Zákon o veřejných zakázkách a veřejné zakázky v praxi v ČR / The Law on Public Procurement and Procurement Experience in the Czech Republic

The subject of this thesis focuses on Public Procurement, precisely on the structure of legal regulations. This thesis broaches certain issues of the law, imperfections in the law and how the law is interpreted in practice. The aim is to understand the deeper issues of these legal regulations. The backbone of this legal regulation is the law 137/2006 Coll. on public procurement. This law is one of the preventive legal standards; among other purposes it prevents wastage of public funds. However, ensuring flawless application of The Act is not as easy a task as it would seem at first sight and the second part of this thesis is therefore devoted to identifying the most common errors in application of this law. Decisions of the Office for Protection of Competition, consultations with experts, and case studies were used for identification of these errors and common types of misconduct are also presented. The conclusion will deal with the amendment to the Public Procurement Act.

The goal of the work is to introduce primary school students to the technique of collage and to awaken in them visual arts appreciation based on metaphorical thinking . In each section a presentation is made on the work of famous painters in order to: - awaken creativity and an ability to create in order to enable students to experience success with their own work - teach critical thinking and self-reflection. - become aware of the influences which motivated painters to create each work. The practical section sets out tasks undertaken and based on their findings are recommendations on how they are to be put into practice.

This paper deals with selected conditions of good practice of the Department of Social-legal Protection of Children (OSPOD) in the current system of care for children at risk and their families. Currently, this system finds itself in the early stage of transformation. Its starting point is the trans-sectoral "National action plan for the transformation and unification of the system of care for children at risk for the period 2009-2011" (NAP). NAP is a set of key measures in the form of visions, among which an idea of OSPOD as a core body of multidisciplinary cooperation stands out. This thesis addresses the cooperation of OSPOD with other subjects in practice. The first chapter identifies key concepts; other chapters analyze specific areas of cooperation of OSPOD (multidisciplinary cooperation, social planning, cooperation with clients) and highlight the potential risks and opportunities. The thesis closes with a research, which aims to find examples of good practice in OSPOD in the Central Bohemian Region in the Czech Republic.

The dissertation thesis deals with bases of establishing and maintaining authority in education from the perspective of student teachers in the international context. The thesis is divided into six chapters, the first three of which lay down its theoretical groundwork. In the first chapter the term authority is defined both generally and from the point of view of education, then it is classified and categorized, which is followed by an outline of possible dilemmas authority may cause in education. The second chapter charts both internal and external determinants of establishing and maintaining authority in education, i.e. it deals with the influence of teacher's personality and expertise, pupil, interaction of a teacher and a pupil, official pedagogical documents, as well as social and cultural factors. The theoretical part is concluded by the review of the contemporary research of authority in education. The fourth chapter presents the research question and characterizes bases of the selected research methodology - grounded theory. Also, it describes the research plan and utilized qualitative and quantitative research methods, which include free word associations, sentence completion, mind mapping, short written narratives, focus group, and adapted QTI. L’obiettivo della tesi è di indagare gli anni trascorsi a Venezia da Albino Luciani, anni non esaurientemente approfonditi dalla storiografia e sui quali la memoria storica è ancora divisa. L’evidenza principale che ne scaturisce è la difficoltà non solo di Luciani, ma di tutte le personalità che avevano ruoli di guida e di responsabilità all’interno della Chiesa, nel misurarsi con l’attuazione del Concilio Vaticano II. L’ipotesi interpretativa proposta è che il filo conduttore di tutta l’opera pastorale del presule bellunese sia stato uno sforzo di fedeltà alla tradizione romana e all’autorità papale seppur attraverso l’ammodernamento dei metodi pastorali utilizzati. Il patriarca di Venezia è risultato particolarmente rappresentativo di tutto un episcopato nazionale montiniano che ha attuato in Italia le ricezione conciliare secondo l’ermeneutica di Paolo VI. L’indagine, avendo cura di confrontare sempre il piano dell’omiletica e il piano delle reali scelte pastorali attuate, analizza a tutto campo l’operato di Luciani, dalle attività diocesane al suo apporto alla vita ecclesiale a livello regionale, nazionale e internazionale; ha inoltre il pregio di aver utilizzato come fonte importante materiale inedito reperito nei nove archivi storici utilizzati e in vari archivi personali. Infine, è corredato di un’ampia e interessante appendice che racchiude le testimonianze orali di venti testimoni scelti. / The aim of the thesis is to investigate the years passed in Venice by Albino Luciani, years not exhaustively studied by historiography and on which historical memory is still divided. The main evidence is the difficulty not only of Luciani, but also of all personalities who had leadership roles and responsibilities within the Church, in measuring itself with the realization of the Second Vatican Council. The interpretative hypothesis is that the main theme of all the pastoral work of the patriarch of Venice was an effort of fidelity to the Roman tradition and papal authority even through the modernization of the pastoral methods. The patriarch of Venice was particularly representative of a whole national Montinian episcopate which carried out in Italy the Council reception according to the hermeneutic proposed by Paul VI. The survey, comparing the plan of homiletics and the plan of the real pastoral options implemented, examines entirely Luciani’s work, from the diocesan activities to his contribution to regional, national and international Catholic Church. The thesis uses as sources important unpublished material retrieved in nine historical archives and in various personal archives. Finally, the thesis is accompanied with a wide and interesting appendix that contains the interviews with twenty chosen witnesses.

The first part deals with an analysis of the contemporary concept of authority; the definition of dimensions, legitimacy, power, bureaucracy, charisma, obedience to authority, authoritarianism, and the definition of the crisis of authority in society. The second part evaluates the knowledge, defines crisis of authority in education, analyses the roots of this crisis, and offers a solution. The final part deals with the definition of animation as a third dimension of education and defines its potential benefits in the issue of crisis of autority.

The master´s thesis targets to compile summary document for aerodrome certification by EASA requirements and to create methodology for application of these documents. Master´s thesis consists of three main parts. In the first part is described national legislation, which in general regulates condition for civil aviation. There is also specified current legislation, by which the conditions for aerodrome certification are set. The second part of the thesis involves EASA requirements in field of aerodrome certification. There is described organisation structure of agency, information about its emergence and field of occupation. The certification process is analysed in the main part of the thesis. Moreover there is demonstrated the probable schedule of the certification process in the Czech republic and the documents, that should be issued.
