An empirical investigation into the factors affecting the performance of small and medium enterprises in the manufacturing sector of Harare, Zimbabwe

This research investigates the factors that affect the performance of Small and Medium Enterprises (SMEs) in the manufacturing sector of Harare, Zimbabwe. To achieve this objective, the research hypothesised that a lack of skilled human resources contributes to the poor performance of SMEs in the manufacturing sector of Harare, Zimbabwe. The research further hypothesized that poor management skills such as human resources, financial management, general management, production management and marketing management result in the poor performance of SMEs in the manufacturing sector of Harare, Zimbabwe. A research proposition was also stated which stipulated that the current hyperinflation environment affects the profitability of SMEs in the manufacturing sector of Harare in terms of profitability. This study is important because SMEs, despite their contributions to the Zimbabwean economy, have not been given due attention as the research of performance has been biased towards large enterprises. The results indicate that managerial aspects which are in short supply have negative effects on the performance of SMEs in the manufacturing sector. The results also indicate that the high rate of inflation and other economic factors such as foreign currency shortage, interest rate and exchange rate affect their performance negatively. Lastly, the study recommends that SMEs, the Zimbabwean government and other supporting institutions such Empretec, ILO and SEDCO take measures to ensure the survival, growth and development of this sector which has the potential to steer the economy. These measures are expected to improve the managerial skills in the SME sector and consequently result in improved performance.

Management perceptions regarding privatisation of parastatals in Zimbabwe

In recent years the ownership of public organisations has been transferred from government to the private sector through privatisation owing to the poor performance of parastatals. In Zimbabwe, the privatisation of parastatals has been criticised as a result of the approach which has been adopted to privatise them, the transparency and the paceof the privatisation, the factors pushing for privatisation at the expense of local demand as well as the lack of an institutional framework for privatisation. The main objective of this study was to explore management perceptions regarding the privatisation of parastatals in Zimbabwe. This study is based on a combination of theories of privatisation and preceding results of studies looking at privatisation of parastatals in developing and developed countries. The secondary sources were the backbone in the formulation of a theoretical model on the management perceptions of privatisation which was used to guide this study. The extensive literature which was analysed revealed that independent factors such as stakeholder consultation, business conditions, government considerations, institutional framework and management of the privatisation process could influence management perceptions regarding privatisation. Perceptions of privatisation were identified as influencing two dependent variables, economic benefits and organisational performance. The variables of the study were operationalised and the hypotheses which identified relationships between the independent variables and perceptions of privatisation were formulated. Hypotheses in respect of perceptions of privatisation and the dependent variables were also formulated. In this study, a quantitative research approach was adopted as the study sought to investigate the relationships between variables. This study collected data through the use of a structured self-administered survey questionnaire which was distributed to 700 managers of parastatals in Zimbabwe. The parastatals which were used in this study were selected using the simple random sampling method whilst convenience sampling technique was used to select the managers. The survey yielded 301 usable questionnaires which were analysed using several statistical analysis techniques. The major findings of this study show that managers, employees and customers participate during privatisation and that privatisation in Zimbabwe is guided by a formal action plan. The study also showed that parastatals in Zimbabwe operate under stable macroeconomic conditions and that information regarding the bidding process is accessible to all parties. However, the results also showed that, in Zimbabwe privatisation is poorly implemented as a result of lack of structural capacity to enhance privatisation, lack of an autonomous institution to manage and lead the privatisation process. The results also show that privatisation in Zimbabwe lacks credibility as the valuation of organisations and assets is poorly done resulting in organisations being acquired at rates which are below market value. In addition, the results indicate that privatisation has failed to improve organisational performance and to change the management style from being reactive to being proactive. The study also found that privatisation brings about economic benefits such as effective governance and economic empowerment. The study recommends that government should ensure that managers, employees and customers participate in the privatisation process and that privatisation is implemented in a transparent manner so as to have a credible programme and achieve the intended objectives. The study also recommends that government should engage people and institutions which have the capacity to efficiently value the organisations and assets identified for privatisation. In addition, the study recommends that the government should appoint board members who possess the requisite skills and competencies, encourage partnerships between local and foreign investors so as to produce quality products and services as well as economic growth. This study has contributed to the existing body of knowledge by developing a theoretical model which can be utilised in other developing countries to test perceptions regarding the privatisation of parastatals. This study could assist the government, parastatals and other stakeholders by providing feedback regarding the privatisation of parastatals in Zimbabwe, so that remedial action can be implemented where deviations are recorded. The findings of this study could also assist the government of Zimbabwe and also other governments, by providing guidelines which can be adopted to implement a successful privatisation programme. This study provides useful and very practical guidelines to parastatals so as to ensure successful privatisation.

