INTERCEPTOR TARGET MISSILE TELEMETRY

This test tool must be highly reliable, low cost and simple and must perform any task that the developing interceptor missile planners require. The target missile must have ample power and guidance resources to put the target in a specified place in the sky at a desired time. The telemetry and measurement system for the target missile must have the same requirements as its interceptor missile but must be flexible enough to accept new requirements as they are applied to the target and its interceptor. The United States Army has tasked Coleman Aerospace to design and build this type of target missile. This paper describes and analyzes the telemetry and instrumentation system that a Hera target missile carries. This system has been flying for the past two years, has completed seven out of seven successful test flights and has accomplished all test objectives to date. The telemetry and instrumentation system is an integral part of the missile self-test system. All preflight checks and flight simulations are made with the on-board three-link telemetry system through a radio frequency (RF) link directly through the missile antenna system to a ground station antenna. If an RF transmission path is not available due to test range restrictions, a fiber-optic cable links the pulse code modulator (PCM) encoder to the receiving ground stations which include the bitsync, decommutator and recorders. With this capability, alternative testing is not limited by RF test range availability. The ground stations include two mobile stations and a factory station for all testing including preflight testing of the missile system prior to flight test launches. These three ground stations are built in a single configuration with additional equipment in the mobile units for use at remote locations. The design, fabrication, testing and utilization of these ground stations are reviewed. The telemetry system is a modification of the classical PCM system and will operate with its interceptor missile at least into the first decade from the year 2000.

Ela está ancorada nos pressupostos teóricos e pesquisas de Alicia Bonamino, Bernadete Gatti e Flávia Obino Corrêa Werle a respeito da história da avaliação em larga escala; nas noções de pertencimento, de igualdade e desigualdade social a partir dos estudos de Bourdieu, José de Souza Martins, Maria Celi Scalon e Maria Alice Nogueira; e no ciclo de políticas de Stephen Ball e Jefferson Mainardes para análise dos discursos, dos textos e das práticas que formam e conformam as políticas educacionais. Os principais resultados da tese comprovam a existência de normativas que excluem estudantes do 9º Ano do Ensino Fundamental da participação na avaliação em larga escala. Esses invisíveis na Prova Brasil compõem a parcela da população que vive nas regiões rurais, frequentam turmas com menos de vinte alunos ou são filhos das camadas sociais itinerantes no país. Conhecê-los e caracterizá-los é possível devido aos dados fornecidos pelos estudantes que participam do processo de avaliação. A tese também confirma que aproximadamente um terço dos estudantes, participantes da avaliação, tiveram seus dados e seus desempenhos desconsiderados devido a critérios normativos, gerando mais invisíveis. Assim, as informações dos questionários de contexto dos estudantes da Prova Brasil precisam ser cruzadas com indicadores das escolas, como os previstos nas avaliações institucionais internas, para subsidiar os gestores municipais na proposição de novas políticas educacionais. / This work is the result of the doctoral thesis in education which aims to contribute with educational managers in decision making and in the proposition of policies for Basic Education, with the identification of the invisible students in Prova Brasil. The methodological approach is the qualitative research, by the analysis of contextual questionnaires from Prova Brasil of 2011, which were filled out by students of 9th Elementary School grade from Rio Grande do Sul state. The study is anchored on theoretical assumptions and researches of Alicia Bonamino, Bernadete Gatti and Flávia Obino Corrêa Werle which are related to the history of large database assessment; in the notion of belonging, of social equality and social inequality based on Bourdieu, José de Souza Martins, Maria Celi Scalon and Maria Alice Nogueira studies; and in the policies cycle of Stephen Ball and Jefferson Mainardes to analyze the discourses, the texts and the practices which form and conform the educational policies. The main thesis results prove the existence of regulations that exclude 9th Elementary School grade students from the large database assessment. These Prova Brasil invisible students consist of people who live in rural regions, who are in classes with less than twenty students, or who are children of itinerant social groups from the country. It is possible to know and to characterize them due the data provided by students that were in the assessment process. The thesis also confirm that approximately one third of the students, who are part of the assessment, have their data and their performance disregarded because of normative criteria, and this generate more invisible students. So, the information of the contextual questionnaires from the students that did the Prova Brasil have to be linked with the schools indicators, as it is expected in the internal institutional assessments, subsidizing municipal managers in the proposition of new educational policies.
