Opportunities for and constraints on crop production within Zimbabwe's fast-track resettlement programme: A Case Study of Fair Range Estate, Chiredzi District, South Eastern Zimbabwe.Chaumba, Joseph A January 2006 (has links)
<p>The government of Zimbabwe started implementing its fast track resettlement programme in July 2000, the objective being to accelerate both land acquisition and land redistribution. This programme witnessed a massive movement of people from various localities into mainly large-scale commercial farms in search of agricultural land. Under this programme, people were settled under the A1 model (which involves villages and land use pattern similar to those found in communal areas) as well as the A2 model, which involves commercial farming. This study investigates, documents and analyses the opportunities and constraints currently being faced by newly resettled crop production farmers in one example of an A1 model resettlement project (Fair Ranch Estate in Masvingo Province). A questionnaire was used to gather data on livelihood sources, income, assets and also aspects of the associational life of crop production farmers. Seventy households were interviewed, and a number of key informant interviews were undertaken with both government officials and the local leadership. The greatest opportunity that A1 crop production farmers in Fair Range Estate experienced was the fact that they now have access to land that they can call their own, without having to go through the market to try to acquire such land. In terms of crop production, however, farmers in Fair Range Estate face a number of challenges and constraints: they lack adequate access to tillage and livestock / the supply of inputs is inadequate / generally negative socio economic conditions prevailing in the country have led to sharp increases in prices of all basic commodities, including inputs such as fertilisers and seeds / they lack tenure security / the amount of rainfall received in the area is generally not sufficient for crop production / and many lack crop production skills. Measures to reverse this decline must include the availability of foreign currency to buy spare parts for tractors, rebuilding of the national herd, which was greatly affected by both drought and the disturbance of commercial agriculture as a result of the controversial land reform programme. Fuel should also become more readily available, and urgent policy measures be put in place to revamp institutional frameworks in the agricultural sector to make them more farmer-oriented.</p>

February 2017 / The government of Zimbabwe embarked on a land redistribution programme at the turn of the twentieth century. The programme has been mired in controversy which has culminated in polarisation. The major objective of the land redistribution was to redress historical imbalances and to increase food security by increasing access to fertile and arable land to indigenous people. Due to lack of policy clarity and consensus, the programme has so far been a huge failure. This study sought to interrogate the policy implementation and how this had impacted on productivity on the A1 model of farming in Zimbabwe. Results showed that the programme was adversely affected by lack of political will and lack of policy clarity while it was clogged with political interference. The government had failed to provide sustainable funding to enhance productivity. This had led to despondency among civil servants and beneficiaries of the land reform programme. There is ineffective implementation of policy due to factors such as lack of experienced personnel and unavailability of funding. Polarisation has seen other key stakeholders shunning this programme. Under the prevailing socio-political environment, this programme is set to be an outright failure to enhance food security sustainability. The study unpacked valuable impediments which inevitably, were drivers of poor attainment of the objectives of model A1 farming in Zimbabwe. / MT 2017

The state, farmers and dairy farming in colonial Zimbabwe (Southern Rhodesia), c.1890-1951Hove, Godfrey 03 1900 (has links)
Thesis (PhD)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: This thesis uses dairy farming in colonial Zimbabwe/Southern Rhodesia as a lens to explore the
intersection of economic, social and environmental factors in colonial agriculture from the 1890s
until 1951, when a new regulatory framework was introduced for the industry. It examines the
complex and fluid interactions between the colonial state and farmers (both white and black),
and the manner in which these interactions shaped and reshaped policy within the context of the
local political economy and the changing global economic conditions. It examines the competing
interests of the colonial state and farmers, and how these tensions played out in the formulation
and implementation of dairy development policy over time. This thesis demonstrates that these
contestations profoundly affected the trajectory of an industry that started as a mere side-line to
the beef industry until it had become a central industry in Southern Rhodesia’s agricultural
economy by the late 1940s. Thus, besides filling a historiographical gap in existing studies of
Southern Rhodesia’s agricultural economy, the thesis engages in broader historiographical
conversations about settler colonial agricultural policy and the role of the state and farmers in
commercial agriculture. Given the fractured nature of colonial administration in Southern
Rhodesia, this study also discusses conflicts among government officials. It demonstrates how
these differences affected policy formulation and implementation, especially regarding African
commercial dairy production. This thesis also explores the impact of a segregationist agricultural
policy, particularly focusing on prejudices about the “African body” and hygiene. It shows how
this shaped the character of both African and white production trends. It demonstrates that
Africans were unevenly affected by settler policy, as some indigenous people continued to
compete with white farmers at a time when existing regulations were intended to exclude them
from the colonial dairy industry. It argues that although dairy farming had grown to be a strong
white-dominated industry by 1951, the history of dairy farming during the period under review
was characterised by contestations between the state and both white and African farmers. / AFRIKAANSE OPSOMMING: Hierdie tesis gebruik suiwelboerdery in koloniale Zimbabwe/Suid-Rhodesie as ’n lens om die
ekonomiese, sosiale en omgewingsgerigte kruispunte in koloniale landbou van omstreeks 1890 t
1951 toe ‘n nuwe regulatoriese raamwerk vir suiwelboerdery ingestel is te, ondersoek. Die
komplekse en vloeibare interaksies tussen die koloniale staat en boere (wit sowel as swart) en die
wyse waarop hierdie interaksies beleid binne die konteks van die plaaslike politieke ekonomie en
die globale ekonomiese omstandighede gevorm en hervorm het, word ondersoek. Hierbenewens
word gelet op die spanninge tussen die belange van die koloniale staat en die boere (wit sowel as