The challenges of banks in financing SMEs in Harare, Zimbabwe

This research is a diagnosis of the supply side of SME (small and medium enterprises) credit. Its objectives are to determine the current level of bank lending to SMEs to validate the financing gap, to explore the strategies and mechanisms employed by banks to provide tailor-made lending for SMEs and finally to conclude by identifying some of the key challenges the banks face in their quest to lend to SMEs. This, then, culminated in some recommendations for increasing bank funding to SMEs. This study employed a deductive qualitative research.. The research used a non-probability, purposive/judgmental sampling method to choose the heads of bank SME units to include in the research. There are twelve banks with dedicated SME units, out of a total of 18. The researcher carried out in-depth face to face interviews using semi-structured questions. The qualitative data was coded, deductively analysed and conclusions drawn and incorporated into a report. Banks’ most outstanding challenges in dealing with SMEs in terms of information asymmetry, an unsupportive business environment, poor quality of SME clients and inflexible regulatory requirements.

Impact of microfinance on rural smallholder farmers in MT. Darwin District of Mashonaland Central Povince in Zimbabwe

Thesis (M. Dev.) --University of Limpopo, 2013 / Rural areas of Zimbabwe suffered acute shortage of banking services. Conventional banks feared high transaction costs and lack of collateral associated with this market segment. This research aimed at evaluating impact of microfinance on rural farming sector. Finding out the general banking and microfinance situation, appraising scheme impact and making recommendations were the research’s objectives. A descriptive research design was used. A population of 3,400 members constituting 289 Investment Groups (IGs) was used. Quota and purposive sampling were used to select 20 IGs and 154 individual respondents. Sample survey, Focus Group Discussions (FGD) and Key Informant Interviews (KII) were data collection methods. The survey findings showed that the five Department For International Development’s (DFID’s) Sustainable Livelihoods Approach (SLA) asset bases increased more for the treatment than the control groups, signifying microfinance impact. Wealth ranking, meant to triangulate survey results, depicted upward mobility of groups; old ones transcending to rich categories while the new moved into top poor rank, also demonstrating impact. Further, scheme achieved women empowerment basing on their numerical predominance and improved self-confidence, signifying impact. The study recommends that Farmers’ Association of Community self-Help Investment Groups (FACHIG) resuscitated its savings component using the Self-Help Group (SHG) thrift approach to ensure scheme sustainability. In addition, climate change, a phenomenon which increased droughts, could have dampened impact. However, the research did not delve into this area, compelling a future study.

Systemic corruption in public enterprises in the Harare metropolitan area : a case study

The study sought to investigate the impact of systemic corruption in public enterprises in the Harare metropolitan area in Zimbabwe. This research study used a case and explanatory research designs as its major research approaches. The study was largely prompted by the high level of corruption in public enterprises as reported to the Anti - Corruption Commission and the media. In this study, fourteen (14) directors and twenty six (26) public enterprise officials were used as research subjects. Questionnaires, interviews and documentary reviews were used as research instruments to collect information on the impact of systemic corruption in public enterprises in the Harare metropolitan area. The study showed that low remuneration levels for both low and high level public enterprise officials, patronage appointment to higher level of management and the lack of political will to empower public enterprise officials on the evil of corruption were the causes of systemic corruption. Greed, the disintegration of work morality and ethics in the manner in which public affairs across public enterprises were being handled, were key causes of systemic corruption (see chapter 4 for details). The high level of secrecy in the management of public affairs, the lack of transparency, discipline, fairness, responsibility, equity and weak legal system on corruption were also noted to be corruption drivers. With regard the manifestation of corruption in public enterprises, it was established that systemic corruption occurred in the following forms: abuse of power, fraud, favouritism, embezzlement, weak control, extortion and ghosting.The study also showed that systemic corruption created problems such as administrative inefficiency and parasitism, a social atmosphere of tension and dishonesty within public enterprises (see chapter 4 for details). Corruption reallocated resources to the rich and powerful public officials who were aligned to the ruling party or those in authority. The study also noted that public enterprises officials were using technical complexity in procedures and regulations to conceal under-dealings.It was iv the findings of this study that rewarding for reasons not related to performance, dishonesty, over claiming expenses, falsification of reports/records and favouritism in public enterprises were high. The study also revealed that bid-rigging, shifting from core business, ghosting, and giving gratitude/gift to influence decision were some of the prevalent unethical activities in public enterprises. Against this backdrop, it is recommended that the level of remuneration in public enterprises for public officials is improved so that the minimum grounds for corruption motives are reduced. When salaries are too low, officers are obviously forced to indulge in unethical activities which in turn affect the general public directly or indirectly. It is critical that all public enterprise officials undergo training in the dimension of corruption and corporate governance as a means of empowerment. Corrupt individuals and business organisations in the Harare metropolitan area should not be employed or engaged in public related work and that public affairs must be managed in a transparent and open manner although confidentiality must be observed. The study also recommends that the appointment of public enterprise officials must be based on competence, relevant educational qualifications and experience. Organisational factors fostering corporate entrepreneurship: a study of state owned entities in South Africa and Zimbabwe

