The research of constructing the evaluation indicator of elementary schools

The purpose of this research is adopting IPP evaluation mode to construct the evaluation indicators of elementary schools and its weight system. By way of studying documents and analyzing the evaluation indicators of school affairs already done by 9 counties and cities, there are 3 evaluation fields, 14 evaluation items and 84 evaluation indicators generalized. The researcher chooses the Delphi expert members through recommendations and from finding the scholars who have acquired specialties related to school evaluation . The 28 members include administrative staffs from education bureaus of county and city governments, specialists from teachers training institutes, parent organization, teacher organization, school executives, and schoolteachers. The Delphi members¡¦ main task is to make a judgment about the fitness of evaluation indicators and its weight system. After 3 times of Delphi questionnaires, the fitness of evaluation indicators are acquired. In the mean time, there¡¦s one relative weight questionnaire at the third time, and AHP is adapted to construct its weight system. The research results indicate: I. The main connotations and the evaluation indicators of elementary school evaluation . II. The ¡§Delphi Questionnaires" construct the fitness of evaluation indicators contents of elementary school affairs. III. The ¡§relative weight questionnaires¡¨ construct the weight system of evaluation indicators contents of elementary school affairs. Part 1. The goal is to leave the right to those government education organizations to decide whether to add or subtract the evaluation indicators according to their own backgrounds and flexible application of reality. IV. The evaluation indicators of assessing elementary school affairs are construct upon ¡§Investment-Process-Production¡¨ mode, and they bear connotations of equivalent importance. V. The evaluation indicators of assessing elementary school affairs construct by this research VI. constructing the evaluation indicators of assessing elementary school affairs, the three are equally important, IPP ¡§Investment-Process-Production¡¨. VII. Based on the constructing weight order, the prior indicators may be chosen to implement evaluation if necessary. VIII. Students are the main part of education. The study on key success factors of the R&D innovation management in high value-added chemical industry

Abstract There have been lots of M&A, alliance and restructuring activities occurred in the chemical industry all over the world since 2001. In order to operate the business successfully, the best way is through innovation instead of taking restructuring, cost down and/or M&A strategy only. Usually, chemical material should be well mixed or prepared to get unique properties for application. R&D and innovation are the good solutions. Under such circumstances, in order to win the game and even to survive, the chemical firms need to make changes of their products to be more value-added and keep their sustaining competitive advantages . This study has surveyed the questionnaires which were answered from the high value-added chemical firms, government, educational and research institutes. Analytic Hierarchy Process (AHP) was adopted for analysis. Our findings are: 1. Decision Factors in Patients Receiving Cutaneous Laser and Intense Pulsed Light Treatment for Aesthetic Purposes

Cutaneous laser and intense pulsed light treatments are two of the most popular aesthetic treatment modalities. More and more physicians regardless of their training background are providing such profitable services because there is still no regulation on the cosmetic procedures a physician can perform. The purpose of the present study was to find out the relative strength and weakness of different medical specialties in providing laser and intense pulsed light treatment. Major decision factors for physician selection were extracted from 19 physician choice criteria with factor analysis. Using analytic hierarchy process, the relative weight of these factors and that of dermatologists, plastic surgeons and aesthetic practitioners in each factor were calculated. After reading the training curricula of dermatologists and plastic surgeons, respondents were asked to rate again the 3 medical specialties. Our results indicated that medical competence (0.3296) was the most important major decision factor followed by recommendation (0.2198), friendliness (0.1350), cost (0.1307), complete service (0.0984) and physical attribute of the physician (0.0865). Compared with plastic surgeons and aesthetic practitioners, dermatologists had an advantage in all factors except complete service, which was the strength of plastic surgeons. New patients, aged under 40, with a college degree and a monthly allowance less than 20000 NTD were more likely to change their rating in favor of dermatologists after reading the curriculum profile..

