Vývoj a dopady veřejného zadlužení ve vybraných zemích EU / Development and consequences of public debt in selected countries of the EU

The main goal of this thesis is to introduce the topic of public debt and its connection to budget deficit, and to compare the situation in 2 selected countries of the European Union, Ireland and Portugal. The first chapter describes the theory of public finance, its function and the main principles. It focuses on the problem of fiscal imbalance, approach of the European union (especially with regards to the Stability and Growth Pact), it also explains the theory of budget deficit and public debt. Second and third chapters are focused on the selected countries of the EU - Ireland and Portugal - as countries that are facing major problems in the area of public finance and are highly likely to ask for financial help, as it happend in the case of Greece. The chapters describe an overall economic situation of the two countries, the causes of public debt and its increase, approach of the EU towards them, proposed and agreed austerity measures, possible solutions and also further prospects for the future.

The aim of the thesis is to evaluate financial and economic results of public budgets in the Czech Republic. The analysis concerns all governments between years 1993 and 2010 and shows possible connections with the political-business cycle. Origins of public budgets deficits are investigated in order to classify cyclical and structural deficit. These are established on the basis of political measures and the economic cycle analysis. First part of the thesis is based on the theory of Public finance, Public choice and Political-business cycle. Second part focuses on the analysis of economic cycles within the context of each election period and political decisions. Finally the thesis summarizes results of investigation at the said period and the influence of the economic policy of every government on results of public budgets. The economic cycle analysis demonstrate that between years 1993 and 2010 deficits of public budgets are predominantly structural.

Fiscal Impact of Privatization in Developing Countries

This paper examines the fiscal impact of privatization revenues in 47 developing countries. There are many reasons that privatization is attractive for the central government of developing countries. If substantial, these revenues from the sale of state owned enterprises can present a potential solution to persistent deficits. On the other hand, the privatization revenues could be used to finance an even larger deficit. In this paper, I will discuss previous research on the fiscal impact of privatization revenues, the factors that contribute to persistent fiscal budget deficits and explain how empirical research on the fiscal impact of privatization in the developing world is a logical extension of this research. Using data from the World Bank’s Privatization Database on privatization revenues from the years 1988 to 2008 and panel data techniques, I find that an increase in privatization revenues is correlated with a worsening of the fiscal budget balance, lending support to the hypothesis that revenues from the sales of state owned enterprises are used to finance a larger deficit.

Viele Städte und Gemeinden klagen über ihre hohen Haushaltsdefizite. Nun gibt es Kommunen, die extrem stark verschuldet sind und sehr hohe laufende Defizite besitzen und Kommunen, bei denen das weniger der Fall ist, bis hin zu Städten, die Überschüsse erwirtschaften. Zu diesen Phänomenen existieren in der Fachwelt verschiedene Sichtweisen. In dieser Arbeit werden einige der diskutierten Hypothesen aufgegriffen und mithilfe einer multivariaten OLS-Regressionsanalyse empirisch überprüft. Es zeigt sich, dass der Fokus verstärkt auf endogene statt auf exogene Faktoren gelegt werden muss.

Le développement des principes d’équilibre budgétaire et des règles de discipline budgétaire qui en découlent sont liés à l’avènement de périodes de troubles budgétaires et de crises économiques. De manière générale, à ces occasions de nouvelles règles sont adoptées et mises en oeuvre. Elles visent toutes à assainir les finances publiques par le biais de l’observation stricte d’une règle d’équilibre budgétaire. Toutefois, les résultats obtenus par la mise en oeuvre de ces règles ne sont pas toujours satisfaisants ce qui conduit aujourd’hui à s’interroger non plus sur la pertinence et l’efficacité desrègles mais sur les environnements institutionnels, économiques et monétaires dans lesquels elles sont mises en œuvre. Le Canada semble, de cette manière, se présenter comme un terrain favorable à l’observation d’une discipline budgétaire de l’équilibre alors qu’en la matière l’Union européenne souffre encore de son statut « hybride ». / The development of the principles of balance in the budget and the rules of budgetary discipline which ensue from it is connected to the succession of periods of budgetary disorder and economic crises. In a general way, in these occasions of new rules are adopted and implemented. They aim all to clean up the public finances by means of the strict observation of a rule of balance in the budget. However, the results obtained by the implementation of these rules are not always satisfactory what leads today to wonder either about the relevance and the efficiency of rules but on the institutional, economic and monetary environments in which they are operated. Canada seems, in this way, to appear as a ground favorable to the observation of a budgetarydiscipline of the balance while on the subject the European Union still suffers from its "hybrid" status.

This work deals with the financing of the state budget deficit in the Czech Republic through the issue of government bonds. There is listed the characteristics of each type of government bonds, the allocation of government bonds according to the type of instrument, by type of holder, and according to maturity and development in the years 1997 - 2008. It is also monitoring the impact of financial crisis on the market of government bonds mainly in 2008. The last part of this work is focused on the government bond market in the Slovak Republic for the purpose of comparison with the Czech Republic.

The first goal of this thesis is to reveal main causes of increasing public debts of the Czech Republic and Hungary. The results of that analysis should show us whether the both countries differ in such causes or not and if there is a chance that the Czech Republic's public finance system could be in danger, as it happened in Hungary in 2008. At the beginning, we suppose that there are no important differences in those causes and that the main reason for the increasing public debts are long-term budget deficits which are of structural character. That means that those structural deficits are formed on purpose, by irresponsible fiscal policy. The other goal of this thesis is to analyse the most important factors which cause the long-term structural deficits in the Czech Republic, and to suggest some steps which would help to stop the further creation of those deficits.

The impacts of fiscal developments on the yield curve / Vliv fiskální politiky na výnosovou křivku

The thesis analyzed the impacts of fiscal developments on the yield curve using quarterly data on the Czech economy over the period 2000:1 -- 2012:4. This thesis thoroughly reviewed the previous theoretical and empirical literature in order to sort out the rather inconclusive results of previous studies according to their main findings and implemented methodology. The empirical part consists of the estimation of the effects of budget deficits and government debt on the spread between the three-month and five-year interest rates, which closely reflects the effects of fiscal policy on the yield curve. The reduced-form equation was estimated by OLS. Since the estimated coefficients were not statistically significantly different from zero, this thesis did not confirm the conventional macroeconomic view of positive impacts on yields.
