The Global Navigation Satellite System (GNSS) is the main element of the CNS/ATM system elaborated by the International Civil Aviation Organization (ICAO). / The US GPS and Russian GLONASS are the two existing systems. Both of them were created by the military. / Europe is currently developing a civil navigation satellite system: Galileo. / This thesis will present some legal issues of the GNSS discussed in the framework of ICAO: sovereignty of States, universal accessibility, continuity and quality of the service, cost recovery and financing, certification and liability. / It will also present some legal issues due to the creation of the European Galileo program. The financing, organizational framework, certification and liability will be examined. Finally, ICAO's Charter on the Rights and Obligations of States Relating to GNSS Services will be considered.

Signalling the beginning of a new era to international civil aviation, the concept of the CNS/ATM systems came into being as the result of joint efforts of the international community, under the aegis of ICAO, in search for a solution to the limitations of the ground-based air navigation systems, which would otherwise inhibit further development of air transport on a global scale. Employing digital and satellite technologies in support of a seamless air traffic management system, it will bring improvements upon the present levels of safety, efficiency and accuracy, as well as increased capacity and economic benefits. / An analysis of the existing legal tools hereby confirms the need for the development of an appropriate legal framework for the GNSS. In considering the fundamental principles to be contained therein, this thesis examines the adequacy of an international convention as the long-term means to provide for the legal guarantees which will inspire world-wide confidence in the integrity of the system. Finally, it provides detailed examination of the relevant legal issues, such as liability, certification, administration, financing and cost recovery, as well as future operating structures. Mitigation of adverse effects in the nonlinear satellite channel for 16QAM transmissionBurnet, Craig Edward January 2006 (has links)
The work presented in this Thesis examines the transmission of a turbo-coded 16QAM signal through a nonlinear satellite channel and the inherent distortions caused by that channel. Both transmit side predistortion and receive side equalization techniques are presented to overcome the adverse effects of the satellite channel. / The combination of transmit filtering, instantaneous nonlinearity and receive filtering produces a nonlinear channel with memory. A direct analytical approach to describing the equalization of this channel becomes intractable very quickly. In this work we present an approach to mitigating the adverse effects of the nonlinear channel by considering each of the significant adverse effects, quantifying them and proposing mitigation techniques. A model is proposed which accounts for each of the effects of the nonlinear channel and simulation results are presented in order to verify the proposed model. The model gives insight into the nonlinear channel and treats two important aspects for mitigation techniques; firstly the model shows where performance gains can be made given ideal mitigation techniques and secondly it gives performance limits that can be expected from these techniques. / Thesis (PhDTelecommunications)--University of South Australia, 2006
