An analysis of Macau International Airport as a supplementary freight runway for the Hong Kong International Airport

To analysis whether the Macau International Airport (MIA) can be a supplementary freight runway for the Hong Kong International Airport (HKIA), this paper provides an overview of the airport system regarding air freight in Hong Kong and Macau. The paper is done in the context of operational, managerial and institutional. Through understanding the nature of air freight and multi-airport system, this paper will deeply analyze the transport connection network in between Hong Kong and Macau and in between the HKIA and the MIA and this paper found that the existing poor transport connection network in between Hong Kong and Macau largely affect the MIA as a successful supplementary freight runway for the HKIA. Beside, through analyzing the airlines and freight forwarders’ choice on airports in between HKIA and MIA and the inter-relationship in between airport, airport operators, airlines and freight forwarders/shippers, this paper found that the HKIA has absolute advantage over the MIA. Thus, the finding of the paper concluded that an efficient inter-modal aircrafts’ equipments system in between Hong Kong and Macau must be built. Peer assessment in mathematics lessons : an action research in an eighth grade class in Macau

The examination-oriented assessment methods have been widely employed in Macau but the over-dependence on such methods may hinder students’ balanced development of mathematical proficiency (Morrison & Tang, 2002; Schoenfeld, 2007). Peer assessment may compensate the limitation of those methods by engaging students actively to assess. However, little research has focused on the implementation of peer assessment in Macau secondary school. This dissertation reports a study which implemented a five-step peer assessment in an eighth grade mathematics lesson in Macau based on Ploegh at al.’s (2009) and Tillema et al.’s (2011) frameworks, in which the quality criteria are taken into account for revising the procedures. 16 students participated in three action cycles and the action plan was modified to explore how the changes to the peer assessment may influence students’ learning and students’ views towards the implementation of peer assessment. The results show that it is effective to establish a formative peer assessment to promote students’ mathematical learning in Macau by adopting the frameworks. The students in general held positive attitude towards the implementation of the peer assessment. They regarded it as a fair assessment, appreciated the extra opportunity to discuss mathematics, and treated it as a way to collect more feedback on their strength and weakness. Peer assessment also served as a learning activity which helped them gain deeper understanding of mathematics. It was found that students’ involvement in the setting of the assessment criteria, making judgment and writing narrative feedback improved students’ use of mathematical language to express their ideas. Providing more opportunities to judge and discuss mathematical problems also fostered the development of their mathematical proficiency. This study also reveals that asking peers for feedback and discussion about the feedback is an efficient way to develop students’ adaptive reasoning. The students’ change of performance in the action cycles also suggests that peer assessment has the potential to help the students access higher level of development in their zone of proximal development (ZPD) and balance the role of authority in mathematics classroom. / published_or_final_version / Education / Master / Master of Education

Governing injecting drug users in the context of risk environment under neo-liberal drug policy in Macao

This thesis analyses the construction of the risk environment with the emergence of a harm reduction policy in Macao, which, I propose acts as a regulatory regime to address the HIV/AIDS epidemic among injecting drug users (IDUs). On the one hand, the policy has endeavoured to address the various levels of the risk environment on the IDUs; on the other hand, it is also portrayed as a bio-political project situated in the history of drug control and public health surveillance in Macao. With harm reduction imperatives such as the methadone maintenance treatment (MMT) and needle and syringe programme (NSP), addict citizens are refashioned and made up to be a particular form of drug using subject – health conscious citizens who rationally and calculatingly perform in the use of drugs in a controlled manner in order to minimise drug-related harm to themselves as well as the general society. With the conferral of neoliberal subjectivity, they are offered political benefits in symbolic and material resources, such as recognition, trust and legitimate status, to obtain welfare. However, the tradeoffs are their freedom and mobility in being constrained by the methadone treatment, which is metaphorically represented as “liquid handcuffs”. The study utilises ethnographic research methods, such as video-recording, photo-taking, field observations and in-depth interviews, as its data sources. The data analysis is informed by a thematic approach, especially discourse and content analyses. Inspired by risk governmentality, IDUs are not passively subjugated to the surveillance of the treatment regime. Contrarily, they actively display modest amounts of agency, which they assert themselves by developing various streetwise risk strategies to handle overdosing. A code of ethics with regards to moral economy and responsibility are cultivated in the drug user community under the impacts of harm reduction (expert) discourses. In the face of entrenched double stigma around drug addiction and HIV/AIDS which shape their risk environment and spoiled identity as junkies, the drug users in this study endeavour to innovate strategies of resistance with the use of harm reduction measures to properly manage their spoiled identity and reclaim their citizenship. This gives them more freedom, autonomy and pleasure in their life experiences through the negotiation process that is embedded in the risk environment. The theoretical implications of this study include: the integration of risk governmentality with risk environment, and an assessment of harm reduction imperatives, including their effect as a newer form of governance on IDUs, which might conceal the material constraints that they face. In short, harm reduction requires a critical focus on the benevolence of biopolitical projects, such as the MMT and NSP, which, while not intentional, might legitimise the repressive measures directed at drug users – who ultimately are not willing to trade their freedom to take part in ―healthy self-care‖ projects under a neoliberal drug policy. / published_or_final_version / Sociology / Doctoral / Doctor of Philosophy

The Hong Kong Special Administrative Region: Making "One Country, Two Systems" Work

The dissertation examines how the unprecedented principle, "one country, two systems," can best work in Hong Kong. Because of the political, economic, legal, historical and cultural differences between Hong Kong and China, China pledges to let Hong Kong maintain its capitalist system and way of life. The Chinese socialist system and policies will not be practiced in Hong Kong. The Hong Kong people will have a high degree of autonomy in ruling themselves. The actual degree of autonomy that Hong Kong enjoys in governing itself will be the benchmark for evaluating whether the principle is a success or a failure. The best way for Hong Kong to secure its high degree of autonomy, this dissertation argues, is to construct an open and responsible government. To this end, this study proposes a series of institutional changes. These changes include: selecting the Chief Executive by universal suffrage; creating a system of ministerial responsibility; and enacting a freedom of information law. This study also suggests proposals to strengthen the operation of Hong Kong's legislature, the Legislative Council (LegCo). These proposals include: removing restrictions on the legislators' power to initiate "private members" billsâ ; restoring the LegCo's simple majority vote count system; and reforming the LegCo's committee and staff support systems. The purpose of all these changes is to construct an open and responsible governmental system in Hong Kong. Field study included interviews with politicians and academics involved in Hong Kong politics, examining relevant government documents, academic studies, commentaries of the newspapers, and personal observation of the case. The ultimate aim of this dissertation is to contribute to the discussion now being conducted in Hong Kong on the creation of a responsible government and the successful implementation of the principle of "one country, two systems." / Ph.
