The work is divided into six chapters. In the second chapter, we raise some historical facts about the training of Municipalities in Brazil and, concomitantly, we analyze the role of the municipality in the Federation, focusing on transformations in its mission, especially after the Constitution of 1988. In the third chapter, we introduce the operation of the Câmara Municipal de Fortaleza and the institutions that make up, having as objective to describe the dynamics of work of this legislative House. In the next chapter, we discussed the concept of electoral connection and analyze historically the municipal elections in Fortaleza, our focus was to identify the relevant political groups acting in the cearense capital after redemocratization. Then we expose General characteristics of the election of 2008 and the candidates elected: context of the dispute, competition and party coalitions. In the fifth chapter, we develop, as methodological tool, a typology for classifying the aldermen. To develop this typification take into account theory about the aldermen, the profile of voting, the voting maps and the relationship with the electoral bases. In this sense, we define the following types: (1) territorial Councillor; (2) Councillor and hierarchical; (3) Councillor ideological. In the next chapter, we present a database on the production of parliamentary Commissioners, justifying the choice of four species specific legislative: ordinary bills, supplementary law projects, projects for amendment to the organic law and guidance. Then, we analyze the legislative production having as dependent variable the three types of Alderman and as independent variables, the species, the legislative reach of propositions and the thematic areas. Finally, we conclude the existence of electoral connection in at least two types, namely, the territorial and ideological. About the tiered type we cannot say for sure that he acts on the basis of electoral bases, since his relationship with voters is toggled and discontinuous. However, we can say that the three types Act in Parliament from separate logics. Despite incentives from the rules of operation of the camera, there is certainly room for a legislative action linked to electoral bases, contrary to part of the polls that point to a connection to the works of foreign electoral legislative proposition. / Esta pesquisa teve por objetivo investigar de que forma ocorre o fenômeno da conexão eleitoral na produção legislativa dos vereadores da Câmara Municipal de Fortaleza (CMF), em sua 16º legislatura (2009-2012). O trabalho está dividido em seis capítulos. No segundo capítulo, levantamos alguns fatos históricos a respeito da formação das Câmaras Municipais no Brasil e, concomitantemente, analisamos o papel do município na federação, tendo como foco as transformações em suas atribuições, principalmente, após a Constituição de 1988. No terceiro capítulo, apresentamos o funcionamento da Câmara Municipal de Fortaleza e as instituições que a compõem, tendo como objetivo descrever a dinâmica de trabalhos dessa casa legislativa. No capítulo seguinte, debatemos o conceito de conexão eleitoral e analisamos historicamente os pleitos municipais em Fortaleza, nosso foco foi identificar o surgimento e a atuação de grupos políticos relevantes na capital cearense. Em seguida, expomos características gerais do pleito de 2008 e dos candidatos eleitos: contexto da disputa, competição e coligações partidárias. No quinto capítulo, desenvolvemos, como ferramenta metodológica, uma tipologia para classificar os vereadores. Para desenvolver essa tipificação levamos em conta teoria sobre os vereadores, o perfil de votação, os mapas de votação e a relação com as bases eleitorais. Nesse sentido, definimos os seguintes tipos: (1) vereador territorializado; (2) vereador hierárquico e; (3) vereador ideológico. No quinto capítulo, apresentamos um banco de dados sobre a produção parlamentar dos vereadores, justificando a opção por quatro espécies legislativas específicas: projetos de lei ordinária, projetos de lei complementares, projetos de emenda à lei orgânica e indicações. Em seguida, analisamos a produção legislativa tendo como variável dependente os três tipos de vereador e como variáveis independentes, as espécies legislativas, o alcance das proposições e as áreas temáticas. Por fim, concluímos a existência da conexão eleitoral em pelo menos em dois tipos, a saber, o territorializado e o ideológico. Sobre o tipo hierárquico não podemos afirmar com certeza que ele atue em função de bases eleitorais, já que sua relação com eleitores é alternada e descontínua. Entretanto, podemos afirmar que os três tipos atuam no parlamento a partir de lógicas distintas. Apesar dos incentivos advindos das regras de funcionamento da câmara, existe, com certeza, espaço para uma atuação legislativa vinculada às bases eleitorais, contrariando parte das pesquisas que apontam para uma conexão eleitoral externa aos trabalhos de proposição legislativa.

Para tanto discute os conceitos de “tributo” e “donativo”, bem como o quadro diplomático no qual o objeto da tese se insere. Analisa processos de negociações e conflitos a partir dos novos estudos sobre história política e fiscal. Procura traçar o perfil dos contribuintes objetivando atestar o caráter geral e proporcional do donativo em questão. Dessa forma entendemos o donativo como um mecanismo utilizado pela coroa e por seus vassalos em um sistema de trocas materiais e simbólicas. / The thesis aims to investigate the relationship between fiscal policy and political actions, focusing on the dynamic imposed by the contribution of the donative for dowry and peace Netherlands in the chambers of Salvador, Recife, Rio de Janeiro, Lisbon and Porto. For both, this work discusses the concepts of “tribute” and “donation” as well as the diplomatic table in which the subject of the thesis for inserts. Analyzes negotiations processes from further studies of political and tax history. Look for plotting the profile of contributors aiming certify the general character and proportion of donation in question. Accordingly we understand the donation as a mechanism used by the crown and the vassals in a system of material and symbolic exchanges.

Since the Chamber of Aracati is the main reference area to precede the identification of the local elite, first, we have intended to understand how the entry was made in certain areas, such as the Town Chamber, the officer ranks in the local military troops, some brotherhoods, the mercantile activities, and some other employments; and, then, how all these occupations were incorporated by the town elite members, both as mechanisms of power and tools of acquisition and enlargement of its distinctive reference as part of a “civil nobility”, social code with which the local elites of the Portuguese Modern Empire used to identify to. / Este estudo tem como principal objeto de análise as práticas de nobilitação e distinção social desenvolvidas pelos membros da elite da vila de Santa Cruz do Aracati na Capitania do Siará grande entre os anos de 1748 e 1804. Tendo a Câmara de Aracati como principal espaço de referência para a identificação da elite da vila, buscamos perceber de que forma o ingresso em espaços como: a Câmara da vila, os postos de oficiais nas tropas militares locais, as irmandades e o exercício de atividades mercantis, entre outros; foram sendo incorporados pelos membros da elite da vila, não somente como mecanismos de poder, mas, também, de aquisição e ampliação de seu referencial distintivo enquanto parte da “nobreza civil”, estatuto social com o qual identificavam-se as elites locais do império português moderno.
