A reforma agrária como uma política pública de desenvolvimento ou política social? Uma análise a partir dos assentamentos rurais Tereza do Cedro e Dandara no município de Uberaba/MG /

Only 0,8% of land owners have possession of 31,6% of arable lands. It is estimated that promoting a land reform, which would raise the decentralisation of land structure in Brazil, would directly benefit 2,5 million of landless families. Land reform, thus, as a public policy of development, together with either agricultural and social policies, could trigger a rural development process in Brazil, sustained not only by an agricultural development. On the other hand, it is known that the social, political, economical, therefore historical options made by the earlier Brazilian governments on land reform now lead to a "non-land reform", according to Oliveira (2011). Thereby, much more than a dispossession policy is expected for solving the social inequality that follows the rise of the country, with public policies that may contribute and enhance the sojourn of settled people in the rural settlements. In this thesis, we aim to question, discuss and think over the land reform ongoing in Uberaba, and if it can be whether characterized as a public policy of development or becomes an increasingly selective, focused and compensatory social policy. Therefore, a bibliographic, documental research was made, which enabled a theoretical practical essential improvement for the reflective process of the information obtained on field research and on participant observation. Apenas 0,8% de los propietarios rurales ocupan 31,6% de las tierras agricultables. Es estimado que la realización de la reforma agraria, promoviendo la desconcentración de la estructura fundiaria en Brasil, beneficiaría directamente 2,5 millones de familias sin tierra. En este contextos la reforma agraria, mientras política pública de desarrollo, junto a las políticas agrícolas y sociales podría desencadenar en nuestro territorio un proceso de desarrollo rural sostenido no apenas de desarrollo agrícola. Entretanto, sabemos que las opciones sociales, políticas, económicas, por lo tanto históricas que atraviese los gobiernos brasileños, en torno de la reforma agraria resultan en la actualidad en una "no reforma agraria", en las palabras de Oliveira (2011). Así, para que se pueda obstruir la desigualdad social engendrada en el país desde su constitución se presupone no solo una política de desapropiación, pero mucho más: políticas públicas que contribuyan y fortalezcan la permanencia de los asentados y asentadas en los asentamientos rurales de Brasil. En esta tesis visamos problematizar, discutir y reflectar si la reforma agraria en curso en Uberaba se caracteriza mientras la política pública de desarrollo o se torna cada vez más una política social selectiva, focalizada y compensatoria. Para o estado, investiga-se o comportamento do volume total dos gastos e sua distribuição entre as diversas áreas da ação pública relacionadas com a agricultura. Aventam-se as hipóteses a serem investigadas: a primeira que esteja havendo uma tendência de diminuição e maior pulverização destes gastos e a segunda a possibilidade de existir excesso de gravame na ação pública na área da agricultura. Utiliza-se metodologia inovadora que possibilita uma leitura setorial das contas públicas. As despesas em agricultura nos seus vários níveis de desagregação são levantadas em distintos demonstrativos dos balanços gerais. Outras fontes consultadas possibilitam ampliar o alcance das estimativas, no que se refere às relações intra e intergovernamentais na execução dos gastos em agricultura. A disponibilidade de dados, na maioria das vezes, constitui um entrave para a elaboração de estudos de maior profundidade. No caso específico dos dados de finanças públicas, mostrou-se, nesse estudo, que é fundamental a desagregação dos gastos em níveis mais elucidativos e em maior grau de detalhamento, bem como a incorporação de informações relativas a outras esferas da administração pública, e de estruturas da administração descentralizada dos governos municipais, estaduais e federal, voltadas para a agricultura. A discussão conceitual e política do orçamento público e a evolução histórica do sistema orçamentário brasileiro, considerando detalhadamente as inovações advindas com a Constituição Federal de 1988, fornecem o escopo para as inferências a partir da análise e discussão dos dados orçamentários. Assim, a forma de inserção do estado na economia em geral e na função da agricultura, em particular, é analisada a partir de leitura e interpretação dos itens da despesa pública para o período 1985-2001. A análise dos gastos em agricultura pelo governo federal e, em seguida, em Minas Gerais e nos municípios mineiros complementam a parte empírica do trabalho. Concluiu-se que os gastos do estado brasileiro por funções e programas, no período considerado, têm se concentrado de forma crescente no custeio da estrutura administrativa e operacional da administração pública e na cobertura dos encargos da dívida, em detrimento de outras alocações focadas no cidadão e na oferta dos serviços básicos à população, indicando, portanto, uma tendência à ampliação do excesso de gravame social. Tal conclusão também se aplica à questão específica do gasto em agricultura, tomando-se por base o padrão observado para Minas Gerais. / The main objective of this thesis is the estimation and evaluate of the public expenditures in agriculture in Brazil, and in Minas Gerais specifically, and to assess their efficiency as an instrument of agricultural policy. At state level, the behavior of expenditures and their distribution across different areas related to agriculture are investigated. The following hypotheses are tested: that there is a trend towards the reduction and fragmentation of these expenditures, and the possibility to exist gravame excess in the public action in the area of the agriculture. A novel methodology is employed, which permits a sectoral interpretation of the public accounts. Agricultural expenditures are analyzed at different levels of aggregation, through the state budget. Other sources have allowed more precise estimates, especially of the relationship between different levels of government in agriculture spending. The study has been severely limited by data availability. This implies that it is important to obtain greater levels of detail in public spending, and the incorporation of information relative to other spheres of public administration, and other levels of government, in agriculture. The conceptual and political discussion of the Brazilian budget system, and its historical evolution, considering in detail the changes introduced by the Constitution of 1988, provide the framework for the inferences on the basis of the budgetary data. The mode of insertion of the state in the economy in general, and in agriculture specifically, is analyzed through its expenditures between 1985-2001. Study of agricultural expenditures of the federal government and Minas Gerais and the municipalities in this state supplement the empirical analysis. It is shown that the state expenditures have been increasingly concentrated in funding administrative and operational structures and the debt service, whereas other expenditures based on public services have declined. This has generated a tendency towards to the amplification of the excess of social gravame. This conclusion is also valid for the specific case of agriculture spending, given the pattern observed in Minas Gerais. / Tese importada do Alexandria
