The role of the agricultural sector in the South African economy

Thesis (MScAgric)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: The importance of the agricultural sector in the South African economy is often stressed by farmers and agricultural industry organisations. The reality, however, is that the sector has constituted less than 3% of the economy since 2005 (DAS, 2012). It is therefore important that the current role of the agricultural sector in the South African economy is investigated. This has been the subject of a number of studies. The most comprehensive study to date was undertaken by Brand (1969) within the well-known framework of Johnston and Mellor (1961). A number of less comprehensive studies have followed. This is the second comprehensive analysis of the role of the agricultural sector in the South African economy. This study reapplies Brand’s (1969) framework to the data currently available. The results are contrasted with those obtained by Brand (1969) and other authors, in order to establish whether, and if so how, the role of the sector has changed in the last 50 years. The results obtained are then incorporated into policy suggestions. The findings of this thesis are, firstly, that the agricultural sector has been unable to meet the demand for the main food items consumed domestically since 2000. This, however, did not result in the predicted rapid increase in food and general inflation. Secondly, agricultural exports have not played a growth-leading, but rather a balancing role in economic development, because the sector maintained a positive trade balance during the full period of analysis. Thirdly, the sector has released labour to the rest of the economy since 1962, thereby fulfilling what is seen as a requirement by the economic development literature. Fourthly, the sector has probably made a net transfer of capital to the rest of the economy since the mid-2000s. Lastly, the agricultural sector plus the sectors with which it has the strongest linkages represented around 7% of the economy in 2010. This study concurs with Brand’s (1969) main conclusion that the South African agricultural sector does not play a growth-leading or initiating role in the economy, but rather a growth-permissive role. This is due to the sector’s relatively small quantitative significance in the economy, which limits the growth impact of agricultural exports, capital transfers from the sector and linkages with the rest of the economy. The sector plays a growth-enabling role, however, by supplying food to consumers at the lowest possible price - either by producing it domestically, or by affording food imports with the exchange earned through the export of agricultural produce. In addition, the sector has an important role in providing employment, especially in rural areas. It is recommended that the current agricultural marketing and international trade policy framework, which is conducive to international trade and limits market distortions, is retained. The sector has the potential, given the adoption of the required policy, to create employment by virtue of its relatively high labour intensity and the existence of some complementarities between capital and labour in the sector. Also, the competiveness of the sector should be increased by means of an investment in infrastructure. / AFRIKAANSE OPSOMMING: Die belangrikheid van die landbousektor in die Suid-Afrikaanse ekonomie word dikwels deur boere en bedryfsorganisasies benadruk. Die realiteit is egter dat die sektor sedert 2005 minder as 3% van die ekonomie uitmaak (DAS, 2012). In die lig hiervan is dit belangrik dat die huidige rol van die landbousektor in die Suid-Afrikaanse ekonomie ondersoek word. Dít was al die tema van verskeie studies, waarvan die mees omvattende tot op hede deur Brand (1969) binne die bekende raamwerk van Johnston en Mellor (1961) aangepak is. Verskeie minder omvattende studies het sedertdien gevolg. Hierdie tesis is dan die tweede omvattende analise van die rol van die landbousektor in die Suid-Afrikaanse ekonomie. Brand (1969) se raamwerk word op die huidige data toegepas. Die resultate word dan met dié van Brand (1969) en ander navorsers vergelyk om vas te stel of, en indien wel hoe, die rol van die sektor verander het oor die afgelope 50 jaar. Gegewe dat die vereiste beleid ingestel word, het die sektor die potensiaal om werk te skep weens die betreklik hoë arbiedsintensiteit, en die moontlikheid om arbeid en kapitaal in sommige gevalle op ’n komplementêre wyse aan te wend, wat in die sektor bestaan. Die mededingendheid van die sektor moet ook verskerp word deur middel van staatsinvestering in infrastruktuur.

