Stability of the money demand function and monetary inflation in the East African community

This research attempts to evaluate the stability of money demand functions and estimate monetary inflation models in the East African Community (EAC), using quarterly aggregate data that range from 2000Q1 to 2012Q3. We used Johansen co-integration analysis to estimate and analyse the stability of the M3 money demand model for each country member of the EAC. From this estimation, we derived a country-specific measure of money overhang. We compared its forecasting power of future inflation with that of money stock growth, and money stock available in the economy. Regarding country-specific money demand functions, with the exception of Uganda, we identified a reasonable and stable country-specific M3 money demand model. Also, for predicting future inflation, the estimation results showed that M3 money stock growth is more reliable in Burundi and in Kenya, while M3 money overhang is preferable in Rwanda and M3 money stock in Tanzania. As both country-specific and regional (EAC area) information on monetary quantity growth and its impact on price level is important to know in a monetary union, we considered the EAC area as a single market and attempted to estimate the aggregate (EAC area) demand functions for broad money M2 and M3 using Johansen co-integration analysis. The estimated long-run aggregate money demand models M2 and M3 appeared to be stable over the sample period. However, the aggregate M2 and M3 at the EAC level were proven to be weakly exogenous, which should discard them for consideration at the EAC level as the intermediate targets variables in order to achieve the overall objective of price stability in the EAC region. Instead, short-term interest rate should be given a prominent role in monetary policy framework at the EAC level.

An analysis of current East African higher education systems and institutions

Higher education (HE) institutions play a vital role in the generation of new knowledge in the 21st Century, as HE is recognised as a key force for modernisation and development. The development and advancement of information technology have led to an interconnected, borderless world of knowledge, and HE institutions have become part of what is known as the global HE network society. HE institutions in developed countries are the most actively involved in producing and disseminating knowledge, and compete with one another in adding to this world stock of knowledge. In addition, HE has become a national priority in developed countries, and governments place pressure on HE institutions to form part of and remain active in the global HE network society in order to contribute to the knowledge-centred economy of today. However, the developing world lags far behind in becoming part of the global HE network society. As long as the developing world face constraints in attempts to improve national economies, alleviate poverty and maintain sustainability, prospects of contributing to, and participating in the global HE network society seem unlikely. HE can be used as a tool in addressing national development needs. With the necessary support and recognition from governments, HE should play a vital role in the process of reform and the revitalisation of developing countries. Africa is the least developed in terms of HE institutions. Approximately 300 institutions fit the definition of a university across the continent. While some countries on the continent, especially in Southern and Northern Africa, can claim comprehensive academic systems, most have just a few academic institutions and some countries have not yet even established differentiated post-secondary systems. It is generally assumed that most countries south of the Sahara lack adequate HE systems, or that they have no HE systems at all. Very little information on African HE systems and institutions, and how they function, is available, and there is a need for a deeper investigation into African HE systems and institutions. The vastness and diversity of the African continent does not allow for a single study of all African countries and their HE systems and institutions. It is for this reason that East Africa, comprising Kenya, Uganda and Tanzania, was chosen for this study. This specific region exhibits common characteristics amongst its countries. A British colonial history, similar secondary schooling systems and a predominance of the English language, set East Africa apart from the rest of the African continent. East African HE functions on a regional, national, and institutional level, and their way of functioning is interdependent.

Influence of climate change and variability on Coffea arabica in the East African highlands

