Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The survey had as a goal indicate the perspectives of development of the mechanical-metal sector from the region of mechanical Panambi - RS, whose companies develop correlate activities of high and medium technological complexity. The sector, composed by an organizational arrangement, involves several agents who contribute to the empowerment and competitiveness among companies. The identification of agents that configure the arrangement and their inter-relationships permitted to diagnose the problems of the sector. As a method it was used the approach of qualitative research, with collect of data for nonprobabilistic and intentional sample, through unstructured interviews. With the results of the analysis of these data it was possible to present the priorities of development of the sector in the region. / Essa pesquisa buscou indicar as perspectivas de desenvolvimento do setor metal mecânico da região de Panambi RS, cujas empresas desenvolvem atividades correlatas de alta e média complexidade tecnológica. O setor, formado por um arranjo organizacional, envolve agentes diversos que contribuem para a capacitação e competitividade das empresas. A identificação dos agentes que configuram o arranjo e suas inter-relações permitiram diagnosticar a problemática do setor. Como método utilizou-se a abordagem de pesquisa qualitativa, com coleta de dados por amostragem não probabilística e intencional, por meio de entrevistas não estruturadas. Com os resultados da análise desse dados foi possível apresentar as prioridades de desenvolvimento do setor na região.

These arrangements are characterized by similar productive and high degree of interaction between companies. In Paraná were identified 22 APLs, seven of which are linked to the textile sector, this sector which is responsible for the second largest generation of jobs in the state. Considering the importance of APLs and the textile sector for the Paraná, this work was aimed at reviewing the major general practice of quality management and the development of products made by companies in local productive arrangements. He had specific goals as the characterization and comparison of APLs on quality management and development of products and identifies the actions of the government or local governance that can contribute to the development of APLs. To achieve the goals was conducted through a search of seven case studies APLs in the textile sector of Paraná. The main outcome was possible identify a heterogeneity in the treatment of quality management and the development of products in APLs of the state and in general where there is investment in quality management and the development of products there is a strengthening of the companies that are becoming, this so, less susceptible to external competition. / Visando melhorar a competitividade das empresas e gerar empregos, assistiu-se na última década, o surgimento dos Arranjos Produtivos Locais (APLs) no Brasil, seguindo uma tendência observada em outros países, principalmente na Itália. Estes arranjos se caracterizam pela semelhança produtiva e elevado grau de interação entre as empresas. No Paraná foram identificados vinte e dois APLs, dos quais sete são ligados ao setor têxtil e de confecção, setor este que é responsável pela segunda maior geração de empregos no Estado. Considerando a importância dos APLs e do setor para o Paraná, este trabalho teve por objetivo geral caracterizar as principais práticas de gestão da qualidade e do desenvolvimento de produtos adotadas pelas empresas nos arranjos produtivos locais. Teve ainda como objetivos específicos a caracterização e comparação dos APLs em relação a gestão da qualidade e do desenvolvimento de produtos e identificar as ações governamentais ou das governanças locais que possam contribuir para o desenvolvimento dos APLs. Para atingir os objetivos, foi realizada uma pesquisa por meio de sete estudos de caso nos APLs do setor de confecção do Paraná. Como principais resultados foi possível identificar uma heterogeneidade no tratamento da gestão da qualidade e do desenvolvimento de produtos nos APLs do Estado, e de forma geral, onde há investimento na gestão da qualidade, e no desenvolvimento de produtos, existe um fortalecimento das empresas que estão se tornando, desta forma, menos susceptíveis à concorrência externa.

In this sense, it proposes a conceptual model based on the sociology of translation and an interpretativism approach of value configuration, where business model is understood as a process of articulation of the groupings of structures and practices composed of complex relations. We chose a single case study of intentional and non-random choice, with a qualitative approach of phenomenological-hermeneutic nature. The study is developed in a Higher Education Institution, based in the city of Piracicaba (SP). Data collection consists of a set of five half structured interviews, recorded and transcribed, with the involvement of senior management, technical-administrative and teaching staff of the selected organization. In a complementary way, institutional documents were analyzed and non-participant observations were developed. The corpus of the research is interpreted with the help of Narrative Analysis and ANT, from on a theoretical basis that seeks primarily contributions focused on a transformationale perspective. In this context, the main contributions of this study are: i) the interpretation and characterization of the connection between the joints, coming from the network of actors and artifacts that subsists inside the arrangement, and the configuration of value in the business model; Ii) the promotion of a discussion of epistemological nature on alternative ways to elevate the business model concept to the condition of theory. / Esta pesquisa busca estudar modelo de negócio sob uma lente pós-estruturalista, com o objetivo de estabelecer uma compreensão sobre configuração de valor para além da perspectiva funcionalista e/ou estática que predomina na literatura sobre o tema. Nesse sentido, propõe-se um modelo conceitual baseado na sociologia da translação e uma abordagem interpretativista de configuração do valor, onde modelo de negócio é entendido como processo de articulação dos agrupamentos de estruturas e práticas compostos por complexas relações. Opta-se por um estudo de caso único de escolha intencional e não aleatória, com abordagem qualitativa de natureza fenomenológico-hermenêutica. O estudo é desenvolvido em uma Instituição de Ensino Superior, sediada na cidade de Piracicaba (SP). A coleta de dados é composta por um conjunto de cinco entrevistas semiestruturadas, gravadas e transcritas, com o envolvimento de gestores da alta administração, técnicos-administrativos e docentes da organização selecionada. De forma complementar, foram analisados documentos institucionais e desenvolvidas observações não participantes. O corpus da pesquisa é interpretado com auxílio da Análise da Narrativa e da ANT, a partir de uma base teórica que busca privilegiar contribuições voltadas a uma perspectiva transformacional. Neste contexto, as principais contribuições deste estudo são: i) a interpretação e a caracterização da conexão entre as articulações, provenientes da rede de atores e artefatos que subsiste no interior do arranjo e, a configuração de valor no modelo de negócio e; ii) o fomento de uma discussão de natureza epistemológica sobre caminhos alternativos para a elevação do construto de modelo de negócio à condição de teoria.
