The profitability of commercial state-owned entities

The importance of State-owned entities (SOEs) in a developing State has been argued for centuries. SOEs are perceived as the tool that the State can successfully use to implement its developmental agenda. In the Republic of South Africa, SOEs have been used to ensure universal access to electricity, water and logistical infrastructure to support industrial development, as well as basic service delivery. These entities have been expected to fund these initiatives from their own funds, which alleviated the need for commercial SOEs (also known as State-owned companies) to be profitable without continuous financial injections from the RSA government. Generally, commercial SOEs have been performing poorly financially. This research study aims to determine whether political influence might affect the profitability of these commercial SOEs. The poor financial performance plaguing the commercial SOEs hinders their ability to effectively contribute as a collective to the developmental agenda of the State, as espoused in the current strategic plan of the RSA in the form of the National Development Plan (NDP). Due to the poor financial performance and subsequent diversion of financial resources from other national priorities for their bail-out, commercial SOEs have been considered a liability rather than an asset to the RSA. To satisfy the primary and associated research objectives, qualitative primary and secondary research data have been collected. The primary data have been collected by using the semi-structured interview from the CFOs of commercial SOEs from various government departments – given their proximity to the financial performance and the drivers of this performance in commercial SOEs. CFOs are also part of the commercial SOEs senior-executive management of these entities. The general opinion of the participants and the literature review of the research study is that, indeed, political influence has had an adverse effect on the profitability of commercial SOEs, among others, as a consequence of the positioning of SOEs within the governance system of the RSA, the impact of the recruitment process for senior executives and the implications of an unfunded mandate. It is clear that in the RSA, commercial SOEs, and SOEs in general, will continue to play a pivotal role in the implementation of the developmental agendas of the State, as expressed in the NDP. With the RSA government expecting commercial SOEs to fund these activities from their own funds, it is critical that the State should be an enabler rather than a hindrance for commercial SOEs‟ profitability.

(Business Management) / This study is aimed at highlighting the main components involved in the construction or development of a entrepreneurial cultural model for the South African Broadcasting Corporation (SABC). In attaining the above, focus is placed on entrepreneurship, requirements for a successful transformation of culture, the status quo of the SABC, and possible action steps that can be taken in the management of cultural changes. Entrepreneurship is aconcept that is relevant not only in the small one-man operation, but also in big corporate enterprises. Rosabeth Moss Kanter's Post-Entrepreneurial Model is used to shed some light on some important issues. Kanter's Model is based on the following main strategies: • First the business enterprises should restructure with the aim to reach synergy • After synergy is reached, strategic alliances can be formed to strengthen the business enterprise's overall position • New ideas, innovations and creativity must be encouraged to be more entrepreneurial. • Lastly, the bureaucratic hierarchy must be broken down. In the SABC there is evidence of a change in culture, though it is not a change towards a more entrepreneurial approach. This change should be managed with the following in mind: • Planning of the process • Create the change agent • Get commitment of Top Management • Develop an activity plan

Relationship between employee performance, leadership and emotional intelligence in a South African parastatal organisation

This research investigates the relationship between employee performance, leadership and emotional intelligence in a South African parastatal. The literature provided discusses the three variables of performance, leadership and emotional intelligence. Information was gathered, using three instruments, from a sample of 160 leaders and 800 raters. The Multifactor Leadership Questionnaire was used to determine leadership style within the parastatal, while the Emotional Competency Profiler was used to determine the emotional intelligence of the leaders within the parastatal. Employee performance was captured and recorded using the parastatal’s performance appraisal process. Leadership and emotional intelligence were identified as the independent variables and employee performance as the dependent variable. Data obtained from each of the research instruments was then statistically analysed. Through linear regression analysis it was concluded that there is a significant relationship between employee performance and an emotionally intelligent, transactional leader. However, no significant linear relationship was found between employee performance and an emotionally intelligent, transformational leader. Simple correlation analysis showed that there is a relatively weak significant linear relationship between emotional intelligence and transactional leadership. Moreover, it was found that there is a very strong significant linear relationship between emotional intelligence and transformational leadership. This research therefore adds a new dimension to employee performance, leadership and emotional intelligence, since no similar study has been conducted. As this research takes place in the South African context, it contributes to the bank of findings relating to the concepts.