Prospects for market diversification in SADC for selected South African agricultural and food products

Thesis (MAgricAdmin)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: This research provides South Africa's producers and exporters with information on new market opportunities for South Africa's selected agricultural and food products in the Southern African Development Community (SADC). There is increasing global competition and countries in Africa are increasingly targeted as export markets due to its population growth and its increasing per capita income. Both developed countries and developing countries such as the United States of America, China, Brazil, India, etc. are gradually increasing their exports to Africa. In Sub-Saharan Africa, this is also taking place in SADC. In this region, there has been a significant increase in total imports from the mentioned countries from 2001 to 2013. The International Trade Centre market selection method was used for product selection (using the Export Potential Index) and country selection (using the Market Attractiveness Index). Fourteen products were selected and Angola is the most attractive market in the region (SADC) and is ranked first in the Market Attractiveness Index for seven of the fourteen selected products. The top ranking markets for the 14 selected products were identified as: Mauritius for maize, sweetened milk powder, raw cane sugar and wheat or meslin flour; Angola for fresh apples, fresh or dried oranges, sparkling wine, bulk wine, refined cane or beet sugar, frozen bovine cuts, and frozen bovine carcasses and half carcasses; Mozambique for bottled wine; and Zambia for fresh grapes and soya beans. In most cases the countries with the second and third highest rankings in the Market Attractiveness Index also offer opportunities for market diversification. South Africa exports certain products to non-African countries, whereas these non-African countries export the same products to SADC. There are therefore opportunities geographically nearer to South Africa, because South Africa could export these products to SADC. Exporters should not necessarily abandon non-African markets in order to export to SADC; however they should be aware of opportunities close by and develop strategies to maximize profit and maintain sustainable markets. / AFRIKAANSE OPSOMMING: Hierdie navorsing bied aan Suid-Afrika se produsente en uitvoerders inligting oor nuwe markgeleenthede vir Suid-Afrika se geselekteerde landbou-en voedselprodukte in die Suider Afrikaanse Ontwikkelingsgemeenskap (SAOG). Daar is toenemende globale mededinging en lande in Afrika word toenemend geteiken as uitvoermarkte as gevolg van bevolkingsgroei en die stygende per capita inkomste. Beide ontwikkelde en ontwikkelende lande soos die Verenigde State van Amerika, China, Brasilië, Indië, ens. verhoog geleidelik hulle uitvoere na Afrika. In Sub-Sahara Afrika, gebeur dit ook in SAOG. In hierdie streek, was daar „n betekenisvolle toename in invoere vanaf die genoemde lande van 2001 tot 2013. Die Internasionale Handelsentrum markseleksie metode is gebruik om produkte te kies (met die Uitvoer Potensiaal Indeks) en om lande te kies (met die Mark Aantreklikheidsindeks). Contract farming as a tool for the development of smallholder farmers in Zimbabwe

In the transition from startup small-holding farmer to the long-run goal of commercial farmer, Zimbabweans currently experience a phase of increasing “contract farming”. New farmers are producing for contractors who buy up their produce at predetermined prices. Ideally, these contractors or agribusinesses also help the smallholders to get the seeds and fertiliser, obtain the necessary equipment, help with the production technology and assist in other ways. On the basis of interviews with 25 farmers and 12 agribusinesses in different regions of the country, the study tries to asses the merits, risks and preconditions for success of contract farming. The responses from both sides of this contract farming system suggest that overall success will largely depend on the effective co-operation between the two sides and the facilitation of the process by relevant government departments and/or supportive NGOs. Ideally, the lessons to be learned from these transitional reform processes are directly relevant for land reform and agricultural development efforts in other African countries. / AFRIKAANSE OPSOMMING: Zimbabwe se grondhervormingsstelsel is in die jongste tyd wyd bespreek en skerp gekritiseer, maar dit is selde in groter diepte ontleed. In die oorgang van beginners-kleinskaal-boerdery tot die lang-termyn oogmerk van kommersiele boerdery word die land tans gekenmerk deur ‘n vinnig toenemende proses van “kontrak-boerdery”. Nuwe boere produseer vir kontrakteurs wat hul produksie teen voorafonderhandelde pryse opkoop. Op hul beste voorsien dié kontrakteurs ook die saadgoed en kunsmis, verskaf die nodige toerusting, help met die produksie-tegnologie en voorsien ander take. Op die grondslag van diepte-onderhoude met 25 kleinboere en 12 landboubesighede in verskillende dele van die land, probeer die studie die meriete, risikos en suksesvoorwaardes van hierdie stelsel van kontrakboerdery te bepaal. Terugvoering van die twee kante van dié stelsel toon dat sukses grootliks afhang van die effektiewe samewerking en interaksie van die twee partye tot die stelsel asook ondersteuning deur die betrokke staatsdepartemente en ander ondersteunende organisasies. Lesse geleer uit hierdie studie van Zimbabwe se hervormingsproses behoort direk relevant te wees vir soortgelyke hervormingsprosesse in ander Afrikastate.

