No. of bitstreams: 1 texto completo.pdf: 565446 bytes, checksum: 2d5a8b35755ded6f2fd2f0bcc1a2387e (MD5) Previous issue date: 2003-04-25 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Este estudo procurou compreender a dinâmica do processo de implementação de assentamentos rurais no noroeste de Minas Gerais e, para isso, foram analisadas as conjunturas econômicas, políticas e sociais que possibilitaram a organização dos trabalhadores rurais para a criação do Assentamento Nova lagoa Rica, no Município de Paracatu – MG, e como esse processo contribui para a consolidação da luta pela terra no município. Procurou-se reconstituir o processo histórico de ocupação da região Noroeste de Minas, as relações de produção e de trabalho que predominou nessa região desde o século XVII até meados do século XX e as transformações que ocorreram a partir da década de 60. Nesse processo de modernização da agricultura foram adotadas políticas publicas pelo estado que trouxeram importantes mudanças nas condições de vida e nas relações de trabalho dos trabalhadores rurais no noroeste mineiro, levando-os a criar estratégias de luta pela conquista e permanência na terra. Os movimentos sociais na região Noroeste emergiram no final da década e 70 em decorrência do processo de modernização da agricultura, promovidas pelas políticas dos governos militares da redemocratização do país e da emergência dos novos atores socais na luta pela terra, momento em que se observa uma estrutura de oportunidade política favorável ao desenvolvimento de novas idéias e emergência de movimentos sociais. Mas, n final da década de 80, esses movimentos passa por um refluxo devido a crise das entidades de mediação. A luta pela terra em Paracatu s volta a fortalecer a partir de 1993 devido ao agravamento da modernização da agricultura da transferência do pólo da FETAEMG de João Pinheiro para Paracatu associado a uma conjuntura sócio-política favorável a atuação e desenvolvimento dos movimentos sociais. Esses para promover ações de ocupação. O Assentamento Nova Lagoa Rica foi o elemento incentivador para que s trabalhadores rurais d município de Paracatu intensificarem a organização em torno da luta pela terra a partir de 1996 e, no período de 4 anos, foram implementados nove assentamentos no município de Paracatu, devido à disputa política entre as lideranças do Sindicato dos trabalhadores rurais e as do pólo da FETAEMG, associado as diretrizes adotadas pelo governo federa, que tinha por intuito enfraquecer os movimentos sociais. / This research intended to comprehend the dinamic of the process of rural settlement implementation at northeast of Minas Gerais and, for that, economic, political and social conjunctures were analised making possible the organization of rural workers to creation of Nova Lagoa Rica Settlement, in the municipal district of Paracatu – MG, and how this process contributed to the consolidation of fight for land in the district. This work tried to reconstitute the historical process of occupation in the area of northeast of Minas, also the production and working relation that predominated in this area since the seventeenth century untill middle of the twentieth century and, the transformations that occured since the 60’s decade. In this process of agricultural modernization, were adopted public politics by the State that brought important changes in the conditions of life and working relations of rural workers at northeast of Minas, conducting them to create fighting strategies by the conquest and permanence on the land. The social manifestations in the northeast area emerged in the end of the 70’s decade in consequence of the modernization process of agriculture, promoted by the politics of the military governments; of the country’s “redemocratização” and of the “emergência” of the new social actors in the fight for land, moment that we can notice a structure of political opportunity favorable to the development of new ideas and “emergência” of new social movements. However, in the end of the 80’s decade, these movements pass through a “refluxo” due to a crise of mediation entities. The fight for land in Paracatu only comes back stronger in 1993 due to worsening of agricultural modernization; transfer of FETAEMG Pole from João Pinheiro to Paracatu associated to a sociopolitical conjuncture favorable to performance and development of the social movements. These factors created conditions to rural workers organize themselves to promote occupation manifestations. Nova Lagoa Rica Settlement was the motivation element to rural workers of Paracatu municipal district intensify the organization through fighting for land in 1996 and, in the period of four years nine settlements were implemented in the district. In 1999 there was a new “refluxo” of social manifestation in the municipal district of Paracatu, due to political dispute between liderships of the Rural Workers Union and FETAEMG Pole, associated to guidelines adopted by the federal government that had by intention make the social manifestations weaker. / Dissertação importada do Alexandria
