No. of bitstreams: 1 Mendes_PauleJeanneVieira_D.pdf: 1668046 bytes, checksum: 6306336b03c0e8a1bebc5beb4412a4b6 (MD5) Previous issue date: 2009 / Resumo: Ao longo de sua história o Brasil estabeleceu uma ampla, complexa e competitiva estrutura de pesquisa compondo o chamado Sistema Nacional de Pesquisa Agropecuária (SNPA), o qual tem sido capaz promover inovações tecnológicas fundamentais para a expansão do agronegócio. Esta mesma estrutura já há algum tempo tem sido pressionada a se reorganizar e estabelecer modelos organizacionais mais competitivos e sustentáveis capazes de explorar a diversidade e complementaridade das organizações públicas e privadas relacionadas ao desenvolvimento científico, tecnológico e inovação. É com essa perspectiva que sistema de inovação tem sido apontado como uma abordagem a ser utilizada na agricultura. Esta tese tem como objetivo principal identificar fatores relacionados à organização e ao gerenciamento da P,D&I, que possam mostrar o quanto a pesquisa agrícola no Brasil tem sido orientada por tal abordagem. Além disso, explora-se o papel das inovações institucionais e organizacionais como mecanismos importantes para se avançar rumo a um sistema de inovação agrícola (SIA). Para atender ao objetivo proposto a primeira parte da tese apresenta o referencial teórico caracterizando os conceitos de sistema de inovação e de inovações institucionais e organizacionais e também discutindo a aplicação de tais conceitos no contexto da pesquisa agrícola. Na segunda parte da tese, a partir da descrição da trajetória de composição da estrutura de pesquisa agropecuária, é feita uma reflexão quanto ao alinhamento do SNPA, àquela abordagem, particularmente quanto a sua composição (agentes e atribuições); e também em relação aos principais procedimentos e práticas relacionados à pesquisa. Atenção especial é dada aos institutos públicos de maneira a destacar que neste segmento tem se caracterizado uma relação de assimetria tendo de um lado a Embrapa e seus Centros de Pesquisa e de outro as Organizações Estaduais (OEPA). Para complementar esta vertente mais analítica da tese, são descritas três inovações institucionais em termos de arranjos de P,D&I, as quais também são analisados em relação ao seu alinhamento à abordagem de SIA. Os arranjos descritos foram: a Rede Genolyptus; o Consórcio Café; e o Fundecitrus. Os procedimentos metodológicos consistiram na coleta de dados primários e secundários, por meio de pesquisa bibliográfica; análise documental; e realização de entrevistas com os coordenadores dos arranjos estudados. Uma das conclusões da tese mostra que no âmbito do SNPA como um todo, não existem iniciativas sistemáticas e intencionalmente direcionadas para se instituir uma nova forma de gestão e organização da P,D&I que seja alinhada à abordagem de sistema de inovação agrícola. Contudo, existem iniciativas menos abrangentes nas quais grupos de organizações têm protagonizado importantes inovações institucionais estabelecendo novos arranjos de pesquisa cuja configuração, procedimentos e práticas apresentam consonância com os fundamentos daquela abordagem. / Abstract: Throughout its history, Brazil has established an extensive, complex and competitive research structure, composing what is known as the National System of Agricultural Research (SNPA), which has been able to promote fundamental technological innovations for the expansion of agribusiness. This same structure has been, for some time now, under pressure to reorganize itself and to establish more competitive and sustainable organizational models capable of exploring the diversity and complementarity of the public and private organizations related to scientific and technological development and innovation. It is under this perspective that the innovation system has been denoted as an approach to be used in agriculture. This thesis?s main goal is to identify factors relating to the organization and to the management of R,D&I, which can show how agricultural research in Brazil has been oriented by such approach. Furthermore, the role of institutional and organizational innovations is explored as an important mechanism to make headway towards an agricultural innovation system (AIS). In order to achieve the proposed goal, the first part of this thesis presents the theoretical referential characterizing the concepts of the innovation system and of institutional and organizational innovations, also discussing the application of such concepts within the context of agricultural research. In the second part of the thesis, basing on the description of the course of the agricultural and livestock research structure composition, the alignment of the SNPA to that approach is contemplated, particularly as to its composition (agents and attributions); and also in relation to major procedures and practices relating to the research. Special attention is given to the public institutes so as to emphasize that in this segment a relation of asymmetry is characterized, with Embrapa and its Research Centers on one side and State Organizations (OEPA) on the other. To complement this more analytical aspect of the thesis, three institutional innovations are described in terms of R,D&I arrangements, which are also analyzed in relation to their alignment to the AIS approach. The arrangements described are: Genolyptus Network; Coffee Consortium; and Fundecitrus. The methodological procedures consisted in the collection of primary and secondary data through bibliographical research; documental analysis; and in interviews conducted with the coordinators of the studied arrangements. One of the conclusions of the thesis shows that in the scope of the SNPA as a whole, there is an inexistence of initiatives which are systematic and intentionally directed to institute a new form of management and organization for R,D&I aligned with the innovation system approach. However, there are less comprehensive initiatives in which organization groups have featured important institutional innovations establishing new research arrangements whose configuration, procedures and practices present consonance with the fundaments pertaining to that approach. / Doutorado / Doutor em Política Científica e Tecnológica
