Research on Electronization of Social Organizations:The Cases of Kaohsiung City

Under the promotion of the E-government¡¦s policy, and people generally enhance the quality of information, the E-society organizations have been hit the mainstream. Therefore, how to digitize the social organizations, and solve the obstacles of eletronization, will become every society organizations have to face the problem. As a result, the goal of this study is try to understand that social organizations electronization of the current situation, and difficult process. This study adopts the interview law. First of all, observation the use of the website of welfare organizations in Kaohsiung , as the body electronization of the preliminary understanding of the situation, and then through face-to-face interviews with eight members of social organizations, understanding the status of electronization, process and the difficulties. Study found that the current social organizations in the past used the information has been gradually disappearing, but some community organizations obtain equipment faster, some slower. And the earliest projects of electronization is the most common and most effective use of the word processing .Currently, the management of information, most of them are staffs, still luck of full-time IT staffs. At present the E-society organizations, mainly due to outside influence, particularly the E line with the Government's policy. Impact on society organizations electronization of the main difficulties are: 1. The lack of understanding of information technology, 2. Hardware and software for equipment, 3. The staff are not operating smoothly.

An energy efficient cache design using spin torque transfer (STT) RAM

The advent of many core architectures has coincided with the energy and power limited design of modern processors. Projections for main memory clearly show widening of the processor-memory gap. Cache capacity increased to help reduce this gap will lead to increased energy and area usage and due to small growth in die size, impede performance scaling that has accompanied Moore's Law to date. Among the dominant sources of energy consumption is the on-chip memory hierar- chy, specically the L2 cache and the Last Level Cache (LLC). This work explores the use of a novel non-volatile memory technology - Spin Torque Transfer RAM (STT RAM)" for the design of the L2/LLC caches. While STTRAM is a promising memory technology, it has some limitations, particularly in terms of write energy and write latencies. The main objectives of this thesis is to use a novel cell design for a non-volatile 1T1MTJ cell and demonstrate its use at the L2 and LLC cache levels with architectural optimizations to maximize energy reduction. The proposed cache hierarchy dissipates significantly lesser energy (both leakage and dynamic) and uses less area in comparison to a conventional SRAM based cache designs.

Överenskommelse om ersättning vid markåtkomst : Hur nya regler i expropriationslagen påverkat ersättningsnivån för att träffa frivilliga avtal

För att tillgodose allmänhetens behov av vägar, kraft- och vattenledningar med mera, får mark tas i anspråk. Expropriationsändamål och ersättningsbestämmelser för att tvångsvis ta mark i anspråk, finns stadgat i Expropriationslagen (SFS 1972:719). Genom århundraden har kritik framförts mot höga kostnader för att få åtkomst till mark vilket motiverat sänkningar av ersättning för mark. År 2010 genomfördes ändringar i ersättningsbestämmelserna som syftade till att höja markersättningen. Förhandlingar ska alltid föras vid markåtkomst för att eftersträva frivilliga uppgörelser. Syftet med denna studie var att undersöka hur ersättningshöjningar i lagen har påverkat ersättningsnivån för att träffa frivilliga avtal. Undersökningen skulle även påvisa vilka rättsekonomiska konsekvenser som följt av lagändringen. Kvalitativa intervjuer genomfördes med ett fåtal personer som besitter stor erfarenhet inom markförhandling och god kunskap om ersättningsregler. En enkätundersökning utfördes för att få ett större underlag till vissa frågor i studien. Resultatet visade att kostnader för att ta mark i anspråk har ökat. Förhandlingsutrymmet för att nå frivilliga uppgörelser har minskat en aning men möjligheten att träffa frivilliga avtal har emellertid inte blivit sämre. Slutligen konstaterades att det vid vissa markintrång fordras att extra ersättning, utöver lagstadgad ersättning, utgår för att nå en frivillig uppgörelse. Extra ersättningen utgör vanligen 5-10 procent vilket är en minskning sedan lagändringen 2010. / There is a possibility to compulsory acquire land and rights to land in order to meet the need for public interests, for example infrastructure projects. According to the Expropriation Act, property owner who is forced to surrender land should be compensated. For centuries the principles determining compensation have been questioned. This finally led to a development of new legislation in 2010. To conduct a negotiation, voluntary agreements are desired. The purpose of this thesis was to explore how the increased compensation has affected the level of compensation in voluntary agreements. The study was also made to investigate the legal economic consequences that followed by the amendment. Qualitative interviews were conducted with a few people who had experience in land access and good knowledge of voluntary agreements. A survey was conducted to gain a better knowledge for certain questions in the study. The results showed that the cost of land access has increased. The scope for voluntarily negotiations has decreased slightly, but the opportunity to meet voluntary agreements has not deteriorated. The conclusion of this thesis was that it required an extra negotiated compensation for land access, other statutory compensation payable to reach a voluntary agreement. Extra compensation usually represents 5-10 percent, which is a decrease since the legislation in 2010 was settled.