An Examination of the Evaluation Model of the ¡§living road nets transportation construction¡¨ With the Commencement of sustainable development

A complete road transport system is an essential requirement of regional development. In response to changes in the overall environment, the selection of a road transport system must take into account protection of the ecosystem, social development, public awareness, economic benefit, and the financial burden placed on various levels of government. Further, since the construction of a road transport system is closely related to the rate of regional development, the selection of a road construction network and the sequence in which plans are implemented necessarily have far-reaching effects on urban development. In 2002, the Construction and Planning Agency, Ministry of the Interior (CPAMI) promulgated the ¡§living road nets transportation construction,¡¨ revised the study of mechanisms, proposed an evaluation model, and subsequently established an examination and coordination team. In fiscal 2003 and 2004, projects were selected based on the evaluation model and the plan was implemented. Looking back at the results, it has been discovered that implementation by public agencies has dealt primarily with budget implementation. An assessment of the project schedule has revealed that it does not reflect local needs. Thus, this paper employs the original evaluation model to look at revision and develop an evaluation model for objectively establishing priority in the implementation of road projects in an attempt to achieve an optimal implementation procedure that both meets local needs and achieves optimal effects. It is intended for reference by public agencies in decision making when promoting road construction. The research referred the CPAMI ¡§living road nets transportation construction,¡¨ revised the study of mechanisms, by collecting the relativity articles and discussion, using the method of Analytic Hierarchy Process proposed an evaluation model. Finally, compared with three project of ¡§Tainan living road nets transportation construction, 1¡¦st modified plain¡¨ by the two evaluation model. There¡¦s fund that the research¡¦s evaluation model is can be reflection the really condition of necessary. By the concrete evidence; the right of ¡§strengthen the transportation functions & services ability of cities¡¨ and ¡§arise the accessible, equilibrium the development of living area road system¡¨ is 0.106, &0.095, is the highest scored of all the 15 targets. There is corresponding to the characteristics of ¡§the accessible and services ability of region area is the important index of evaluated city¡¦s transportation¡¨. The right of ¡§cooperate the environment¡¦s sustainable developments¡¨ is 0.254; it¡¦s the 3rd important of the 4 object. Observed from difference region of specialists; the right of scholiasts is obviously higher than other¡¦s. So, there¡¦s a drop in evaluation between researching units and excusing units about sustainable development. At last, by compared with three project of living road nets transportation construction, there¡¦s a result; the score of ¡§raising the excusing of living road nets transportation construction¡¨ have no difference, but the score of ¡§cooperate the environment¡¦s sustainable developments¡¨ have much difference. A Study of Management Competency Assessment Model and Succession Plan in Semiconductor Assembly and Testing Industry ¡V Case of A company

The semiconductor industry plays an important role in the economic development of Taiwan. Under continuous technology advancement and global division of labor, the industry relies on high performance teams consisted of outstanding talents for competitiveness. However, the mere clustering of talents is not guarantee for high performance. The manager plays a critical role in the organization. Therefore, the selection and cultivation of the manager is a challenging issue to the organization and the human resource manager. This study employed questionnaire survey and literature review to study a case company in the semiconductor assembly and testing industry. There were totally 51 copies issued for Manager level (42 copies were collected) and 17 copies issued for Director level and above (16 copies were collected). It used Fuzzy Delphi Method to discuss the management competency evaluation indices of the case company, and used the Fuzzy Analytic Hierarchy Process of Multi-Criteria Decision Making Methods to construct a management competency assessment model. The model is used for decision-making on talents, and explores the current talents cultivation system, in order to discuss the practice of cultivating talents with management competency as successors. This study used Fuzzy Delphi Method, Fuzzy Analytic Hierarchy Process, and single case research method to analyze and investigate the case company. The findings are as follows: 1. The priority of importance of management competency assessment indices for different levels of management. There are 5 indices and 24 sub-indices. The importance analysis shows the priority of important management skill of different management levels, according to their weight ranking for leadership cluster, personality cluster, personnel communication cluster, business administion cluster and operation execution cluster, in order to show the difference in demand for management competency at different levels. 2. Establishing weight system for the management competency assessment indices The results of the weight system show the relative importance of the assessment indices for the reference of management competency related activities and basis for managers in screening. 3. Practice of cultivating talents with management competency as successors The discussion on the system employed by the case company show the feasibility of the practice of cultivating talents with management competency as successors, and suggestions are provided for future system.

The Establishment of Performance Indices with Balanced Scorecard for Salespersons in the Paper Industry