A research report submitted to the Faculty of Commerce, Law and Management, University of the Witwatersrand, in partial fulfilment of the requirements for the degree of Master of Management specialising in Entrepreneurship and New Venture Creation March 2016 / The purpose of this research is to investigate how organisational factors such as management support, reward/reinforcement and work discretion fosters corporate entrepreneurship at State Owned Entities (SOE) in South Africa and Zimbabwe. Several studies have been conducted on corporate entrepreneurship in the private sector with limited research on the same factors in the public sector, especially in Africa. The Corporate Entrepreneurship Assessment Instrument (CEAI) was used in measuring managers’ perception on management support, reward and reinforcement and work discretion. Four hundred on-line questionnaires were distributed, with a response rate of 169 managers from South African and Zimbabwean state owned entities. An hierarchical multiple regression model was used to analyse the results, which showed that there was a positive and significant relationship between management support, reward/reinforcement and work discretion with innovation, confirming results from previous studies. Occupational level was found to moderate the relationship between management support and innovation and the relationship was found to be strongest at junior management level. No moderation effect was found when reward/reinforcement and work discretion was tested with innovation. Further evidence from the survey results also indicated that Zimbabwean SOEs had higher levels of reward /reinforcement and work discretion than South Africa, but both countries had the same level for management support and innovation. However Zimbabwe had implemented more projects than South Africa, indicating that its SOEs were more entrepreneurial. Finally, when occupational levels were considered, Zimbabwe had higher scores for all the three independent variables, except for innovation, which South Africa was leading at junior management levels. Entrepreneurship and freedom : a social theological reflection on the church and small business in Zimbabwe.

This study concerns the contribution that the church can make to small businesses in Zimbabwe through the development of an appropriate holistic training programme for entrepreneurs. Through a case study on the situation in Masvingo undertaken through participant observation and interviews with various role players, this thesis first identifies the fundamental reasons that lead to the lack of viability of the small businesses in Zimbabwe. To develop a response for the church, this study adopts a three pronged approach. Firstly, the theological basis for freedom is laid through a reading of four biblical stories: the creation story, the Exodus story, the prophets' story and the Messianic story. It is argued that these stories can influence and challenge the church to be meaningfully engaged in a freedom centred development process that can foster the freedoms and values that small businesses need in order to grow and flourish. Secondly, Amartya Sen's theory of freedom as development was engaged in a bid to find an interface between economic and development theory and the theological vision of freedom for socio-economic freedom in Zimbabwe. Thirdly, having established a linkage between a theoretical and a theological essence for freedom the research then examined the role the church can play in enhancing the freedoms for the operators of small businesses in Zimbabwe. The study suggests a freedom-centred entrepreneurial training model that is based on Paulo Freire's dialogical education model. A formal proposal of the key elements of such a training programme is explored. The study recognises that the socio-economic situation in Zimbabwe continues to deteriorate so rapidly that all research seems out of date; but it has proceeded with the hope that when the economic situation improves this study would become an important tool through which the church can begin to contribute to development and the revival of small businesses in Zimbabwe. / Thesis (M.Th.)-University of KwaZulu-Natal, Pietermaritzburg, 2007.

Regulating multinational enterprises (MNEs) transactions to minimise tax avoidance through transfer pricing : case of Zimbabwe

Abstract in English, Afrikaans and Zulu / In 2016, Zimbabwe introduced specific transfer pricing legislation to prevent abusive tax strategies by taxpayers. This study uses a qualitative interpretive inquiry to assess the adequacy of the new transfer pricing regime. This study contributes to the body of knowledge in that it explores transfer pricing as a tax avoidance tool, a concept that is at its nascent stage in academic taxation literature. Furthermore, it addresses a methodological gap by employing a qualitative inquiry in an area that is predominated by quantitative research. Indepth interviews and document review were used to gather data, and deductive content analysis was employed with the aid of ATLAS.ti 8™. This study confirms previous findings that tax consultants play a significant role in the compliance decisions of Multinational Enterprises (MNEs) through the examination of the exploitative strategies practiced by these MNEs. The comparison of the OECD and UN transfer pricing guidelines in search for the applicability of international guidelines to Zimbabwe’s specific needs helped uncover the contemporary dilemmas in global standards versus domestic standards. This study responds to the knowledge gap regarding the transfer pricing phenomenon in Zimbabwe through the lenses of an under-explored three-layered rationality concept; legal, implementation and exploitative rationality. The argument maintained in this study is that this rationality trichotomy is a useful lens to understand transfer pricing as a tax avoidance tool, and that international standards are not universal and so each country’s unique situation should be addressed at a domestic level. / Zimbabwe het in 2016 bepaalde oordragprysingswetgewing ingestel om onregmatige belastingstrategieë deur belastingbetalers te voorkom.