The importance of managing cultural change in the succession process within family businesses in the Gauteng area

The aim of this research was to ascertain the implications and the impact that the succession process would have on the organisational culture of family businesses. In an attempt to answer this, the researcher asked three questions surrounding the succession process and its relationship with organisational culture. The questions related to the extent to which the family business was prepared for change in management; what changes occurred before, during, and immediately after the succession process, and what results these changes had on the organisational culture. Family businesses account for a large proportion of the national and global market activities, and so it is imperative that attention be paid to any problems they may experience. As it is, family businesses have difficulty in successions, with roughly one third of first generation family businesses surviving the succession process. It is the aim of this research to explore the contribution organisational culture has in the large failure rate of succession with family businesses. When successors enter into the organisation, they bring with them different perspectives on managerial issues suggesting that a change in leadership style will occur as a result of a succession. In answering the research questions, the researcher embarked on a two-phase research methodology utilising a quantitative and qualitative process. This triangulation process incorporates a self-administrated survey questionnaire, and six in-depth interviews. The survey questionnaire and interview schedules were structured using a combination of elements obtained from Harris's (1998) and Levinson's (1972). The survey data was analysed using various statistical methods, predominantly a Factor Analysis, where as Abstract iii the interviews were analysed using a theme retrieval process. The two processes were combined to yield the results. The findings of the research conclude that through the introduction of the successor in the change process, a new leadership style is introduced into the business. The new leader changes policies, practices and procedures, which are related to organisational climate and are the tangible aspects of organisational culture. Altering the climate essentially alters the culture, which may result in anxiety within the organisation and lead to tension. If these issues are not addressed, they may result in the demise of family businesses.

Some socio-economic aspects of African entrepreneurship : with particular reference to the Transkei and Ciskei

This work encompasses an inquiry into the role of the entrepreneur in economic development, and a report of interviews with eighty African businessmen in the Transkei, Ciskei and some urban locations. South Africa provides a particularly interesting field for the study of African enterprise insofar as it is possible to examine the evolution of entrepreneurship in two fundamentally different environments - namely rural reserves and large urban areas. Furthermore, there has been a substantial increase in the number of African entrepreneurs during this century. The study achieves added significance in view of the wide racial income differentials which are an endemic feature of South African socio-economic existence; moreover, there is a great deal of evidence to suggest that, despite the high real growth rates during recent years, the racial income gap is widening. A corollary to this is the worsening of the relative - though not necessarily the absolute - economic position of the Black population. Hence : "the fundamental question for South Africa's economic future revolves around the income relationship between the Whites and the African segment of the non- White group." At present a great deal of pressure is being exerted on White employers to adopt more racially equitable systems of remuneration, and on the Government to relax the industrial colour bar. Although such measures would probably have a positive influence in preventing the gap from widening still further, there is reason to believe that their effectiveness would be limited. The justifications for this assertion are twofold: a) As Allister Sparks has pointed out, "as long as (Blacks) are limited to being hirelings of (Whites), their progress will necessarily remain stunted. Because of race prejudice they will not be promoted as readily as Whites of equal ability. There will not be Black managers and company directors. They will be held down by a vicious circle of disadvantages: prejudice will deprive them of promotion, which will deprive them of experience, which will provide the pretext for not promoting them. b) There is much convincing evidence to show that property ownership rather than wages is the basic factor determining income distribution. Information indicative of the extreme racial inequality of property ownership in South Africa is given by Spandau, who has shown that in 1960 'other income' (i. e. rent, interest and profits) formed 119% of work income of Whites, and only 19% of the work income of Africans. 2 In the absence of cataclysmic social change, the development of African entrepreneurial talent emerges as a possible means of escaping from this apparent impasse. This does not of course imply that even a fairly large increase in the number of African entrepreneurs would automatically result in raising the living standards of a substantial portion of the Black population. Nevertheless, it would represent a positive move towards redressing the inequalities in property ownership and facilitate the acquisition of organizational skills, which in turn implies a better utilization of human resources than exists at present.

