Ethnic archives in Canada: a case study of seven Japanese communitiesTsuruta, Sayuri 05 1900 (has links)
In the Canadian archival system, in the past, ethnic
communities were not encouraged to establish their own archives
because they were considered to.lack the resources required for
sustaining professionally acceptable archives. In recentyears
public archives have come to emphasize preservation of their parent
bodies' archives, and consequently fewer resources have been
available for preservation of private archives, including ethnic
archives. There is evidence that some ethnic communities are
concerned to preserve their archival materials. This thesis
examines the.efforts of Japanese-Canadian communities to preserve
archival materials bearing-on their historical experiences.
A case study using the method of focussed interviews of
Japanese-Canadian communities in seven cities revealed the
substantial will to preserve archival materials. The study
discovered that, while Japanese Canadians have been and are being
rapidly assimilated to the larger society, cultural interests and
the need for the sense of identity persist and are renewed by each
generation. Under these circumstances, community leadership sees
archival activities as an integral part of the community
activities. The case study also revealed strengths and weaknesses
of archival activities in those communities. Closeness to records
creators through formal and informal networks within the
communities provides community archives with distinct advantages.
These archives can easily identify and locate materials of
continuing value. They also have easy access to contextual
information on records and their creators. Weaknesses were
identified in defining acquisition policies and financial
resources. Contrary to concerns of some archivists and
researchers, most respondents are aware of the need to abide by
professional standards, and they are also willing . to make their
materials available to the general public.
Based on the findings of the case study, several
recommendations are offered. Preservation of ethnic archival
materials should be clearly recognized as a responsibility to be
assumed by both public archives and ethnic communities. To carry
out this responsibility effectively, planning and cooperation among
different archives and communities are essential. Ethnic
community-based archives, on their part, should follow the accepted
principles and practices, especially in the area of acquisition, so
that they function as a legitimate part of the Canadian archival
system. Networking among ethnic community archives is also

The importance of the hospital in Canadian society is undisputed. Despite this, the hospital has traditionally received relatively little attention from the archival community. It is only now becoming apparent to both hospital administrators and archivists that this situation must change if the valuable records contained in hospitals are to be preserved. This thesis examines the archival preservation of hospital records, concluding that their retention is of great benefit to those operating the institution as well as the rest of society and that this preservation can be effectively carried out if certain basic considerations are borne in mind.
Before archival operations are established in a hospital, it is necessary to investigate various aspects of the institution and its record keeping practices. It is only when the nature and uses of these records are understood that effective programmes can be implemented. A hospital archives will not achieve its full potential unless it is established on a sound foundation with adequate policy and resources. Similarly, the records contained therein must be properly appraised to ensure all the valuable material is retained and protected from improper access. The last decade has seen an unprecedented flood of material coming into archival repositories. As a result, there is a great need for procedures which provide a high degree of intellectual control over records. One such procedure is the indexing of archival materials. An archival index provides access to a large number of name and subject terms, without being bound by the traditional archival structures dictated by provenance. This process has not traditionally been widely understood by archivists, but it is important to grasp the fundamental principles of archival indexing, as well as the problems and issues that follow. This is especially true in a period when methods of automated information processing have reached new levels of sophistication.
This thesis is an exploration of these problems and issues. The place of indexing in a complete system of archival description is established, and the process defended as a valid part of archival retrieval. The thesis also offers guidelines for conducting the actual indexing process, and making several basic decisions faced by archival indexers with regard to the implementation of indexing in an archival descriptive system. In addition, the merits of such alternative methods as controlled-vocabulary and uncontrolled-vocabulary indexing, and coordination of desired terms before and after index creation, are weighed, and the positive and negative aspects of certain recently-developed systems evaluated. In times of shifting cultural and institutional priorities, the acquisition
and preservation of private records by large publicly funded archival
institutions is becoming increasingly problematic. Repositories are looking for
new ways of meeting their cultural mandates while also dealing with reduced
budgets and staffing levels.
This thesis examines the issue from the perspective of who is to be
responsible for the preservation of labour union records and where are they to
be preserved. After putting the issue in context with an literature review and
then by examining the juridical and social framework within which unions
operate the thesis studies the question from two traditional perspectives:
preservation solely by an archival institution and preservation solely by the
organization or union. The thesis concludes by recommending a third option,
a mixed or shared responsibility approach between the union and the
institution, specifically, a cost-shared / partnership arrangement between the union and archival repository regarding the acquisition and preservation of

La présente thèse se propose de mettre en valeur le développement d’une archivistique chinoise moderne et de l’usage social des archives depuis le milieu du XXe siècle, à la lumière de l’évolution de l’État et de la société. La thèse comporte cinq chapitres. Le premier est un rappel de l’histoire politique de la Chine et de son impact socioculturel sur les archives et le métier d’archiviste. Le deuxième présente l’évolution de l’archivistique chinoise, afin d’expliquer le contexte dans lequel s'établissent la communication et la valorisation des archives. Le troisième traite des origines et de la formation de la législation archivistique en Chine à l'époque contemporaine : législation archivistique générale et spécifique, se rapportant à la communication. Il s’agit d’une base essentielle dans le domaine de la communication des archives. Le quatrième chapitre présente une étude des politiques de communication des archives en Chine et donne des éléments de comparaison avec la situation en France, allant jusqu’au fonctionnement des salles de lecture – lieux où les archivistes et leurs « clients » se rencontrent et où s’appliquent les textes législatifs et réglementaires. Le dernier chapitre aborde le problème des relations entre les archivistes et le public, qui s’établissent et se développent notamment dans le cadre d'activités culturelles, principaux moyens de valorisation des archives conservées : publications, expositions, sur site et en ligne. / This thesis proposes to develop a modern Chinese archival science and the social use of archives since the mid-twentieth century in the light of the evolution of the state and society value. It is composed of five parts: First of all, we are going to take a historical review with its impact on the archives and the profession of archives in a socio-cultural aspect. Second of all, we’ll look back into the evolution of the archives in China so as to make clearer the context in which the communication and the valorization of the archives have been established. In the third part are explained the origin and the development of the archival legislation in China, from the Qing dynasty till nowadays. Here we’ll consider the legislation of archives in general and the one who concerns more specifically the communication of archives. It’s the basis that is essential to the communication of archives. The forth part presents a comparative study of Chinese politic about the archives communication comparing with that of France, as well as the organization of the lecture rooms— locations where the archivists and their “customers” get in touch with each other directly, are also where confront usually some contradictions. In the last part, we’ll examine the relations between the archivists and its public, which are generally recognized, particularly when it comes to cultural activities, as important means to promote the archives conserved, including the publication, the on-site and virtual exhibitions.
