Activities which were firstly related to the offer of services in local basis, are becoming financial services with uniform and homogeneous characteristics, where the service suppliers are universal instituitions. This liberal moviment has resulted in the removal and simplification of policies, when it authorized the banks to act without the regulation limits through acts previously prohibited.The liberalization and flexibilization of these rules have caused great instability in the financial market, because the economic agents have tried more and more profitability rather than great risks. Because of this complexity that the connected financial system worldwide and the magnitude of the capital flow negotiated was tranformed; the financial risks and economic turbulence have risen. The Basel Capital Accord was created by part of Central banks and entity supervisors of G10 members, then, as an attempt to define the objectives and general mechanisms of supervision of national financial systems , with focus on the banking systems. However, it was noticed later that the present accord was not sufficient to prevent crisis, mainly, the banking crisis. Thus, the Basel Commitee representing once again the international banking industry, elaborated a new Basel Accord, yet more demanding (called Basel II), which has the objective of prevention of banking crisis and correcting the distortion of the old accord. This study it had as objective to verify the impacts of this new Agreement in the national banking institutions. In research carried through with Brazilian banks, showed that the credit area, for being one of most important of a bank, will have that to readjust itself quickly. It showed, also, that the small Brazilian financial institutions will suffer to greaters impacts from the Basel II. / O processo de transforma????o de mercados financeiros locais em centros globais est?? contribuindo para a converg??ncia funcional entre mercados. Atividades antes relacionadas com oferta de servi??os em bases locais ganham dimens??o de servi??os financeiros dotados de caracter??sticas uniformes e homog??neas, em que os prestadores de servi??os s??o institui????es universais. Este movimento liberal implicou na retirada e na simplifica????o das normas, ao autorizar os Bancos a agir sem os limites regulamentares por meio de comportamentos anteriormente vedados. A liberaliza????o e a flexibiliza????o desses regulamentos causou grande instabilidade no sistema financeiro, j?? que os agentes econ??micos buscaram, cada vez mais, rentabilidade ?? custa de maiores riscos. Em face dessa complexidade em que se transformaram os sistemas financeiros mundialmente interligados e da magnitude dos fluxos de capitais transacionados, ampliaram-se os riscos financeiros e as turbul??ncias econ??micas. O Acordo da Basil??ia surgiu, ent??o, como uma tentativa por parte dos Bancos Centrais e entidades supervisoras dos pa??ses membros do G-10 de definir objetivos e mecanismos gerais de supervis??o dos sistemas financeiros nacionais, com foco no sistema banc??rio. Entretanto, observou-se com o tempo que o Acordo vigente n??o foi suficiente para prevenir crises, principalmente, as banc??rias. Desse modo, o Comit?? da Basil??ia, representando mais uma vez a ind??stria banc??ria internacional, elaborou um novo Acordo, ainda mais exigente (denominado Basil??ia II), que tem como objetivo a preven????o de crises banc??rias e de corrigir eventuais distor????es do Acordo antigo. Este estudo teve como objetivo verificar os impactos desse novo Acordo nas institui????es banc??rias nacionais. Em pesquisa realizada com Bancos brasileiros, a ??rea de cr??dito, por ser uma das mais importantes, ter?? que se readaptar rapidamente. It begins with the following proposition: clients with the same characteristics get more or less the same ratings when evaluated by retail banks using quantitative methods. Within this context, credit provision distributions of these banks would be more or less homogeneous. The analysis utilizes robust statistical technique for testing the existence of homogeneity, and the analyzed data came from quarterly statements from March 2000 to December 2002 published by Banco Central do Brasil (Brazilian Central Bank). This work also suggests that the retail banks' credit portfolios of short-term loans destined to current use be granted through risk credit analysis based on quantitative methods. Those banks have a high demand for this kind of loans, and they should utilize scientific methods of analysis in order to rate all loans by the same standards and through a swift process. Unlike the scientific method, the judgmental method is a slow one, for it depends on the experience of a large (and expensive) group of analysts. The model suggested by this work was developed through statistical analyses that explain credit risk by financial statements and credit behavior data. These data comprise 500 firms, their financial performance in the years 1999, 2000 and 2001, and their credit behavior relative to loans granted in 2002. It is an