Critical success factors affecting an entrepreneurial culture within black African communities in South Africa

South Africa is faced with many mutually reinforcing societal challenges which include, amongst others, a high rate of unemployment, poverty and inequality. The community that is mostly affected by these challenges is the black African community. In order to deal with the challenge of poverty and inequality which causes other societal problems, entrepreneurship and enterprise development becomes the answer. This view is supported by the body of knowledge available on the subject of entrepreneurship and enterprise development. This paper undertakes to understand critical success factors affecting entrepreneurial culture within black African communities in South Africa. In addition, this paper undertakes to investigate the perceived influence of education and training, access to funding, government policies (i.e. regulatory environment), government programmes, commercial and financial infrastructure, physical infrastructure, crime, corruption and social and cultural norms on the success of entrepreneurial culture development within black African communities. Propositions are made and tested through conducting in-depth interviews with individuals involved with the dynamics presented by this subject on a day to day basis. Evidence collected is interpreted into knowledge and finally recommendations are made.

A development training support model for entrepreneurs in South Africa

Recent years have seen the decline of entrepreneurial activity in South Africa. This is especially concerning in that, officially, 27.7% of South Africans are unemployed. The unofficial unemployment figures are closer to 50%. The South African economy is battling to recover from the world economic crisis of 2009/10, putting pressure on government to alleviate growing unemployment and curtail social unrest. Furthermore, a South African economy which thrives on entrepreneurial activity will become more competitive from a global perspective. The purpose of this study is to contribute to the promotion and development of entrepreneurship in South Africa, in an effort to combat the problems listed above. In order to achieve this purpose, the objective was to develop and test a model which could be used in the development of entrepreneurs. The rationale is that, if the factors which affect entrepreneurship could be identified and tested, then recommendations could be made which could promote the development of entrepreneurs in South Africa. The approach was as follows: Perform a literature review which would cover both global and local (South African) approaches to developmental training for entrepreneurs; Develop a theoretical model comprising of identified factors which formed the base for the data collection; Develop a measuring instrument to test the relationships described in the theoretical model empirically; • Empirically test the proposed model and suggested hypotheses by means of sourcing data from entrepreneurs in South Africa and statistically analyse the sourced data; Formulate the final theoretical model to support the research objectives; and Propose recommendations based on the results of the statistical analysis. The focus of the literature study was on two main areas: trends in global developmental training, and South African initiatives to stimulate developmental training of entrepreneurs. The literature on global entrepreneurial development highlights two distinct categories for entrepreneurial development: 1) entrepreneurial education and 2) entrepreneurial training. The literature study concerning South African methodologies for developmental training for entrepreneurs, focused on current methods employed and highlighted areas on which improvements should be concentrated. From the literature study on both global and South African developmental training methods, ten independent variables (entrepreneurial culture; socio-emotional attributes; acquiring business skills; industry experience; opportunity identification; regulatory barriers; economic barriers; outside advice; formal training and informal training were identified as factors affecting entrepreneurial developmental training. All the variables were hypothesised as they were perceived to influence significantly the dependent variables: perceived global success as an entrepreneur and perceived individual success as an entrepreneur. These factors, clearly defined and operationalised, were structured in a questionnaire which was sent randomly to South African business owners. Data were collected from 332 respondents and subjected to various statistical analysis techniques. Firstly, Exploratory Factor Analysis (EFA) was conducted to assess the discriminant validity of the research instrument. Secondly, Cronbach’s alpha coefficients were calculated for each of the identified factors to confirm the reliability of the research instrument. The significance of the hypothesised relationships in the revised model were then tested by using the statistical technique known as Structural Equation Modelling (SEM) This study contributed to this specific field of knowledge.

