1790s, and with social organisation under political controversy, humour as political disclaimer is thereby reworked into a particular political language. I read the comic discourses of Burke and the popular radicals, the satire of Peter Pindar, and the comic rhetoric of the anti-Jacobin novels to explore this political language. In doing so, this thesis seeks to suggest ways of reading the literary culture of the 1790s in terms of the circumscription or expansion of the scope of political life, so as to examine how humour contributed and responded to changes in political culture.

Dentre as opções existentes, as Unidades de Conservação – UCs consistem na categoria de ETEP mais utilizada no Brasil devido ao seu papel relevante na conservação da natureza. As categorias de manejo de Unidades de Conservação foram sistematizadas pela Lei Federal nº 9.985/00, que instituiu o Sistema Nacional de Unidades de Conservação da Natureza – SNUC, do qual fazem partes as UCs federais, estaduais e municipais. O Distrito Federal é um dos entes políticos que editou o seu próprio Sistema de Unidades de Conservação da Natureza, por meio da Lei Complementar Distrital nº 827/10, que trouxe algumas inovações, ao mesmo tempo em que replicou grande parte dos dispositivos previstos na Lei Federal nº 9.985/00. Dentre os dispositivos mais significativos previstos na legislação federal, a normativa distrital reproduziu aqueles relacionados às categorias de manejo, aos objetivos, às diretrizes e à gestão propriamente dita das UCs. Todavia, o retrato do modelo atual evidencia que há problemas de gestão, senão em todas, na maior parte das Unidades de Conservação distritais. Eles estão relacionados, em regra, à manutenção de UCs sem a definição de poligonal, à raridade dos Planos de Manejo e dos Conselhos Gestores, à utilização da compensação ambiental e florestal como principal fonte de financiamento, à ausência de regularização dominial e à centralização da gestão em um ente que detém muitas competências. Todos esses problemas revelam que a gestão das Unidades de Conservação do DF, objeto do presente estudo, não tem observado a legislação vigente, o que, além de afrontar o princípio da legalidade, traz sérias limitações ao direito ao meio ambiente ecologicamente equilibrado e ao próprio Sistema Distrital. As limitações mais visíveis geradas por este modelo referem-se à existência de UCs com diferentes níveis de consolidação, à dificuldade de conformar o uso público com a conservação das áreas passíveis de visitação, à limitação da atividade fiscalizatória, à irregularidade na aplicação dos recursos financeiros disponíveis e ao baixo envolvimento da sociedade na gestão dessas áreas. Existem, no entanto, diversas possibilidades legais que podem aprimorar o modelo (des) governança das Unidades de Conservação do Distrito Federal para que elas passem a ser enxergadas como berços da biodiversidade, não como grandes espaços ociosos. Um dos caminhos é a consolidação da governança ambiental. Há, ainda, outras opções que podem tanto potencializar a forma de arrecadação de recursos como descentralizar do Estado a sua gestão por meio da cogestão ou de Parcerias Público-Privadas.