exploratory research, involving one hundred and twenty-nine companies of eight segments: food; beverage; audio, video, and home appliances; cleaning products; paper; stationery shop; toiletries; and domestic utilities. The main topics were: feeling, technique, and confidence participation in the process of analysis and extension of credit; the position within the company which defines the credit policy; the importance degree attributed by the credit gestor to several aspects; the main variables with regard to the company and the partners thereof, used by the credit gestor in the analysis and extension of credit process; the importance degree attributed thereof; the variables which, severally, can hinder the extension of credit; the variables less important with regard to the company and the partners thereof, in the analysis and extension of credit process; the impact of the computer utilization (hardware and software) in the analysis and extension of credit process, and the main difficulties undergone by the credit gestor in such process. The statistical analysis of data revealed a great uniformity in the analysis and extension of credit process among the re searched companies. Although the use this technique is preponderant in the analysis and extension of credit process, feeling and confidence are still liable for a material part of such process. Other relevant conclusion was that the intensive usage by the credit gestor of some variables in the analysis and extension of credit process does not necessarily implicate in the attribution of a correspondent level of important to these variables. Finally, the research performed investigated the greatest difficulties undergone by the credit gestors, identifying that the difficulties are the same, regardless of the companies segment. Such difficulties involve, basically, the credit area and the commercial area of the companies, showing clearly the necessity of a deep work to eliminate or minimize such difficulties. / Esta disserta????o tem como objetivo principal o estudo do processo de an??lise e concess??o de cr??dito para pessoas jur??dicas de qualquer porte, realizado por empresas n??o financeiras, envolvendo somente m??dias e grandes empresas industriais e ao mesmo tempo, distribuidoras de seus pr??prios produtos. Trata-se de uma pesquisa explorat??ria, envolvendo cento e vinte e nove empresas de oito segmentos: alimentos, bebidas, eletroeletr??nico,produtos de limpeza, papel, papelaria, toucador e utilidades dom??sticas. Finalizando, a pesquisa realizada abordou as maiores dificuldades encontradas pelos gestores de cr??dito, sendo identificado que as dificuldades s??o as mesmas, independentemente do segmento das empresas. Estas dificuldades envolvem, basicamente, a ??rea de cr??dito e a ??rea comercial das pr??prias empresas, demonstrando, claramente, a necessidade da realiza????o de um profundo trabalho objetivando eliminar ou minimizar estas dificuldades.

An assessment of the risks to which a lender is exposed in his relationship with clients is called Credit Analysis. Lines of credit are mostly based on asset translation. It is then required to develop a case-study for a company's businesses focusing on a thorough analysis of its modus operandi. In a certain way, Credit Granting is a means to leverage sales mainly from the acquisition of non-durable goods in the retail market. Consumption increases are a drive to heat up Economy and bring about new job positions with benefits to the Society as a whole coming from more taxes collected that are converted into promoting more social welfare. It should be pointed out that the financial sector is one that mostly benefits from Credit Granting because of the high interest rates applied in credit operations to individual persons and bank individual clients based on their wages and to corporations based on their sales volume. For corporations, lines of credit help them increase their capacity to pay up their debts and are an integral part of their business guidelines. Credit granting shall then be the focus of this work and all associated market details shall also be addressed in this paper. This thesis aimed to identify the Credit Analysis process and how important it is for companies' negotiations. A case-study methodology was used in the survey to achieve the results shown herein. / Esta disserta????o tem como objetivo abordar as normas de concess??o de cr??dito, bem como, suas dificuldades em conced??