The sustainability of cooperatives in peri-urban areas of Nelson Mandela Bay Municipality

This research study focuses on investigating the sustainability of cooperatives in the peri urban areas of Nelson Mandela Bay Municipality. The researcher described a cooperative concept, identified and explained a research problem. Research study addressed literature extensively on the local and international scenes; looking at cooperative case studies of India, California, United Kingdom, Ghana, Bangladesh and South Africa. The researcher used a qualitative research methodology using structured and semi structured questionnaires that were distributed to thirty identified cooperatives in Walmer Location and external stakeholders supporting cooperatives. Face to face and telephonic interviews were used during research in three identified funded cooperative members, registered cooperative members and external stakeholders supporting cooperatives. Research findings confirmed unequitable age distribution in cooperatives. Young people constituted 10% of cooperatives’ membership which led to non-transference of knowledge and experience from the elderly to the young; dominance of women in cooperatives who joined or registered cooperatives with the intention of receiving a sustainable income so that they could support their families; poor governance in cooperatives caused cooperatives to fail. Eighty percent of registered cooperative members during research confirmed that they do not have access to the markets, while 2% confirmed that they have access to the markets although they are unable to secure contracts; research confirmed that the majority (59%) of Walmer Location registered cooperative members do not have matric (grade 12) while 25% of cooperative members have matric and 16% have a post-matric qualification; research findings confirmed a decrease in the survival rate of cooperatives after registration without receiving financial support; research findings confirmed that cooperative members do not receive all training programmes that would ensure cooperatives’ sustainability; other cooperative challenges include lack of cooperation among cooperatives, lack of monitoring and evaluation systems, high crime rate and continuous service delivery protests and lack of integration among stakeholders supporting cooperatives.

A retrospective study of the problems encountered by small business owner-managers in the health sector

It is estimated that the failure rate of small, medium and micro enterprises in South Africa’s (SMME’s) are between 70 percent and 80 percent. As a result, millions of rand are lost on business ventures because of essentially avoidable mistakes and problems. Difficulties encountered by small business owner-managers can be described as environmental, marketing, financial or managerial in nature. The primary objective of this study was to investigate the nature and importance of problems experience by small business owner-managers in the private health sector. The design that was used in this study was qualitative, descriptive, exploratory and contextual in nature. This study fell within the broad framework of qualitative research, as interviews were employed to do the research project (Baker, 1999:247). A purposive sample was used to identify the participants for inclusion. The target population was small business owner-managers operating within the private health sector in the Nelson Mandela Metropole. The sample comprised eight business owner-managers in the health sector within the boundaries of the Nelson Mandela Metropole, purposely identified. Before doing the empirical research, a pilot study was conducted with one small business owner-manager that fulfilled the required criteria of the research population. Data was collected by means of naïve sketches and semi-structured interviews. Data was analyzed according to the framework provided by Tesch (in Creswell, 1994). Guba’s model (in Krefting, 1991) was employed for data verification. Interviews were conducted in both Afrikaans and English. iii Direct transcriptions from the tape-recorded interviews ensured that all data was gathered and saved for reference when needed during the data analysis as described by Field and Morse (1996:64). The researcher took observational, theoretical, methodological and personal notes as described in Wilson (1989: 433-435). Transcriptions from sketches and interviews served as the database for the study. Only literature pertaining to the research process was consulted prior to the data collection of the primary data, in order to establish an effective research format. The problems experienced by small business owner-managers in the health sector were discussed under four major themes and several sub-themes identified by the researcher and the independent coder. The main themes that emerged from the study were: small business ownermanagers in the health sector lacked business skills and experience; had financial problems regarding their businesses; had difficulty building a customer base; and were uncertain in terms of their businesses’ future. Conclusions were drawn from the findings of the study and limiting factors were identified and acknowledged in the report. Recommendations that could assist practitioners, educators and trainers were suggested.
