Benamių gyvūnų globos ir teisių apsaugos problemos yra aktualios viso pasaulio mastu. Europos Sąjungos erdvėje benamiai gyvūnai vertinami skirtingai, atsižvelgiant į nacionalinius įstatymus, tradicijas, istoriją ir elgesio kultūrą. Benamių gyvūnų reprodukcijos problema yra visuotinai pripažinta, tačiau nėra globali. Visuomenės pasirengimas globoti ir rūpintis benamiais gyvūnais rodo jos sąmoningumo ir atsakingumo lygį.
Šio baigiamojo darbo tikslas - išanalizuoti benamių gyvūnų teisių ir globos problemas, jų atsiradimo priežastis ir sprendimo būdus, remiantis Lietuvos Respublikos gyvūnų gerovės srities ekspertų nuomone bei Europos Sąjungos šalių gerąja patirtimi.
Darbe nagrinėjama užsienio ir Lietuvos mokslinė literatūra, kuri padėjo suformuluoti darbo uždavinius ir įsitikinti darbo temos pasirinkimo pagrįstumu. LR, ES, Jungtynės Karalystės ir Vokietijos Federacijos teisės aktų bei kitų dokumentų analizė padėjo įvertinti benamių gyvūnų globos ir teisių reglamentavimo pakankamumą, palyginti Lietuvos ir kitų Bendrijos šalių praktiką šioje srityje.
Administracinės sistemos ir viešųjų įstaigų veiklos rezultatų analizė, Europos šalių benamių gyvūnų problemų sprendimų praktika, Lietuvos ekspertų nuomonės, leido patvirtinti iškeltą tyrimo hipotezę, kad nepakankamai efektyviai sprendžiamos benamių gyvūnų globos ir teisių apsaugos problemos (o tai leidžia daryti prielaidą, kad šios problemos nėra tiek aktualios, kiek reikalauja dabartinė situacija).

The attitudes of EU members towards homeless animals do differ depending on national policies and legislation, local traditions, history and culture. The problem of homeless animals’ excessive reproduction is recognised at some level but not yet globally. Society is ready to care and protect homeless animals, which shows the level of its consciousness and responsibility.
The purpose of this master’s work is to analyze the issues concerning the rights and protection of homeless animals; define the root of the problems and suggest the solutions relying on the expertise of Lithuanian specialists who work for the animal welfare, and incorporating the successful experience of EU countries.
The literature of both foreign and Lithuanian authors has been studied in the project in order to help to indicate and set the tasks for this work and to support the validity of choosing the topic. In order to evaluate the efficiency of regulations concerning the welfare and rights of homeless animals, the analysis of legal (and other types) documents of Lithuanian Republic, European Union, United Kingdom and German Federation has been undertaken.
The information gathered from observing the activity of the administrative and public structures as well as the experience of problem-solving in the EU and summarizing the views of Lithuanian experts have all supported the hypothesis that the problems of... [to full text]

Runaway and Homeless Youth: Changing the Discourse by Legitimizing Youth VoiceSchweitzer, Donald Dale 01 January 2011 (has links)
Undoubtedly, runaway and homeless youth (RHY) are one of the most vulnerable, yet underserved groups in our country. Well-meaning advocates have developed programs and services in an attempt to remedy this, yet there is little evidence of their effectiveness. Moreover, according to the research literature, a low utilization rate of current services by youth is a major concern. From a constructivist theoretical position, this study posits that the missing element is youth voice and the researcher hired formerly homeless youth to conduct the analysis of focus group data gathered from RHY who were participating in a range of services funded by the Runaway and Homeless Youth Act. By employing participatory action research (PAR) methods, this study privileges youth voice and asks two research questions; 1) what are current program models doing right with regards to RHY services, and 2) what can be learned by employing youth analysts in research. Findings indicate that how services are offered is as important as what services are offered. Additionally, by privileging youth and providing meaningful participation, youth are exceptionally capable to develop and evaluate services, programs and policy. Youth workers must continue to privilege youth voice if they hope to effect change in the lives of young people. If not, services will continue to play a key role in keeping RHY as one of the most marginalized groups in our society.

