Of the point of view theoretical, conceptual and inside referential evolutionist is looked for to study the specialized productive agglomeration, beginning with Marshall, Krugman, Porter, Schmitz leaving for the regional development theories and her path in the recent production in regional economy. Besides the competitiveness that is defined, just as having proposed for Kupfer, 1996 - as the capacity of the companies they formulate and they implement strategies competitions to allow to enlarge her or to conserve, in a durable way, maintainable positions in the market, but privileging her systemic dimension, with focus in the local. In that context, the main objective is to verify the growth possibilities and sustentation of the competitiveness. The main used hypothesis is that the competitiveness depends directly on the accumulated capital stock in the arrangement, and, it is affected strongly by the synergy generated in the interaction among companies and of these with the other actors of the atmosphere, as well as in an incisive way, the importance of politics public active in the construction of located competitive advantages. After verifying those possibilities, it was verified that the Local Productive Arrangement of Shoes of Goiânia - Goianira have low capacity of united actions collective efficiency due to the incipient and fragile character of the cooperation relationships among the actors of the arrangement. Though, the arrangement is in the initial phase of development. / A presente Dissertação estuda a Competitividade do Arranjo Produtivo Local de Calçados de Goiânia Goianira sob o enfoque dos Arranjos Produtivos Locais. Do ponto de vista teórico, conceitual e dentro do referencial evolucionista, busca-se estudar as aglomerações produtivas especializadas, iniciando com Marshall, Krugman, Porter, Schimitz partindo para as teorias de desenvolvimento regional e sua trajetória na produção recente em economia regional. Além da competitividade que é definido, tal como proposto por Kupfer, 1996 - como a capacidade das empresas formularem e implementarem estratégias concorrências que lhe permitam ampliar ou conservar, de forma duradoura, posições sustentáveis no mercado, mas privilegiando a sua dimensão sistêmica, com foco no local. Nesse contexto, o objetivo principal é verificar as possibilidades de crescimento e sustentação da competitividade. A principal hipótese utilizada é que a competitividade depende diretamente do capital social acumulado no arranjo, e, é fortemente afetada pela sinergia gerada na interação entre empresas e destas com os demais atores do ambiente, bem como de forma incisiva, a importância de políticas públicas ativas na construção de vantagens competitivas localizadas. Após verificar essas possibilidades, constatou-se que o Arranjo Produtivo Local de Calçados de Goiânia - Goianira têm baixa capacidade de ações conjuntas eficiência coletiva devido ao caráter incipiente e frágil das relações de cooperação entre os atores do arranjo. Todavia, o arranjo encontra-se na fase inicial de desenvolvimento.