Developing an integrated marketing communication strategy for the MGK Group

Thesis (MBA)--Stellenbosch University, 2010. / ENGLISH ABSTRACT: The Marketing of Agricultural Products Act 47 (No 47 if 1996) led to the dilution of single-channel marketing in the agricultural sector. Hence, marketing boards such as the Maize Board were dismantled. New legislation forced agricultural businesses to adapt to the changing environment and turn co-operatives into companies. The new developments also implied that these companies had to reposition themselves to be more competitive in a deregulated market. MGK Group Operating Company Pty (Ltd) is a prominent role player in the agricultural sector in the North West, Limpopo, Mpumalanga and Gauteng provinces in South Africa. Unexpected growth in the company as well as the deregulation of the industry necessitated a bona fide marketing communication department to manage and coordinate all advertising, promotional and communication efforts. After establishing this department all marketing communication efforts were still fragmented. Consequently, the cost-effectiveness of this department was questioned by the company’s board of directors. The MGK Group’s the board of directors received a mandate to follow a holistic approach and formulate a strategy to enhance the impact of its marketing communication efforts while cutting costs. This study sets out to establish whether the implementation of an integrated marketing communication programme can ultimately satisfy the board of directors’ requirements for marketing communication that is more accountable, effective and efficient. This study starts with a literature review of the practices and theories underpinning integrated marketing communication. This is followed by testing the applicability of the various approaches and methodologies in the MGK Group environment. The study is concluded with the formulation of a marketing communication strategy and recommendations based on the needs of the MGK Group. / AFRIKAANSE OPSOMMING: Die Wet op die Bemarking van Landbouprodukte (Nr 47 van 1996) het eenkanaal-bemarking in die sektor verwater. Dit het daartoe gelei dat bemarkingsrade soos die Mielieraad afgeskaf is. Nuwe wetgewing het landbou-ondernemings genoop om in 'n veranderende sake-omgewing aan te pas en koöperasies in maatskappye te omskep. Die aanpassing het ook beteken dat maatskappye hulself in 'n meer mededingende en gedereguleerde mark moes herposisioneer. Die MGK Groep Bedryfsmaatskappy Edms Bpk is 'n vooraanstaande rolspeler in die landbousektor in die volgende provinsies in Suid-Afrika: Noordwes, Limpopo, Mpumalanga en Gauteng. Onverwagse groei asook die deregulering van die bedryf het meegebring dat dié maatskappy 'n bona fide bemarkingskommunikasie-afdeling nodig gehad het om alle reklame-, promosie- en kommunikasie-aktiwiteite te bestuur en te koördineer. Nadat die afdeling op die been gebring is, het bemarkingskommunikasie-aktiwiteite steeds los van mekaar gestaan. Dit het daartoe gelei dat die kostedoeltreffendheid van die funksie op divisievlak bevraagteken is. The effect of agricultural service provision on performance of smallholder farmers in Zambia

Of this population, 61 percent are found in rural areas and depend on agriculture for their livelihood, making the sector a key area for the development of the country. Agriculture remains a key sector because of its huge potential and the number of people that are dependent on it. However, smallholder farmers face many challenges, which include inadequate market and price information, inability to access credit, inadequate extension services, low input supply and low usage of hybrid seed amongst others. Given this situation, the study undertook to use quantitative research methods to determine the effect of agricultural services on smallholder performance in Zambia. It also focused on determining whether the sources of agricultural services affect performance. The results of the study reported that sources of fertilizers, maize seed and loans had a significant influence on yield of maize achieved by farmers. Access and utilisation of fertilizer, seed and maize price information had also shown that there was a relationship between these variables and yield produced. With these results, it is imperative to understand and manage the level of government involvement in the provision of agricultural services so that private sector participation is not discouraged.

Addressing diminishing profit margins within the Dutoit Group : a value chain analysis

