The perpetual conflict in Darfur, Sudan, which started anew in 2003, had dire
humanitarian consequences and threatened international peace and security. The UN
Security Council, which has the primary responsibility for maintaining international
peace and security, adopted Resolution 1769 on 31 July 2007 and authorised a 26 000
person-strong joint African Union/United Nations hybrid operation in Darfur
(UNAMID) to take over from AMIS (the African Union peace operation in Darfur).
UNAMID was established with dual command and control linked to both the African
Union and the United Nations and both organisations would have an equal say in its
mandate and operations. Given this unique and unprecedented arrangement between
a regional organisation and the United Nations in terms of maintaining international
peace and security, the aim of this research was to:
• Understand and describe the political motivations/reasons why the United
Nations formed a hybrid peace operation with the African Union;
• Establish in which way the aforementioned impacted on future efforts of the
United Nations to maintain international peace and security, especially on the
African continent; and, based on this,
• To determine whether or not hybrid operations were a viable alternative for
the United Nations to maintain international peace and security.
By means of a thorough analysis of the theoretical underpinnings of international
peace and security, an assessment of the peace and security architecture of the United
Nations and the African Union, an investigation into the origins of the Darfur conflict,
an examination of the structure and mandate of UNAMID, and through an empirical
investigation, a new theoretical proposition is provided in the conclusion of the thesis.
It is concluded that the UNAMID model, in practical terms, is not an optimal
mechanism for the United Nations to use to maintain international peace and security
because it suffers from numerous internal political inequities and operational

Nuclear energy in Africa : a legal framework for sustainable energy access / Michelle BarnardBarnard, Michelle January 2014 (has links)
The promotion of sustainable development is an objective shared by African Union (AU) member states and the pursuance thereof is expressly mandated by the Constitutive Act of the African Union, 2000 and the Treaty Establishing the African Economic Community, 1992. Lack of access to modern energy sources, such as electricity and the heavy reliance on traditional biomass as primary energy source are factors contributing to the non-achievement of the promotion of sustainable development. These factors are collectively referred to as energy poverty. The African Continent as a whole has limited, and in some instances, lack access to modern energy sources while the majority of its population relies heavily on traditional biomass as primary energy source. Africa can accordingly be classified as an energy poor region–a situation which does not bode well for the promotion of sustainable development. Access to reliable, affordable, economically viable, socially acceptable and environmentally sound energy services and resources is fundamental to socio-economic development. Mitigating the impacts of energy poverty and more specifically lack of access to modern energy sources on the sustainable development of Africa depends upon ensuring increased access to modern energy sources.
The above-mentioned instruments furthermore contain provisions which link regional cooperation on the formulation of coordinated regional law and policy on areas/matters of common concern with the achievement of the objective of promoting sustainable development in Africa. One of the areas of common concerns listed is that of energy. Regional cooperation must accordingly be geared towards the effective development of the continent‘s energy and natural resources; promoting the development of new and renewable energy in the framework of the policy of diversification of sources of energy; and establishing an adequate mechanism of concerted action and coordination for the collective solution of the energy development problems within the AU. The formulation of coordinated energy law and policy should take place with reference to the specific sources of energy to be regulated. In this regard, the provisions of the Abuja Treaty and other sub-regional energy access initiatives list various sources of energy as forming part of a diversified AU energy mix – one of which is nuclear energy.
In this study recommendations are made as to what should be embodied in a coordinated AU regional nuclear legal framework aimed at regulating increased access to nuclear energy capable of contributing towards the promotion of sustainable development. ICT adoption in a multicultural context: a case study of the African UnionThuiya, Robert W. 04 1900 (has links)
Text in English with summary and key words in English, isiZulu and Afrikaans / Information and Communications Technology (ICT) adoption in a multicultural context needs to be well understood, since smooth ICT operations within several key sections of any multicultural organisation are impacted on by cultural factors. This study seeks to investigate the importance and effects of several variables – cultural tastes, cultural values, social structures, and the communication context and language – on ICT adoption in the African Union (AU). It also enhances understanding of issues faced by AU when adopting ICT in their daily operations.
The study has reviewed theoretical literature, specifically Diffusion of Innovation Theory (DIT), Unified Theory of Acceptance and Use of Technology (UTAUT), The Competing Values Framework/Model, and Value-Based Adoption Model (VAM). The study used the value-based adoption model because in a multicultural environment such as AU, if an innovation is valuable and cost effective then they users are likely to adopt it.
Reliability scores of the constructs were calculated by averaging the scores. The variables that could cause impact on ICT adoption included cultural values, social structure, culture taste, language and communication context. The tool was tested for reliability, and those questions that were found and unreliable questions were taken out from the final study. To enhance the test of validity of factors, Exploratory Factor Analysis (EFA) was preferred as the initial step in the validation process.
The research was conducted at the AU offices within and outside of Ethiopia. A total of 288 participants completed a semi-structured questionnaire. Exploratory factor analysis was used. The findings indicate that language and cultural taste had a noteworthy effect at the stated significance level (α<0.05). Cultural values, communication, social structure and the communication context were found to be insignificant at the stated significance level (α<0.05).
The study recommends that the AU embraces inclusivity of different and diverse languages into its ICT systems, to facilitate adoption and use by employees.