In today¡¦s world of highly developed economies, the average yearly consumption of paper per person is usually considered as an index of living standard. The paper industry is one of the basic industries necessary to our daily lives and an indispensably important industry in the domestic economic development. Basically, paper is a cheap medium that can be used for a wide range of purposes. Compared with other media, it has strong competitiveness. And as the industry is growing more mature, it is necessary to further investigate how to expand the market and enhance manufacturer¡¦s profit, so as to reach the goal of sustainable management of an enterprise. In order to evaluate whether the salespersons in the paper industry are able to bring profit for the company, a systematic appraisal system has to be established. This study broke through the conventional performance evaluation method adopted in the paper industry and proposed to use the 4 constructs of Balanced Scorecard as the constructs for performance evaluation, in an attempt to develop a comprehensive appraisal system. Among these 4 constructs, except the ¡§finance¡¨ and ¡§customer¡¨ constructs that were evaluated with objective quantitative indices, ¡§internal workflow¡¨ and ¡§learning and growing¡¨ constructs were subjective qualitative indices. Literature review was first conducted to induce the items for evaluating salesperson¡¦s performance. Through a survey on expert¡¦s opinions, indices considered as more imperative were derived to build the hierarchical structure of performance evaluation. Analytic Hierarchy Process (AHP) was then applied to calculate the weight of each index. Finally, empirical verifications were conducted to gain the agreement of the paper industry, in hope of providing a reference for the managers of the industry. Regarding to the structure and weight of the performance index established in this study for salespersons in the paper industry, the conclusions were made as follows: 1.The establishment of a performance appraisal system: 19 evaluation indices were developed, based on the 4 major constructs of Balanced Scorecard. 2.Weight of performance evaluation indices: Among the 4 major constructs of Balanced Scorecard, ¡§customer¡¨ was the priority, followed by the ¡§finance¡¨ construct. The overall weight of the two construct accounted for 60%. And among the 19 other indices, ¡§integrity¡¨ had the highest weight, and the rest of the top 5 indices were: gross profit margin rate, concept of cost, customer satisfaction, and achievement of collection. 3.Empirical verifications: This study conducted empirical verifications on a paper manufacturer, and the analysis results were consistent with the subjective evaluations of the high-ranking supervisors in the company. It was believed that the performance indices proposed in this study possessed high objectivity and accuracy, and could be used as a reference for performance evaluations in the future.

The defense of the coastal areas and territorial waters depends on the navy, and the navy must make use of various types of warships to exercise command of the sea and safeguard marine peace. With the development of science and technology, weaponry today is more complicated. In order to meet the demand for fighting, warships have higher particularity and complexity than commercial ships. So during the construction of warships we must control the quality of shipbuilding, and guarantee that every performance of a warship can match the demands of fighting, and reach the best result of fighting applications. Based on the government policy of "domestic construction of warships", and the downsizing program of the military. This thesis will start from documented discussions, according to the characteristics of warships¡¦ construction, and adopt the Analytic Hierarchy Process (AHP) to exploit multi-estimate criteria models of the naval supervisors and the shipyard operation system. Then calculate the weights of all the characteristics and use the Quality Function Deployment (QFD) to build up the house of quality. This study will combine the theoretical and actual experiences to discuss the relation between the demands of the customer (navy) and the shipyard operation system. Several recommendations have been made in order to improve overall performance of the domestic construction of warships. We hope that domestic shipbuilding corporations can do long-term planning and investment on the construction of warships. The navy can also perform warships¡¦ construction frugally and independently. In this way, the navy and the domestic shipbuilding corporations can understand each other better and get the best benefits.

Therefore, it plays an important role in the currently mobile market. In addition the governments have devoted much resource on 3G mobile learning as the hardware and software. The study aims to examine the female consumers of 3G mobile phone and consider the market of mobile phone industry, mobile phone technology and further development of mobile phone. Related literatures are sourced from the develop background of the current mobile market, demand of the mobile phone market and consumer characteristics in order to filter out the priority setting of those six categories as follows: network connection, hardware design, safe internet, business model and the mobile service of convenient and appreciations. Beside this, it also presents that the priority setting might change as a matter of time. Research method is Analytic Hierarchy Process (AHP). In the project, questionnaire results provide the bulk of the data, with the interviews intended to provide a more contextual element to the work. The questionnaire was developed and sent out to female consumers of 3G mobile phone; and the interviews were carried out with some professors of 3G mobile leaning. The results of this study suggested that the main female consumers of 3G mobile phone are young ladies who have higher education and these consumers need to receive a lot of information to help them handle works. In addition it can help them to develop the commutations. In other words, 3G mobile phone can bring more convenient in life and work. Meanwhile, the key point to promote the 3G mobile phone is the service of applications; especially the service refers to the characteristics of 3G mobile phone. For female consumers, service design should focus on female characteristics of life and special demands. For example, the service of fixing and tracking design is better for married women who have children; the service of providing life information is suit for young business ladies. After developing the service of applications, users will be used to 3G mobile phone. Then, it could be successful to expand the 3G mobile phone market of the female consumers.