A thesis submitted in fulfilment of the requirements for the degree of Doctor of Philosophy (Agroclimatology) at the University of Witwatersrand, 2017. / Plant development is inherently linked to meteorological variability. The phenology, distribution and production of crops and wild relatives has already altered in response to climate change. Recent years have produced the warmest mean annual global temperatures since 1880, with 2016 setting the highest record thus far. Such profound changes have sparked investigations into the impact of temperature and rainfall on crop development, particularly those with profound economic importance such as coffee (C. arabica). The crop is a fundamental source of income for smallholder farming communities and governments throughout the tropical highlands. However, the impact of climate change on C. arabica has yet to be quantified using empirical data in East Africa, leaving uncertainty in the cultivable future of the crop. Therefore, the objective of this thesis is to investigate the influence of climate change and variability on C. arabica yields and phenology in East Africa. Using a spatio-temporal approach, trends and relationships between coffee performance and meteorological variables were analysed at different scales and time periods ranging from the macroclimatic national scale (49 year), to the meso- and microclimatic farm level (3 year) scale, and finally to the microclimatic canopy and leaf level (hourly) scales. Data from all three climatic continua reveal for the first time that temperatures, and particularly rapidly advancing night time temperatures, are having a substantial negative impact on C. arabica yields. Forecasting models based on these biophysical relationships indicate that by the year 2050, smallholder farmers would on average harvest approximately 50% of the yield they are achieving today. Warming night time temperatures are also responsible for advancing ripening and harvest phenology. As a result, bean filling and development time is reduced, thereby potentially resulting in lower quality coffee. Trends in precipitation do not appear to have any substantial impact on C. arabica yields or harvest phenology, however, it is proposed that rainfall would act synergistically with temperatures to influence plant development and other phenological phases such as flowering. Finally, thermography is introduced as a novel complementary technique to rapidly analyse the suitability of different agroecological systems on coffee physiology at the leaf level. High temporal resolution (hourly) data, illustrate the success of the method in variable meteorological and environmental conditions. The findings contribute to advancing the protocol for use at the canopy and plantation level on coffee, so that appropriate microenvironment designs and adaptation mechanisms be put in place to accommodate climatic change. Avoiding increments in night time temperatures is key to maintaining or improving yields and fruiting development. Farming at higher altitudes and novel agroforestry systems may assist in achieving lower night time temperatures. Importantly, data reveal that careful analysis of various cropping systems, particularly at lower altitudes, is critical for providing suitable microenvironments for the crop. / XL2017

A growth and management model for coniferous plantations in East Africa

A mathematical model is presented for growth and yield of Cupressus lusitanica, Pinus radiata and Pinus patula growing in the highlands of Kenya, Uganda, Tanzania, and Malawi, based on permanent sample plot data. Stand dominant height is predicted by a log/reciprocal function of age and site Index. Initial diameter distributions are predicted by spacing at a dominant height of 7 metres and generated by a Weibull function. The diameter distribution of stems is simulated by a vector of 10 cumulative percentiles which are incremented over each growth period by a function based on relative basal area, dominant height, and tree dominance. Relative basal area is defined in terms of maximum basal area, which. itself is modelled by a Chapman-Richards function in terms of dominant height. Dominance is defined as the ratio of tree diameter to stand dominant diameter. Thinnings are simulated by a novel and efficient algorithm that takes some trees from all size classes but is biassed to the smaller stems, although the degree of bias varies with thinning intensity. Tree volumes are determined by a new tree taper function using a quadratic/cosine model of relative height and relative sectional area. An algorithm is presented based on the taper function for subdividing stand volume into classes determined by log diameter and length. Validation of the model showed that diameter increment and height prediction, as well as the thinning routine were very accurate over a wide range of stand conditions; but the taper function was biassed towards underestimation of larger sizes and required re-fitting by a suitable method of weighting, whilst the initial distribution estimation required an additional variable to account for some of the variation occurring in practice. Two computer programs and a subroutine library are presented in the Appendix. VYTL-2 is a program to produce variable yield tables; whilst PYMOD is a forecasting program for multicompartment forests.

An assessment of abundance trends and biology of langoustines (Metanephrops mozambicus) and pink prawns (Haliporoides triarthrus) from the deep-water trawl fishery off eastern South Africa.