Thesis (MBA)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Rapid urbanisation, coupled with growing per capita incomes and a rapid rising middle class, is triggering rapid growth in urban food markets. Despite these opportunities, agriculture in South Africa is confronted with diminishing profit margins due to direct production cost increasing at rates above the revenue generated from agricultural products. This research assignment has aimed to define the attributes of an effective agricultural value chain in South Africa, given the challenges faced. To achieve this goal, the research focus was on the results of an in-depth analysis of the Dutoit Group’s deciduous fruit value chain. To be able to perform a value chain analysis it is of utmost importance to first understand the meaning of the concepts as well as their origin and the evolution of their application. This is achieved through a comprehensive study of literature. Three value chain analysis tools were used for the research. These tools were an industry analysis, value chain maps and benchmarking. Through the literature review the importance and relevance of these three tools were also explored and reasons provided why they can be regarded to be adequate for a proper in-depth analysis. An overview of the Dutoit Group’s history, focusing on the specific key events influencing the evolution of their value chains, is also discussed together with their business philosophy, business model and main accomplishments. This is done to provide context to the environment in which the value chain analysis process was performed. The main focus of the fourth chapter is the application of the three value chain analysis tools on the Dutoit Group’s deciduous fruit value chain, utilising primary and secondary data collected through interviews with specific value chain actors, observations, management information and literature obtained from the public domain. Through the application of the three value chain analysis tools the effectiveness of the Dutoit Group’s deciduous fruit value chain was evaluated, and strengths and weaknesses identified. The research results showed that the Dutoit Group’s internal deciduous fruit value chain has been effective in addressing the risk of diminishing profit margins. In addition the results showed that the key attributes of an effective value chain which are able to address the current challenges are defined as effective integration, strong relationships between value chain actors, high levels of productivity and strong leadership.

Smallholder farmers in Ekurhuleni : the challenges and constraints of access to agricultural markets

Thesis (MDF)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: There is substantial evidence supported by literature that many smallholder farmers can benefit from agricultural markets and commercialisation. This research examines the challenges and constraints that smallholder farmers have to deal with in the study area and what needs to be done to overcome the barriers to market access. An argument was made that identification of these barriers could lead to the necessary interventions and assist in institutional innovation to alleviate market constraints and challenges faced by smallholder farmers. The qualitative approach was deemed appropriate and entailed the face to face method in the collection of data through the use of structured questionnaires. Smallholder farmers in Tembisa, involved in the production and marketing of specific agricultural commodities were visited to investigate the challenges and constraints facing them. The Ekurhuleni Metropolitan Municipality’s database of smallholder farmers was used to access the smallholder farmers involved in the production of selected vegetables in Tembisa. The study revealed that access to land, access to agricultural inputs, access to credit, market information, infrastructure and farmer support services were barriers to market participation. The lack or limited access to these resources will affect the manner in which smallholder farmers benefit from the opportunities available in the agricultural markets in respect of the quality and quantity of the agricultural produce. Whilst the fresh produce market and supermarkets in the area have extended a hand of cooperation and business relationship with smallholder farmers, there is currently no formal existing relationship since they are unable to exploit those opportunities due to their inability to comply with the required standards set by the market. Most of their produce is sold at the farm gate, local community and to the hawkers. It is expected that addressing such barriers may create enabling conditions that would encourage smallholder farmers to access and participate more effectively in markets. Such efforts could improve the ability of smallholder farmers to become part of the mainstream or commercial agricultural economy. Some barriers and constraints require direct intervention by government and policy makers have to institute agricultural policy reforms to incorporate smallholder farmers within large scale agriculture.

Successful integration of upcoming farmers in the commercial farming sector : a focus on the Western Cape

The development of upcoming farmers into commercial farmers therefore requires the growth of sustainable agri-businesses. Unfortunately, limited success has been achieved in terms of land reform and the country is far from its set targets. This study examined the factors that gave current successful, upcoming commercial farmers the advantage to grow their businesses up to a certain level. Data was collected through interviews with farmers, mentors, transformation managers and governing bodies such as Agri-West Cape. Interviews on the farms gave the researcher the opportunity to observe underlying factors that can influence their businesses. The objective of the study was to determine the critical success factors that relate to the success of upcoming commercial farmers in the Western Cape. The results identified a number of success factors, some of which were unexpected and in contrast with some of the literature sources. All the cases covered in this study – i.e. successful, upcoming commercial farmers in the Western Cape – used different business models and emphasised the importance of proper management. They also used their detailed business plans as a handbook for successful farming, and acknowledged the important role of mentors. Only a mentor-farmer relationship based on trust and respect worked in the end. The mentors took on coaching roles that were not limited to farming activities but included an equally important people development component. A sustainable market was identified as one of the critical success factors for successful upcoming commercial farmers. One of the biggest hurdles for upcoming farmers was financial management. Hence, they required dedicated financial management to be sustainable. One of the main outcomes of the study was the importance of the personal profile of the farmers and their understanding of the opportunity. Focusing on short-term financial gains resulted in failure. All the farmers in the case studies displayed a deep understanding of the long-term goal of their businesses and their role in that. Transformation, land reform and building an equal society in South Africa are burning points for the nation. The success of upcoming farmers helps to build confidence that the hard work is paying off.
