In order to fulfil such goal it was necessary to research the Brazilian public archival institutions on the internet, using the following criteria as guidelines: services that the site makes available to the user; the level of interaction with the user; what type of search can be performed on the collection and elements relative to the contents, design and structure of the sites. The internet transformed the transference of archival information, permitting access to a larger number of users, and also increasing social awareness of the archival institution. However, it also causes implications in the form of new challenges which the administration of archival information can face. In this way the internet can reform the archival institution into a legitimate and accessible public space, even with its problems and limitations. The availability of the archival and collections on the internet redefines the horizons of access to information, widens the possibilities of transferring archival information and consequently the civil and political rights of the citizen, as well as allowing a more effective government / Estudo sobre os diversos aspectos teóricos e técnicos que caracterizam os processos de transferência da informação difundida pelas instituições arquivísticas públicas brasileiras na internet. Para tal, foram investigados os sites de instituições arquivísticas públicas brasileiras na internet, tendo como parâmetros os seguintes critérios: serviços que disponibilizam, qual o nível de relacionamento com o usuário, que tipo de consulta pode ser feita ao acervo e elementos relativos aos conteúdos, desenho e estrutura dos sites. A transformação que a internet impõe à transferência da informação arquivística permite uma maior possibilidade de acesso pelos usuários, bem como uma maior visibilidade institucional e social da instituição arquivística. Porém, implica também novos desafios na gestão da informação arquivística. Assim, a internet pode vir a reposicionar a instituição arquivística como espaço público de acesso e legitimação, mesmo com seus problemas e limites. A disponibilização dos acervos arquivísticos na rede redefine os horizontes de acesso à informação, amplia as possibilidades de transferência da informação arquivística, e conseqüentemente os direitos civis e políticos do cidadão, além de permitir uma maior efetividade governamental

Treats about what institutions with archival holdings are available to the public in the city. The main goal was to developed a study about the archival documental patrimony in Angra dos Reis as a contribuition to the public policies for municipal archives. The specific goals were: to approach the archives theorics foundations and the public policies for municipal archives as memory rights and information access, identify the archival documental heritage and the entities archival documental custodians in the city and elaborate a diagnostic about de archival documental heritage in Angra dos Reis. Presents the archivals in the context of public policies of culture in Brazil. Discuss the municipal archives considering the theorical field about memory and records data. Presents the origins, concepts and attribuits by the archives and define the strategic role of city public archival. Review the documental patrimony concept inspired on archives concepts to mark the documental archival heritage. Treats about what institutions with archival holdings are available to the public in the city. Demonstrate the relevance of the archival identification and description processes with the goal to strengthen the National Archival System (SINAR). Studies the pattern of description for the entities documental custodians applied by the Guia do Patrimônio Documental do Estado do Rio de Janeiro, produced and publicided by Arquivo do Estado do Rio de Janeiro (APERJ), in 1997. Exposes the internacional norm ISDIAH to define a reserch instrument to identify the municipal archival patrimony to apply on municipal institutions with archival holdings. Presents a brief historical about the Angra dos Reis city, based on his local historiografy. As a result, presents the entities identified by the Guia do APERJ and, based on ISDIAH, updated and insert news institutions with historic archives. / Estudo sobre a identificação do patrimônio documental arquivístico do município de Angra dos Reis, localizado na região Costa Verde do Estado do Rio de Janeiro. Diante do fato da cidade não possuir um arquivo público municipal se impôs o questionamento sobre quais eram as instituições com acervo arquivístico disponíveis para consulta na cidade. O objetivo geral foi desenvolver estudo de identificação do patrimônio documental arquivístico em Angra dos Reis como contribuição para as políticas públicas de criação de arquivos municipais. Os objetivos específicos foram: abordar os fundamentos teóricos dos arquivos e das políticas públicas para arquivos municipais como requisito do direito à memória e acesso à informação, identificar o patrimônio documental arquivístico e as instituições custodiadoras de acervos da cidade e elaborar um diagnóstico do patrimônio documental arquivístico do município de Angra dos Reis. A fundamentação teórica contextualiza os arquivos no campo da Política Nacional de Arquivo e das Políticas Públicas de Cultura no Brasil, articulando o tema da pesquisa com o campo dos estudos sobre memórias e acervos. Apresenta as origens, conceitos e atributos dos arquivos e define o papel estratégico do arquivo público municipal para a elaboração e implantação de políticas públicas arquivísticas. Revisita o conceito de patrimônio documental à luz dos conceitos arquivísticos que balizam a noção de documento para alcançar a definição do conceito de patrimônio documental arquivístico. A metodologia contribui para ampliar a descrição arquivística das instituições mapeadas pelo Guia do APERJ e contempla novas instituições informantes. A Norma Internacional ISDIAH, elaborada em 2008 pelo Comitê de Boas Práticas e Normas do Conselho Internacional de Arquivos (CBPN/CIA), foi utilizada como parâmetro de formulário de descrição das instituições com acervo arquivístico. O breve histórico do município de Angra dos Reis considerou a produção historiográfica local sobre as instituições que preservam arquivos de modo estratégico para a definição dos históricos institucionais e para a compreensão dos diálogos e das relações construídas.