Thesis (MBA)--Stellenbosch University, 2012. / Contract farming is being given renewed attention on the African continent in the wake of reduced public expenditure for credit programmes. Many African countries have recognised the potential of contract farming in linking farmers to viable markets and stimulating agricultural production in the face of globalisation.
In Zimbabwe prior to 1998, smallholder farmers were poorly integrated in the cash economy and had extremely low incomes, largely due to poor access to productivity-enhancing inputs. Small-scale farmers were marginalised as the economy focused on the larger commercial farms. Currently, mainstream banks have been unable to provide funding due to their own capital inadequacy and the view that smallholder farming is a risky and unprofitable sector. There is also a shift in roles as the government moves from direct participation in agricultural production and marketing towards facilitation, legislation and enforcement. The private sector is now participating more actively in the agricultural sector, providing credit to smallholder farmers.
This research seeks to better understand the partnership between private and public sector players in Zimbabwe’s agricultural credit programmes, through a study of Leo Marketing and the Zimbabwe Agricultural Market Development initiative called the Agricultural Input Supply Programme (AISP). In this research, the Mutasa Garlic Project, implemented by the AISP, has been analysed to achieve the objective. One hundred smallholder farmers have been contracted to commercially produce garlic in the Mutasa district. Using a sample of 20 farmers, the study examined how this financing model contributes to improved access to productivity-enhancing inputs, viable markets and technical expertise for the farmers.
The analysis indicates that farmers have access to inputs but the model still needs improvement in distributing them efficiently to ensure that all farmers have their inputs in time for the planting season. Marketing and extension services in the project are operating well. The study reveals that there is potential for growth in the number of farmers contracted to the programme. As the contracting model continues to improve, the same model can be used for similar projects in surrounding districts.

Effectiveneness of a contract farming arrangement : a case study of tobacco farmers in Mazowe district in ZimbabweMoyo, Moses 12 1900 (has links)
Thesis (MDF)--Stellenbosch University, 2014. / The welfare maximisation effect of contract farming is well documented (Minot, 1986) and the scheme is endorsed by the New Economic Partnership for Africa’s Development (NEPAD) as a panacea for alleviating poverty in Africa and for the development of agriculture in general. In this research assignment an evaluation of contract farming arrangement in the Mazowe district of Zimbabwe sought to establish the effect of the arrangement using a comparative study of contract and non-contract farmers. Using data from the Tobacco Industries and Marketing Board (TIMB) an analysis of variance was undertaken to determine if there was a significant difference between the two groups in terms of prices received for tobacco and production. A survey was conducted to test the characteristics of the two groups to help explain the findings. The results show that contract farmers performed better than non-contract farmers in terms of production, contract farmers had access to inputs, extension services and finance which could explain their better performance. However, there was no significant difference in the prices received by the farmers.
The difference in performance can be explained by access to farming resources suggesting that provision of sound infrastructure and public goods could further improve the livelihoods of farmers, both contract and non-contract. Contract farmers only accessed operational finance without infrastructure and patient finance to back up their agricultural production. Government can improve agricultural production through better policies on land tenure, contract enforcement and risk management framework issues which were found lacking.

Agricultural mechanization for sustainable agriculture and food security in Zimbabwe: a case of Bindura District in Mashonaland Central ProvinceChisango, Future, T January 2010 (has links)
A cardinal development goal of the Zimbabwean government is agricultural mechanization through the acquisition and use of tractors by arable crop farmers in communal and resettlement state land. This research project therefore aimed at investigating the impact of mechanization on agricultural productivity focusing on farmers in Bindura district of Zimbabwe who benefitted under the ongoing farm mechanization program. The existing land policy and the issue of technical efficiency in agricultural productivity are assumed to be the drivers of the program. It is likely that these key issues will constitute an important consideration in determining the sustainability of the mechanization policy. A multistage sampling technique was used to randomly select 90 farmers in the study area. The Cobb Douglas approach and Logistic regression were used to analyze data obtained from the respondents. Results revealed that tractor use was positively influenced by household size, access to extension services and crop output equivalent. Education, land area cultivated, stoniness negatively influenced the probability of adoption of mechanized farming. Furthermore, the technical efficiency estimate of adopter and nonadopters of mechanized farming showed no difference in their level of technical efficiency in agricultural productivity that was 64 percent on average. The level of observed inefficiency was increased by slope, stoniness and household size while age reduced technical inefficiency. It is recommended that government should consolidate the present gains arising from extension services. Also, environmental factors such as slope (topography) and stoniness, which constituted major disincentives in communal areas, could be overcome if government and farmers can identify and open up new areas of farmland for occupation by farmers.