-los, analisa ainda suas pol??ticas, contratos e linhas de cr??dito. On one hand, these partnerships offer significant advantages for both parties, such as new sales channels, increase of customer base, funding for credit operations, new means of payment to leverage sales and increase the financial return. Moreover, such partnerships generate conflicts of credit, strategies, management and costs. This paper aims to identify and analyze the main conflicts between Financial Institutions and Retailers in managing partnerships aimed at the marketing of financial products and services. To accomplish this goal, I conducted 18 semi-structured interviews with executives who work in institutions from this market, 6 of them being retail executives and 12 executives from financial institutions. The results indicated that the most relevant conflicts are associated with credit, governance, technological solution, service, cost allocation and primary goals of these partnerships. / Ap??s a estabiliza????o monet??ria verificada no Brasil em meados da d??cada de 1990, houve um aumento significativo de parcerias formadas entre Institui????es Financeiras e Varejistas com o objetivo de ofertar produtos e servi??os financeiros. Por um lado, essas parcerias oferecem vantagens significativas para ambos os atores, tais como novos canais de vendas, aumento da base de clientes, funding para a opera????o de cr??dito, novo meio de pagamento para alavancagem das vendas e aumento do retorno financeiro. Por outro lado, tais parcerias geram conflitos de cr??dito, de estrat??gias, de gest??o e de custos. Neste trabalho o objetivo ?? identificar e analisar os principais conflitos entre Institui????es Financeiras e Varejistas na gest??o de parcerias que visam ?? comercializa????o de produtos e servi??os financeiros. Para cumprir esse objetivo foram realizadas 18 entrevistas semiestruturadas com executivos que atuam em institui????es desse mercado, sendo 6 delas com executivos do varejo e 12 com executivos de institui????es financeiras. Os resultados indicaram que os conflitos mais relevantes est??o associados com cr??dito, governan??a, solu????o tecnol??gica, atendimento, aloca????o de custos e objetivos prim??rios destas parcerias.

This study differs from others by using a database of clients who Payroll-linked loan from the conventional modeling of a Credit Scoring offer another product, the credit card that requires a better profile for meeting payments. The study resulted in 3 of profitability and performance scenarios. In Scenario 1 without use of shoring showed profitability of R$ 0.5 million and delinquencies of 16.1%. In the others scenarios with the use of the yields scores exceeded R$ 2.3 million and delinquencies below 9%. Scenarios 2 and 3 with just score Bureau companies. Scenario 4 includes Credit scoring model developed in this work, we showed the best discrimination between good and bad customers and the highest rate of approval, 75% against 64% of the best Bureau. For this, we used data provided by a financial institution. Using SPSS and statistical techniques, the risk analysis Relative, construction of dummies and Spearman correlation analysis, generated the model Logistic Regression Binary, validated with the Kolmogorov-Smirnov test, the ROC curve and others. The model developed credit scoring showed good results as to their power of customer classification. The effectiveness of Logistic Regression as credit performance prediction tool enables the application of the use of credit scoring model by the financial institution provider of data to improve profitability and default of the customer portfolio by credit card coming from the customer base of payroll loan. / Este trabalho tem o objetivo de analisar a efici??ncia do modelo de credit scoring na a????o de cross-selling para proporcionar uma maior rentabilidade alinhada ao risco do novo produto. A realiza????o deste estudo se diferencia dos demais por utilizar uma base de dados com clientes que realizaram empr??stimo Consignado, a partir da modelagem convencional de um Credit Scoring ofertar outro produto, o Cart??o de Cr??dito que exige um melhor perfil para cumprimento dos pagamentos. O estudo resultou em 3 cen??rios de rentabilidade e desempenho. No Cen??rio 1 sem uso do escoramento apresentou rentabilidade de R$ 0,5 milh??es e inadimpl??ncia de 16,1%. Nos demais cen??rios com uso de escores as rentabilidades ultrapassaram R$ 2,3 milh??es e inadimpl??ncias abaixo de 9%. Os Cen??rios 2 e 3 apenas com escore de empresas Bureau. O Cen??rio 4 inclui o modelo Cr??dit Scoring desenvolvido neste trabalho, apresentou a melhor discrimina????o entre clientes bons e maus e a maior taxa de aprova????o, sendo 75% contra 64% do melhor Bureau. Para isso, utilizou-se de dados fornecido por uma institui????o financeira. Utilizando o SPSS e t??cnicas estat??sticas, a an??lise de Risco Relativo, constru????o de dummies e a an??lise de correla????o de Spearman, foi gerado o modelo de Regress??o Log??stica Bin??ria, validado com o teste Kolmogorov-Smirnov, a Curva ROC e outros. Dealing with an environment of controlled inflation rate, all bases of Brazilian's economy show stability, banks should itensify their mission that is to foment the economy with loans and assets. The banks that develop and utilize information systems to control the liquidity and the quality of their assets will succeed in create a competitive advantage over the competitors that don't have an appropriate tool. The main purpose of this research is to analyze how an efficient information system can help the managers in order to anticipate, reduce or eliminate the looses with loans. The