Social Support and Mental Health Among Homeless Youth: A Multi-Group SEM Model of Non-LGBT*, LGB, and Trans* Youth in Metro-AtlantaJustice, Morgan 12 August 2016 (has links)
LGBT* youth are over-represented among homeless youth and they face unique circumstances from their non-LGBT* homeless peers, such as increased risks of psychological distress (Fredriksen-Goldsen et al. 2014). Through multi-group, structural equation modeling, I compare the effects of time homeless on mental health outcomes (e.g., psychological distress) as measured by the Kessler 6 (K6) scale mediated by social support across non-LGBT*, LGB, and trans* groups. Findings indicate that social support is a significant mediator between the time a youth is homeless and their mental health outcomes, regardless of LGBT* status. Youth who are homeless six months or longer have worse mental health and fewer social supports than youth who are homeless less than six months. Additionally, the more social support a youth has, the higher their mental health is; however, individuals assigned female at birth have fewer social supports than males.

A presente dissertação se propôs refletir acerca da situação de vida dos moradores de rua da cidade de São Paulo. Da articulação entre aquilo que pode ser apreendido na experiência de observação participante em um Projeto da Prefeitura de São Paulo destinado a esta população, em conjunto com as teorias de Luis Cláudio Figueiredo, acerca das matrizes e dos modos de subjetivação modernos, procurou-se pistas que ajudassem a entender o quadro atestado pela última Pesquisa Censitária: contínuo aumento numérico da população em situação de rua. A composição de uma narrativa mnêmica foi o recurso adotado para recapitular situações vividas no interior do projeto e, também, no contato com os moradores de rua. O relato procurou resgatar algumas passagens marcantes desse contato direto, privilegiando aspectos que coincidiam diretamente com dificuldades enfrentadas pelo Projeto no cumprimento de seus objetivos. Paralelamente, procurou-se delinear a estrutura que embasa o Projeto. Para tanto, recuperamos a Política Nacional para Inclusão Social da Pessoa em situação de rua: documento princeps para o trabalho com esta população. A partir disso, estabelecemos a hipótese de que a manutenção da dramática situação do morador de rua estaria relacionada com uma insuficiência na formulação da questão que orienta os trabalhos direcionados aos mesmos. Esta hipótese nos levou a compreensão de que este tipo de problema (insuficiência da formulação de questões) é intrínseco a hegemonia daquilo que Frederic Munné denominou Paradigma da Simplicidade, que por sua vez, tal qual a Psicologia Científica, se constitui no interior da própria Modernidade. Assim, com a análise de um política pública direcionada a um problema social, objetivou-se lançar luz sobre algumas das lacunas possibilitadas pela própria estrutura da Modernidade, destacando o papel ao qual a Psicologia é convidada a ocupar para, a partir disso, exemplificar o modo pela qual a mesma deveria se pautar para contribuir com a superação do impasse ao qual perpassa nossa civilização / This dissertation proposed a reflection on the life situation of the homeless in São Paulo . The articulation between what can be learned in the experience of participant observation in a project of the Municipality of São Paulo for this population, together with theories of Luis Claudio Figueiredo, about mothers and modern modes of subjectivity, we tried to ski which helped to understand the picture certified by the last Census search : continuous numeric increase in population on the streets . The composition of a mnemic narrative feature was adopted to recap situations encountered within the project and also in contact with the homeless . The report sought to rescue some striking passages of this direct contact, emphasizing aspects that coincided directly with the difficulties faced by the project in meeting its objectives . In parallel , we attempted to delineate the structure that supports the project . To do so , we retrieve the National Policy for Social Inclusion of People on the street : princeps to work with this population document. From this, we establish the hypothesis that the maintenance of the plight of the homeless would be associated with a failure in the formulation of the question that guides the work directed to the same . This hypothesis led us to understand that this type of problem ( failure of formulating questions ) hegemony is intrinsic to what Frederic Munné called Paradigm of Simplicity , which in turn , just like the Scientific Psychology , constitutes the interior of Modernity itself . Thus , the analysis of a public policy directed to a social problem , aimed to shed light on some of the gaps made possible by the structure of modernity , highlighting the role to which psychology is invited to occupy , as appropriate, exemplify the so why the same should be guided to contribute to overcoming the impasse to which pervades our civilization
