It is responsibility of the public power the implementation of initiatives designed to enable the regional integration to the other regions of the country, mostly the energy new sources development to implement the so required economic growth in this region. Alternatively, there are the agencies of regional development, among these SUFRAMA, whose actions are addressed to strengthening governmental actions to develop western Amazonia and promote the integration of the northern border of the country. In this scenery, this research seeks an approach on the role of SUFRAMA in attracting industrial investments, having as purpose the elaboration of the guidelines that favor a compatible energetic managing according to the regional characteristics. In this way, among the goals of this work, is that of evaluating the different missions of the regional development agencies, seeking to identify their relation with the energetic matter, identifying as this problem is treated in the scope of the Manaus Free Zone Superintendency, and proposing a systematics for adequating the administration of the energetic matter led by SUFRAMA, in order to contribute for the regional development. The research is justified by the relevance of the energetic sector and the crucial importance of attracting industrial enterprises and developing other sectors, such as trade and services. To reach these goals, it has adopted as methodology, a quali-quantitative character, because the study, itself, is centered in the treatment given to the energetic subject in the context of an agency of regional development, still making use of tables and graphics, in which are analyzed the collected data. Regarding its purposes, this research has a descriptive form, for exposing the characteristics of the energetic sector and to describe SUFRAMA’s performance on treating the energetic matter. The means of the present research are bibliographical, taking as base published material in books, newspapers, periodical publications and electronic nets. Finally, it concludes that even exercising an important role in the conduction of the regional development, SUFRAMA, does not yet have specific resources for the energetic managing, what, anyway, limits or even decreases its results, all of which could be more expressive. In spite of this, there are full conditions so that this entity act in certain way, in the energetic sector, through the aid of local, regional, national and international partnerships. / A relação entre energia e crescimento econômico é a problemática deste trabalho, onde as conseqüências da falta de um planejamento estratégico público neste setor comprometem não apenas a atividade econômica, mas as próprias condições sociais da população. É responsabilidade do poder público a implementação de iniciativas que possibilitem a integração regional com as demais regiões do país, principalmente o desenvolvimento de novas fontes de energia que fomentem o crescimento econômico tão requerido nesta regi ão. Alternativamente tem-se as agências de desenvolvimento regional, dentre esta s a SUFRAMA, que está direcionada no sentido de fortalecer ações governamentais que desenvolvam a Amazônia Ocidental e promovam a integração da fronteira norte do país. Neste cenário, busca-se uma abordagem do papel da SUFRAMA na atração de investimentos industriais, tendo como pressuposto a elaboração de diretrizes que favoreçam uma gestão energética compatível com as características regionais. Assim, dentre os objetivos deste trabalho teve-se o de avaliar a missão de diferentes agências de desenvolvimento regional, buscando estabelecer sua relação com a questão energética, identificando como essa questão é tratada no âmbito da Superintendência da Zona Franca de Manaus, e propor uma sistemática para a gestão adequada da questão energética a ser utilizada pela SUFRAMA a fim de contribuir para o desenvolvimento regional. Justifica -se a pesquisa pela relevância do setor energético e por ser de crucial importância para a atração de empreendimentos industriais bem como para o desenvolvimento de outros setores como o de comércio e de serviços. Para alcançar os objetivos adotou-se como metodologia, a natureza quali -quantitativa, pois o estudo centra-se no tratamento dado à questão energética no contexto de uma agência de desenvolvimento regional, utilizando-se ainda de tabelas e gráficos em que se analisaram os dados coletados. Quanto aos fins, é uma descritiva, por expor as características do setor energético e descrever a atuação da SUFRAMA no tratamento da questão energética. Os meios da presente pesquisa são bibliográficos, tendo por base material publicado em livros, jornais, periódicos e redes eletrônicas. Por fim, conclui-se que, mesmo exercendo um papel relevante na condução do desenvolvimento regional, a SUFRAMA ainda não dispõe de recursos específicos para a questão energética, o que, de certa forma, limita ou mesmo diminui seus resultados, os quais poderiam ser mais expressivos. Apesar disso, há plenas condições para que esta entidade atue de maneira determinante no setor energético, através de parcerias locais, regionais, nacionais e internacionais