Deep-water trawling (>200 m deep) for crustaceans in the South West Indian Ocean (SWIO) yields catches of several species, including prawns (Haliporoides triarthrus, Aristaeomorpha foliacea, Aristeus antennatus and Aristeus virilis), langoustine (Metanephrops mozambicus), spiny lobster (Palinurus delagoae) and geryonid crab (Chaceon macphersoni). Infrequent deep-water trawling takes place off Tanzania, Kenya and Madagascar; however, well-established fisheries operate off Mozambique and South Africa. Regular trawling off South Africa started in the 1970’s, mainly targeting M .mozambicus and H. triarthrus. Catch and effort data for the South African fishery were regularly recorded in skipper logbooks over a 23 year period (1988 – 2010); this database was obtained from the Department of Agriculture, Forestry and Fisheries (DAFF) in order to assess abundance trends of M. mozambicus and H. triarthrus. Generalized linear models (GLM) were used to quantify the effects of year, month, depth and vessel on catch per unit effort (CPUE). By year, the standardized CPUE of M. mozambicus increased, and three factors (or a combination of them) could explain the trend: reduced effort saturation, improved gear and technology, or an increase in abundance. By month, CPUE peaked in July and was highest between depths of 300 and 399 m. The standardized CPUE of H. triarthrus fluctuated more by year than for M. mozambicus, possibly because it is a shorter-lived and faster growing species. The monthly CPUE peaked in March, and was highest between depths of 400 and 499 m. Totals of 2 033 M. mozambicus (1 041 males and 992 females) and 5 927 H. triarthrus (2 938 males and 2 989 females) were sampled at sea between December 2010 and March 2012, during quarterly trips on-board a fishing trawler. A GLM framework was used to explore their size composition, sex ratio variability, size at maturity and reproductive cycles. Male and female M. mozambicus size distributions were similar, but varied by month and decreased as depth increased. Female H. triarthrus were significant larger than males; size structure varied by month, but showed no change over depth. The sex ratio of M. mozambicus favoured males (1 : 0.89), but was close to parity in all months, except November when males predominated. H. triarthrus exhibited parity (1 : 1.002) with no significant variations in sex ratios by month. The proportion of egg-bearing M. mozambicus in the population declined between March and August (hatching period) and then increased until December (spawning period). The L₅₀ (length at 50% maturity) of M. mozambicus was estimated to be 49.4 mm carapace length (CL), and the smallest and largest observed egg-bearing females were 33.5 and 68.6 mm, respectively. No reproductively active female H. triarthrus were recorded during the sampling period. Growth parameter estimates for M. mozambicus (male and female combined) using Fabens method were K = 0.48 yearˉ¹ and L∞ = 76.4 mm CL. Estimates for the von Bertalanffy growth formula (VBGF) were: K = 0.45 yearˉ¹ and L∞ = 76.4 mm CL. H. triarthrus male and female growth parameter were estimated separately. For males they were K = 0.5 yearˉ¹ and L∞ = 46.6 mm CL using Fabens method, and K = 0.76 yearˉ¹ and L∞ = 46.6 mm CL using the VBGF. For females they were K = 0.3 yearˉ¹ and L∞ = 62.9 mm CL using Fabens method, and K = 0.47 yearˉ¹ and L∞ = 62.9 mm CL using the VBGF. CL to total weight regressions were calculated for both species; no significant differences were found between male and female M. mozambicus, although H. triarthrus females became larger and heavier than males. Comparisons with three earlier studies (Berry, 1969; Berry et al., 1975; Tomalin et al., 1997) revealed no major changes in the biology of either species off eastern South Africa. Stocks appear to be stable at current levels of fishing pressure, although some factors are not yet fully understood. Disturbance caused by continual trawling over a spatially limited fishing ground may affect distribution and abundance patterns, especially in M. mozambicus, which was less abundant in the depth range trawled most frequently. The absence of reproductive H. triarthrus in samples suggests that they occur elsewhere, and there is some evidence of a possible spawning migration northwards to Mozambique; this suggests that H. triarthrus is a shared stock between South Africa and Mozambique. The results from this thesis will add to the knowledge of M. mozambicus and H. triarthrus in the SWIO, and provide a basis for developing sustainable management strategies for the deep-water crustacean trawl fishery off eastern South Africa. / Thesis (M.Sc.)-University of KwaZulu-Natal, Westville, 2013.

Developing a risk map of malaria transmission for East Africa

Background: The distribution of malaria in sub-Saharan Africa is determined largely by climatic influences on the development and survival of P. falciparum and its Anopheline vectors. This inter-relationship has been exploited in developing a limited number of predictive maps of malaria's distribution but these climate maps have limitations. Climate alone does not fully describe the complex dynamics of transmission and, in particular, human influences such as urbanization and the use of widespread anti-malarial interventions. The improved accuracy and validation of solely climatedriven maps relies on the availability of robust malariometric training data. To date, such data have been scarce. This study redresses several deficiencies of existing malaria maps for Africa through the collation of an extensive database of empirical P. falciparum prevalence data, the investigation of the relationship between prevalence and a widely-used climate-driven map, an assessment of the influence of urbanization on prevalence and finally, through the use of empirical training data to develop an improved malaria map for Kenya, Tanzania and Uganda. Methods: An extensive published and grey-literature search was conducted between 1996 and 2004 and identified 2003 P. falciparum prevalence surveys conducted among childhood populations across East Africa between 1927 and 2003. Stringent criteria were applied to select the best sample data; only randomly sampled community-based surveys, surveys with samples >=50 children, surveys conducted between 1980-2004 and children aged 0-14 years, and surveys which were spatially and temporally unique. The selected data were used to investigate the association between P. falciparum prevalence and a fuzzy logic climatic suitability (PCS) map of malaria transmission, the effect of urbanization on prevalence and to train Fourier-processed multi-temporal climate surrogate data derived from meteorological satellites in order to predict prevalence for un-sampled areas. Using discriminant analysis, the top ten climatic predictor variables that distinguished best between 4 categories of malaria prevalence (0-<5, 5-<25%, 25-<75% and >=75%) were selected and these used to develop a predictive transmission map.