research will be supported through a study about the use of these tools in one of the biggest Brazilian financial institutions that is also a multinational bank. It will analyze how this bank utilizes information systems to assure an adequate financial management of the assets. It will show which are the tools given and utilized by the managers in two crucial moments: first when the money is liberated to the company and then monitoring the loan until it is liquidated or renovated. This is a customary practice in all financial institutions. Such practice generally originates from the Credit Department. This department is composed of credit analysis technicians duly qualified and authorized to approve or not a credit request. Generally, these credit analysis experts elaborate credit analysis reports based on cadastral register information and also on balance sheet and trial balance sheet. Besides the decisions of the credit analysis technicians, who are usually managed by the Credit Department, there still are the credit decisions that are taken by the bank operational managers or the credit committees of the bank agencies or branch offices. The credits approved by the commercial department most of the time are of a reduced value and intended for small-scaled enterprises. Therefore, the analysts and also the operational managers have to take credit decisions for both the companies that present their balance sheet or trial balance, and the ones that do not. The Brazilian enterprise system is comprised of about 5 million enterprises, from which 99% are micro and small sized companies, generally, being free from presenting their balance sheet and statement of assets and liabilities. Taking all this into consideration, a bibliographical study about these companies was conducted, which emphasized the easy and difficult aspects concerning their survival in a competitive market besides the problems for obtaining credit facility. Therefore the aim of this work is to identify and demonstrate the difficulties, imposed by the financial institutions, for granting credit facility to the companies which do not present their balance sheet and trial balance sheet. Considering this fact, application forms were designed for collecting both the accounting data and the cadastral register information, which are presently being used by the financial institutions, each one having its own method for collecting information. So, aiming at standardizing the accounting information and also the cadastral register data, a new standard application form, accompanied by its instruction manual is now being proposed for the credit analysis of companies that are free from presenting their balance sheet and statement of assets and liabilities. This standard application form was critically examined by 42 credit analysts and operational managers through an empirical research (questionnaire) which has contributed not only to a more detailed analysis of a company, but also to reduce its credit risk. The final appraisal of this research is commented at the end of this work under the item "The Application of the Questionnaire". / As institui????es financeiras, normalmente, ap??iam suas decis??es de cr??dito atrav??s de informa????es cadastrais e cont??beis (balan??o/balancete). Esta pr??tica ?? comum a todas institui????es financeiras. Pr??tica esta, geralmente, oriunda do departamento de cr??dito. Este departamento ?? composto por t??cnicos de an??lises de cr??dito com al??ada e poder de decis??o para aprovar ou n??o um cr??dito solicitado. Geralmente estes analistas de cr??dito elaboram relat??rios de an??lises baseados nos dados cadastrais e balan??os/balancetes. Aliado a isto, foi realizado um estudo bibliogr??fico destas empresas, enfatizando as facilidades e dificuldades de sua sobreviv??ncia em um mercado concorrido, al??m das dificuldades de obterem linhas de cr??dito. Portanto, este trabalho tem como objetivo identificar e demonstrar as dificuldades de se conceder cr??dito, por parte das institui????es financeiras, ??s empresas que n??o apresentam balan??o/balancete patrimonial. Thus, the research has sought to verify the relation between the level of financial literacy of the individuals and the quality in decision making when consuming credit financial products. Also, the research discusses the relevant terms related to the theme and the main credit products recently offered by the financial institutions in the national market. Considering the focus of this research, the present work has allowed evaluation of the level of financial literacy of 317university students interviewed in a private university in the city of Sao Paulo regarding credit usage. Finally, the work proves that the higher the financial literacy level, the better the decision making in credit products consumption by the university students is, since they make choices that involve lower costs. / A presente pesquisa procurou explorar o contexto e utiliza????o de produtos financeiros de cr??dito no Brasil, considerando o recente cen??rio de inclus??o financeira.
