Gegenstand der vorliegenden Arbeit sind Aspekte der Anreizkompatibilität im energie-politischen Regulierungsrahmen aus der Perspektive der Stromverteilnetze. Ausgehend von der theoretischen Einordnung und den konkreten Auswirkungen der Energiewende auf die Stromverteilnetze als Plattform ihrer Umsetzung erfolgte die Entwicklung des konzeptionellen Modells der Anreizkompatibilität. Es ermöglicht im Regulierungsrahmen der Energiewende Regulierungselemente, die auf verschiedenen Wertschöpfungs-stufen wirken, zu erfassen und ihre Wechselwirkung zu analysieren. Ein konkretes Bei-spiel ist das EEG auf der Erzeugungsseite und die Anreizregulierungsverordnung im Netzbereich. Beide Vorgaben beeinflussen die jeweiligen Akteure, sind aber nicht auf-einander abgestimmt. So stehen sich Kapazitätserweiterung in der Erzeugung und Kosteneffizienz im Netzbereich als konträre Sachziele gegenüber. Im Ergebnis ist durch die Hinzuziehung der Anreizkompatibilität als Regulierungskriterium eine bessere Abstimmung der Maßnahmen möglich und schafft die Voraussetzung einer effizienten energiepolitischen Zielerreichung.

In this dissertation auction formats are developed and discussed that focus on three specific economic environments. Regarding the impossibility results from mechanism design, the main task for the implementation of auction designs is to balance allocative efficiency and incentive compatibility – the main characteristics a mechanism should provide. Therefore, the dissertation investigates the limits of conceivable relaxations of allocative efficiency and incentive compatibility for complex settings such as double auctions, interdependent-valuation environments and electricity market designs. The overall aim is to carefully weigh up the advantages and disadvantages for either relaxing allocative efficiency or respectively incentive compatibility.
